摘要

现代港口的发展经历了商品中转型、加工增值型和资源配置型的发展过程, 即从第一代、第二代港口发展到第三代港口的三个发展阶段。第四代港口概念是近几年新提出的, 强调港口与相关物流活动之间的互动。而港口物流是把港口作为整个物流过程中的一个节点, 依托在这个节点所形成的服务平台上进行的物流活动。

以来, 国家和地方出台了《物流业调整和振兴规划》和《关于推进上海加快发展现代服务业和先进制造业、建设国际金融中心和国际航运中心的意见》, 上海港作为上海国际航运中心建设的主力港, 面临着前所未有的发展机遇。

论文研究的是上海港港口物流的发展, 首先从宏观口岸环境和微观的物流企业发展状况两方面分析上海港港口物流的发展现状, 并指出问题与不足。然后运用SWOT分析法分析上海港发展港口物流的优势、劣势、机遇和挑战, 并在借鉴国内外典型港口物流的发展经验的基础上提出港口物流发展的对策和建议。

根据香港港高效率的口岸通关和保税物流发展情况, 以及欧洲各港口的集疏运结构状况, 提出上海港在口岸通关、保税物流和集疏运优化方面应该做出的努力: 在口岸通关方面, 应建立中国海关”风险管理”监管模式, 加强风险管理; 实施”关检联动”, 推行

监管”大通关、一站式”服务。在保税物流方面, 应积极推动上海洋山保税港区和外高桥保税区向自由贸易区形式转变, 完善中国”保税”特殊监管制度, 搞活”保税物流”, 实行真正的”境内关外”。在集疏运方面, 上海港应使集疏运体系朝经济合理的方向发展, 尽量减少公路运输、加强海铁联运、大力发展水水中转和上海市内河航道。

ABSTRACT

The development of modern port experienced commodity transformation, processing value-added and resource allocation model, three development phases from the first generation to the third generation. The concept of fourth-generation port was proposed in recent years which emphasized the interaction of port and relevant logistics activities. Port logistics see port as a node in the whole logistics process and relies on the node to conduct logistic activities.

Since , central government and local government issued Logistics Industry Adjustment and Revitalization Planning and The Opinion on Promoting the Development Speed of Shanghai Modern Service Industry and Advanced Manufacturing, Building an International Financial Center and International Shipping Center. Shanghai Port is the main force of building Shanghai international shipping center and faces unprecedented opportunities.

This topic of this thesis is the development of Shanghai Port’s logistics. First this thesis analyzes the development situation of Shanghai Port logistics from two aspects of port environment and logistics enterprise development, then points out the problem and

shortage. This paper uses SWOT to analyze the strengths, weaknesses, opportunities and challenges of Shanghai port logistics. On the basis of ref erring to international classic ports’logistics developing experiences, the paper raises the opinions and suggestions.

According to Hong Kong port’s high efficiency of port custom clearance and bonded logistics development and European ports’ transportation structure, this paper offer proposals like promoting the port custom clearance and bonded logistics efficiency, transportation optimization. Regarding to custom clearance, Shanghai port shall establish the risk management model to enhance the risk management, implement custom and inspection interaction to realize ”big custom and one stop” service. Regarding to bonded logistics, Shanghai port shall actively push Yangshang and Waigaoqiao bonded harbors to transfer to free trade area, and perfect Chinese special supervision system to realize the true ”inside the frontier and outside the custom”. Regarding to transportation system, Shanghai port shall reduce the highway transportation, improve the proportion of ocean-railway transportation, develop the water transformation and inner land transportation.
