we dare not forget today that we are the heirs of that first revolution. let the word go forth from this time and place to friend and foe alike that the torch has been passed to a new generation of americans--born in this century tempered by war disciplined by a hard and bitter peace proud of our ancient heritage--and unwilling to witness or permit the slow undoing of those human rights to which this nation has always been mitted and to which we are mitted today at home and around the world.

let every nation know whether it wishes us well or ill that we shall pay any price bear any burden meet any hardship support any friend oppose any foe in order to assure the survival and the success of liberty.

this much we pledge--and more.

to those old allies whose cultural and spiritual origins we share we pledge the loyalty of faithful friends. united there is little we cannot do in a host of cooperative ventures. divided there is little we can do--for we dare not meet a powerful challenge at odds and split asunder.

to those new states whom we wele to the ranks of the free we pledge our word that one form of colonial control shall not have passed away merely to be replaced by a far more iron tyranny. we shall not always expect to find them supporting our view. but we shall always hope to find them strongly supporting their own freedom--and to remember that in the past those who foolishly sought power by riding the back of the tiger ended up inside.

to those peoples in the huts and villages across the globe struggling to break the bonds of mass misery we pledge our best efforts to help them help themselves for whatever period is required--not because the munists may be doing it not because we seek their votes but because it is right. if a free society cannot help the many who are poor it cannot save the few who are rich.

to our sister republics south of our border we offer a special pledge--to convert our good words into good deeds--in a new alliance for progress--to assist free men and free governments in casting off the chains of poverty. but this peaceful revolution of hope cannot bee the prey of hostile powers. let all our neighbors know that we shall join with them to oppose aggression or subversion anywhere in the americas. and let every other power know that this hemisphere intends to remain the master of its own house.

to that world assembly of sovereign states the united nations our last best hope in an age where the instruments of war have far outpaced the instruments of peace we renew our pledge of support--to prevent it from being merely a forum for invective--to strengthen its shield of the new and the weak--and to enlarge the area in which its writ may run.

finally to those nations who would make themselves our adversary we offer not a pledge but a request: that both sides begin anew the quest for peace before the dark powers of destruction unleashed by science engulf all humanity in planned or accidental self-destruction.

we dare not tempt them with weakness. for only when our arms are sufficient beyond doubt can we be certain beyond doubt that they will never be employed.

but neither can two great and powerful groups of nations take fort from our present course--both sides overburdened by the cost of modern weapons both rightly alarmed by the steady spread of the deadly atom yet both racing to alter that uncertain balance of terror that stays the hand of mankind's final war.

so let us begin anew--remembering on both sides that civility is not a sign of weakness and sincerity is always subject to proof. let us never negotiate out of fear. but let us never fear to negotiate.

let both sides explore what problems unite us instead of belaboring those problems which divide us.

let both sides for the first time formulate serious and precise proposals for the inspection and control of arms--and bring the absolute power to destroy other nations under the absolute control of all nations.

let both sides seek to invoke the wonders of science instead of its terrors. together let us explore the stars conquer the deserts eradicate disease tap the ocean depths and encourage the arts and merce.

let both sides unite to heed in all corners of the earth the mand of isaiah--to "undo the heavy burdens ... and to let the oppressed go free."

and if a beachhead of cooperation may push back the jungle of suspicion let both sides join in creating a new endeavor not a new balance of power but a new world of law where the strong are just and the weak secure and the peace preserved.

all this will not be finished in the first 100 days. nor will it be finished in the first 1000 days nor in the life of this administration nor even perhaps in our lifetime on this planet. but let us begin.

in your hands my fellow citizens more than in mine will rest the final success or failure of our course. since this country was founded each generation of americans has been

summoned to give testimony to its national loyalty. the graves of young americans who answered the call to service surround the globe.

now the trumpet summons us again--not as a call to bear arms though arms we need;

not as a call to battle though embattled we are--but a call to bear the burden of a long twilight struggle year in and year out "rejoicing in hope patient in tribulation"--a struggle against the mon enemies of man: tyranny poverty disease and war itself.

can we forge against these enemies a grand and global alliance north and south east and west that can assure a more fruitful life for all mankind? will you join in that historic effort?

in the long history of the world only a few generations have been granted the role of defending freedom in its hour of maximum danger. i do not shank from this responsibility--i wele it. i do not believe that any of us would exchange places with any other people or any other generation. the energy the faith the devotion which we bring to this endeavor will light our country and all who serve it--and the glow from that fire can truly light the world.

and so my fellow americans: ask not what your country can do for you--ask what you can do for your country.

my fellow citizens of the world: ask not what america will do for you but what together we can do for the freedom of man.

finally whether you are citizens of america or citizens of the world ask of us the same high standards of strength and sacrifice which we ask of you. with a good conscience

省委常委、省纪委书记尚勇同志提出：乡镇便民服务中心要达到“便民办事、为

民理财、帮民致富、促进和谐”的要求。其中，“帮民致富”是广大农民群众最大的

诉求和最大的愿望，同时也是纪检监察机关践行科学发展观，解决农民群众利益

诉求，密切党群关系的出发点和落脚点。基于这一认识，县纪委监察局专门下派

一批懂经济、善管理、会协调、农村工作经验丰富的干部到全县7个乡镇便民服

务中心指导、帮助、工作，不断延伸和拓展中心“帮民致富”功能，探索出“一带四”联动发展模式，为群众架起一座“帮民致富”之桥。

一、主要的做法

县纪委探索的“一带四”联动发展模式，即依托乡镇便民服务中心这一平台，带动

农业产业合作社、农业基地、加工企业和农户四方联成利益共同体，帮助广大农

民发家致富。全县7个便民服务中心在县纪委的指导下，有效发挥示范带动作用，积极加强配合和沟通，大力培育产业基地，发展生态农业，推动百姓走上富裕之路。

二是加强引导，准确把握致富方向，使中心发挥带动力。苦于致富无门一直是广

大老百姓挥之不去的“心病”。因此，为百姓找准致富方向就成为中心的一项重要

工作职责。方向找准了，农民就会在致富的道路上少走弯路、少受损失，中心的

带动作用就会显现出来。一方面，中心纪检干部积极“充电”，钻研市场经济知识，使自己成为引导农民致富的“行家”。中心人员敢于探索，大胆在中心内成立产业办，以产业办为“龙头”正确引导产业发展，通过产业办制定发展规划妥善处理好

发展经济和保持生态的关系，保障产业走上永续发展道路。另一方面，县纪委监

察局机关在发挥下派人员作用的前提下，采取分片挂点的方法，由班子成员带队

到各村各户引导农户转变发展观念，树立可持续发展观，大力发展特色农业、生

态农业、有机农业，有效调动农民参与、投入产业的积极性。通过引导，让广大

农户心中对“种（或养）什么、种（或养）多少”做到心中有数。全县广大农户除

参与白茶产业发展，还积极种植有机大米、葡萄、草莓等绿色食品。同时，部分

农户还大力发展肉牛、竹林鸡等特色养殖，极大地提高了收入。纪检监察干部敏

锐地把握市场发展前景，义务当起“红娘”，主动为客商牵线搭桥，大力宣传特色

农业的投资前景和优惠政策，热情推荐他们将资金投向于特色农业，充分带动当

地经济发展。

三是加强扶持，稳步推进致富步伐，使中心发挥向心力。广大农户的创业大都处

于起步阶段，他们亟需政府的扶持。中心借助自身优势，有效整合公司和基地的

资源，使广大农户能够凝聚在中心周围，让农民致富的步伐能迈得更稳健。中心

下派的纪检监察干部急群众之所急，想群众之所想，分别在税收、资金、技术上

对广大农户予以扶持和帮助。在税收上，中心内的纪检监察干部为使广大农户能

够用足政策，他们主动担负起宣讲任务，努力帮助合作社争取项目扶持，全力协

调合作社经营过程中税费返还事宜，共为公司合理减免税费10多万元。在资金上，为解决公司发展资金不足，县纪委监察局通过多方周旋，为企业发展融资出力献策，帮扶公司发展。到目前为止，共为公司解决资金400余万元。在技术上，便

民服务中心内设的支农中心经常组织农民参加各产业实用技术培训，定期不定期

邀请有关技术专家、致富能手上课堂讲课、下基地指导，切实帮助农民群众解决

生产中遇到的困难和问题。

四是加强沟通，不断拓展致富平台，使中心发挥推动力。“一带四”的联动发展模

式要真正实现以便民服务中心为依托，以下派纪检监察干部为主力军，以专业合

作社为纽带，以优势产业为导向，以广大农户为基础的促农增收新路子，密切加

强五者之间的联系和沟通是十分必要的。中心下派的纪检监察干部自觉担负起协

调各方的职责，经常性地组织各方召开座谈会、交流会，通过实地参观、定期学

习等途径，为他们架起沟通的桥梁，加强了中心和公司、企业、基地、农户之间

的联系，增进彼此的了解，有力推动产业发展。一方面加强信息的沟通。公司和

基地占有信息优势，农户则相对信息闭塞，为使广大农户能在第一时间获取市场

供求、价格等信息，中心工作人员定期上门收取有关资料，并及时在中心内对外

发布，对一些重要的信息还上门宣讲，上户张贴，真正实现“资源共享、优势互补”的目的。另一方面加强公司管理的沟通。对一些重要事项和重大财务收支张榜公布，接受社员的监督，同时经常性地邀请合作社成员到公司了解企业发展现状、

财务管理、产品销售等，并对公司一些重要事项的研究和决策派社员代表列席会议，对他们其中的一些好建议和意见予以采纳，使他们同公司管理层一同管理公司，让他们能够与企业休戚与共，真正做到“利益共享，风险共担”。

二、取得的成效

通过“一带四”联动发展模式，全县7个便民服务中心共成立专业合作社16个，

社员4300多人。在中心带动下，全县种植白茶达11000亩，烟叶6169亩，有机

水稻3000亩，油茶7000亩，有机蔬菜300亩。其中千亩以上的生态农业示范园

达11个，万亩以上的有4个。通过推行“一带四”联动发展模式，有效壮大了农村

经济规模，树立全新的发展理念，取得较好的政治、经济和社会效果，深得全县

上下和社会各界的肯定和好评。

1、树立科学发展理念推动产业结构调整。便民服务中心工作人员和下派的纪检

监察干部积极引导产业发展，依托农业产业链条把农民有效组织起来，以市场为

导向，延伸农业产业链条，实现资金、技术等生产要素的优化配置，加快了农业

产业结构调整，实现了广大农户由传统种养业向生态农业、特色农业的成功转型，将科学发展变为实实在在的行动。

4、树立和谐发展理念密切党群干群关系。便民服务中心下派的纪检监察干部通

过积极引导当地致富能人创办科技示范园、产业示范基地既锻炼了干部，又发展

了的经济，实现了“多赢”的效果，促进了当地的和谐发展。两年来，中心人员共

与10多位科技示范户、先锋模范党员结成帮扶对子，有力地带动了乡镇的经济发展，使乡镇财政收入在全县财政的收入比重不断上升，实现了良好的社会效益与

经济效益，密切了党群干群关系。
