日本城市型、应用型大学的办学模式研究

[摘要]日本高校在城市型、应用型教育方面处于世界领先地位，以首都大学东京为研究对象，通过对办学定位、政产学研相结合、学校评估体系、教师人事评价体系以及国际交流等方面进行分析和研究，探究其城市型、应用型办学模式的成功经验，结合北京联合大学发展中的对应问题进行剖析，并提出相关对策。

Abstract： Japanese universities are the world leaders in city-based， application-oriented education. The article takes Tokyo Metropolitan University as the research object and analyzes the school-running orientation， the government-industry-university-research cooperation， the school evaluation system， the teacher personnel evaluation system， and the international exchanges of it. By studying and exploring the successful experience of its city-based， application-oriented university school-running model， and analyzing the corresponding problems in the development of Beijing Union University， relevant countermeasures are proposed.

日本高校的城市型、应用型教育开始于20世纪40年代后期，大致可以分为以下三个阶段：第一个阶段是 20世纪40年代后期至20世纪90年代中期，日本在美国的主导下进行了全面的高等教育体制改革，目的是加强大学与区域经济社会的联系，培养大量能够适应地方经济社会发展和建设需要的应用型人才；第二个阶段是20世纪90年代中期至2003年以前，日本积极推动大学尤其是应用型院校与企业的协作；第三阶段是2003 年以后至今，日本从以往由企业主导人才培养回到由高校自身主导人才培养，高校开始有意识地鼓励体现自身特点、通过开展创新教学等方法来提高学生的动手能力和创造能力，如根据地方的特色进行学科、专业的设置[1]。

2017年11月，笔者对日本高校——首都大学东京，进行了为期5天的考察学习。首都大学东京是日本一所应用型大学，其城市型、应用型大学的办学模式在世界具有领先地位。
