皖江城市带金融生态环境评价

摘 要：文章以皖江城市带内９个城市作为评价对象，构建金融生态环境的评价指标体系，计算层次分析法基础上的灰色关联系数，运用TOPSIS 评价模型对示范区内９个城市的金融生态环境进行评价。结果显示，皖江城市带９个城市的金融生态环境完善程度差异明显，部分城市的金融生态环境不容乐观。关键词：加权GRA ‐TOPSIS ；灰色关联；皖江城市带；金融生态环境评价

Evaluation of financial ecological environment in Wanjiang
City Cluster based on weighted GRA ‐TOPSIS method

Abstract ：In this paper ，the nine cities among the Wanjiang City Cluster are chosen as the evaluation object ．Firstly ，an evaluation index system of the financial ecological environment is established ．T hen the grey correlation matrix based on the analytic hierarchy process （A HP ）is determined ．Final ‐ly ，the T OPSIS model is used to evaluate the financial ecological environment of the nine cities in the demonstration area ．T he results show that there are significant differences in the perfection degree of the financial ecological environment among the nine cities in Wanjiang City Cluster and the current sit ‐uations of some cities are not optimistic ．Key words ：weighted GRA ‐T OPSIS ；g rey correlation ；Wanjiang City Cluster ；evaluation of financial ecological environment
０ 引 言
金融生态是个仿生概念，完整的金融生态系统包括金融体系本身和金融生态环境。金融体系本身是指银行类金融机构和非银行类金融中介（如保险、证券信托等）；金融生态环境则是指维持金融系统健康有效运行的外部基础和条件，它涉及经济、社会、文化、制度、法律等各个方面。本文主要是对金融生态环境进行评价。文献［１］建议从经济基础、金融发展程度、法
律公正程度、地方政府诚信、企业诚信、金融部门独立性、中介服务体系、金融合规性、社会保障程度和社会诚信文化１０个方面对金融生态环境进行评价；文献［２］从经济实力、金融实力和基础设施３个方面对金融生态环境进行评价；文献［３］认为金融生态环境评价属性多样，结构复杂，需要多指标、多层次进行评价，运用因子分析法从政府对经济的主导、经济运行的质量、地区金融发展、信用基础与基础制度建设４个方面对特定区域，特别是黑龙江省金融生态环境进行了评价；文献［４］
