对地下交通工程的安全管理探讨

摘要：随着我国社会和经济的持续快速发展，城市化进程的不断加快，我国的城市轨道交通（主要是地铁）建设正面临史无前例的高潮，建设过程中的安全管理工作亦成为全社会重点关注的焦点之一。由于地铁施工具有隐蔽性、复杂性和不确定性等诸多突出的特点，同时又面临复杂的地质和外部情况，因此给安全生产带来了一定的困难和压力。本文笔者根据多年的地铁施工经验，对地铁施工的安全生产管理进行简要论述。

Abstract: along with the rapid development of our society and economy, city changes a process accelerate ceaselessly, our country city rail transit ( subway construction is facing ) there was no parallel in history. The climax, safety management of construction process also become one of the focal point of the whole society to focus on. Because of its concealment, complexity and uncertainty and many other outstanding features of metro construction, while facing the complicated geological and external, therefore to safety production brings some difficulties and pressure. In this paper, based on the subway construction experience, this paper discusses the safety production management of Metro construction.

引言

安全生产是我国的一项基本国策，直接关系到人民群众的生命财产安全和社会的稳定，所以抓好安全管理是干好地铁施工的关键和前提。地下土质多次扰动的特殊性、管线的复杂性、周边交通繁忙及人员、房屋的密集性等给施工造成了很大的危险，其独有的性质和特点决定了地铁施工是一个高风险的行业，因此安全管理工作对我们提出了更高的要求，如何控制和提高地铁施工现场的安全管理，是一个亟待解决的问题。

1完善项目安全管理体系，建立、落实各项安全生产责任制

地铁施工由于投资大、工期长、风险高、社会影响大，关系到广大人民群众的切身利益，小小安全事故都能带来很大的负面影响。因此安全管理工作首先要完善管理体系，明确各级岗位职责。安全管理体系是针对现场安全实施的一套管理系统，建立健全安全生产保证体系，实行安全生产责任制，有组织地开展安全管理活动，建立各级安全岗位责任制，形成上下齐抓共管的安全管理网络，做到安全工作层层有人抓。
