一个系统要由多个要素组成,所有要素的集合构成了一个有机的 整体。在这个整体中,各个要素不但有着自己的目标,而且为实 现整体的目标充当着必要的角色,缺一不可。 任何一个系统的发生和发展都具有很强的目的性。这种目的性在 某些系统中又体现出多重性。目的是一个系统的主导,它决定着 系统要素的组成和结构。 即一个系统中各要素间存在显赫密切的联系,这种联系决定了整 个系统的机制。这种联系在一定时间内处于相对稳定的状态,但 随着系统目标的改变以及环境的发展,系统也会发生相应的变更。 一个系统必然地被包含在一个更大的系统内,这个更大的系统常 被成称为“环境”,一个系统要生存和具有活力就必须适应环境 的变化 。

日本APTS发展经历了3个阶段:20世纪70年代末开始应用公共汽车定位系统。80年代初开始应用公共交通运行管理系统,以及使用先进的电子、通信技术。进入90年代,东京都交通局开发了城市公共交通综合运输控制系统(CTCS)。
与欧美等国家相比,我国的公共交通事业还比较落后。目前,我国已经在杭州、上海、北京等地安装了电子站牌,车载GPS定位设备,实现了车辆的实时跟踪、定位、公交车与调度室的双向通信,以及电子站牌上实时显示下班车位置信息等功能。这些系统使中国城市交通迈入了公交智能化时代。
