Now,therearesomewhoquestionthescaleofourambitions--whosugge stthatoursystemcannottoleratetoomanybigplans.Theirmemoriesa reshort.Fortheyhaveforgottenwhatthiscountryhasalreadydone;w

hatfreemenandwomencanachievewhenimaginationisjoinedtocommon purpose,andnecessitytocourage.

Whatthecynicsfailtounderstandisthatthegroundhasshiftedbenea ththem--thatthestalepoliticalargumentsthathaveconsumedusfor solongnolongerapply.Thequestionweasktodayisnotwhetherourgov ernmentistoobigortoosmall,butwhetheritworks--whetherithelps familiesfindjobsatadecentwage,caretheycanafford,aretirement thatisdignified.Wheretheanswerisyes,weintendtomoveforward.W heretheanswerisno,programswillend.Andthoseofuswhomanagethep ublic'sdollarswillbeheldtoaccount--tospendwisely,reformbadh abits,anddoourbusinessinthelightofday--becauseonlythencanwe restorethevitaltrustbetweenapeopleandtheirgovernment.

Noristhequestionbeforeuswhetherthemarketisaforceforgoodoril l.Itspowertogeneratewealthandexpandfreedomisunmatched,butth iscrisishasremindedusthatwithoutawatchfuleye,themarketcansp inoutofcontrol--andthatanationcannotprosperlongwhenitfavors onlytheprosperous.Thesuccessofoureconomyhasalwaysdependedno tjustonthesizeofourgrossdomesticproduct,butonthereachofourp

Asforourcommondefense,werejectasfalsethechoicebetweenoursaf etyandourideals.OurFoundingFathers,facedwithperilswecanscar celyimagine,draftedachartertoassuretheruleoflawandtherights ofman,acharterexpandedbythebloodofgenerations.Thoseidealsst illlighttheworld,andwewillnotgivethemupforexpedience'ssake. Shanghai, of course, is a city that has great meaning in the history of the relationship between the United States and China.
