标书翻译的方法
招投标翻译是一项系统的、严谨的工程，一方面招标文件的翻译要向投标人传递准确的招标信息和招标要求，另一方面投标书的翻译又要将投标人对招标文件的响应准确地呈现给招标人。因此，标书翻译不仅要求翻译时工作做到语言准确，而且要求保持招标文件和投标书的术语和文本规范高度一致。相对来说，翻译的语言或者语法准确性是较低层次的，一般翻译都能达到要求；而保持招投标文件术语和文本规范的一致性，准确地选用招投标术语，是招投标翻译中需要重点关注的问题。翻译达人为大家具体讲解一下。
1、了解招标方式
在不同的法规体系下，对招标方式（type of tendering）的规定不尽相同，归纳如下：
《世界银行采购指南》定义了13类招标/采购方式

2、关于招投标主体及相关专业术语的翻译
招投标专业术语翻译是招投标文件翻译中比较容易混淆的内容，主要原因是由于tender (及其变体 tenderer和 tendering) 和 bid （及其变体bidder 和bidding）在英语词义上都具有招标和投标的双重含义，而且参考以上国际性文件，不同的文本对这两个词选取了相反的含义。

由此可见，在不同法规体系的招投标书中，对于专业词汇的使用具有较大区别，甚至招标和投标用词完全颠倒的情况。因此，在招投标项目文件翻译过程中，首先要对招标文件进行完整的分析，找出招标文件采用的是哪种文本规范或者招标文件需要按照哪种文本规范进行翻译。这样，就能准确把握其中的专业词汇，不至于在翻译过程中将“招标”及“投标”误译。其次，对于投标书（或投标文件）的翻译，应该严格遵循招标文件中采用的规范文本，投标书的词汇应与招标文件保持严格的一致，避免招标文件中“招标人”用“tenderer”一词而在投标书中将“投标人”翻译成“tenderer”之类的严重错误。在投标书中严格遵循招标文件的文本规范既体现了投标人对招标人的尊重，也是一种对招标文件的实质性的响应（substantial responsive），这对投标人能否中标有重大的影响。
3、熟悉招投标程序
虽然在不同法规体系下的招投标书文本规范有较大的区别，但在招投标程序方面基本是一致的。熟悉招投标程序对招投标书翻译的项目组织会有很大的帮助。一般公开招标或选择性招标的招投标程序如下：
招标公告/邀请——招标人在报纸或者互联网等公众媒体上发布招标公告邀请不特定的法人或其他组织投标（适用于公开招标），或者以投标邀请书的方式邀请特定的法人或组织投标（适用于选择性招标）。
准备投标书——投标人研究招标文件，准备投标书。
招标澄清——招标人可自行对招标文件进行必要的修改和补充，或者根据投标人的对招标文件的疑问进行澄清。
提交投标书——投标人在招标文件规定的截止日期前将投标书提交到招标文件规定的地点。投标书必须用信封密封，并盖投标人公章。在开标前任何投标书不得拆封，否则投标书被判为无效。
开标——在招标文件规定的时间和地点，邀请全部投保人或其代表到场的情况下，招标人或招标代理公开开启全部有效的投标书，并现场宣布投标人名称和投标书报价等（唱标）。
评标/比较标书——开标后，投标人组织评标委员会按照招标文件规定的评标标准和方法对全部有效的投标书进行评审和比较。投标人根据评标结果确定中标人，接受该投标人的投标书（投标人也有权决定不接受任何投标书）。在评标过程中，招标人可以要求投标人对投标书中的一些细节进行补充或更正，但不能对投标书做重大变更。
中标公告/中标通知书——确定中标人后，投保人根据招标文件规定的日期和方式宣布中标人，如在刊登招标文件的公开媒体上发布中标公告（适用于公开招标），或者向中标人签发中标通知书并向未中标人签发未中标通知书。
签订合同——招标人与投标人根据招标文件和投标书的内容签署合同。
自此，整个招投标程序结束，进入下一步合同履行程序。
4、关注招投标文件的组成
招标文件和投标书及其相关的补充、修改和澄清是招投标的依据文件。投标书必须根据招标文件的规定做出实质性响应。因此在翻译过程中，必须高度关注招标文件的组成（composition），在对应的投标文件翻译中严格按照招标文件的规定组织投标书，并在投标书中采用与招标文件中一致的术语。
招标文件应向潜在投标人提供他们在准备有关货物和工程投标文件时所必需的所有信息。虽然招标文件的详细程度和复杂程度将随投标范围和合同的大小和性质的不同而有所不同，但它们一般都应包括：
招标公告或投标邀请。
投标人须知。这是招标文件最重要的内容，包含了采购或工程范围（Scope）等总体描述、语言、货币、法律、投标人合格性（Eligibility）、投标有效性（Availability）、投标保证金（Security）和履约保证金（Performance Security）、投标书的组成和准备、招标文件澄清（Clarification）、投标书的提交（Submission）、开标、评标标准（Evaluation Criteria）和方法、标书比较（Comparison）、中标通知（Notification of Award）和授予合同（Award of Contract）等条款的重要信息。
投标书格式。
合同格式、合同条款，包括通用条款（General Conditions）和专用条款（Special
Conditions）。
技术规格（Specifications）和图纸（Drawings）、有关的技术参数和规范等。
