车牌乃车辆“身份证”,按照我国(江南博哥)《道路交通安全法》规定,机动车必须“一车一牌”,否则,就是违法。
然而,近年来,套牌车现象蔓延各地,以致事故频发,犯罪剧增,影响恶劣。
对此痼疾,各地已经引起足够重视,并正在纷纷采取措施予以打击。
有媒体报道,有些省份车牌“变脸”已经被移植到一些官员的坐骑上了,即车内安装电动变换号牌装置,只要在车内轻触按钮,车的号牌便可随心所欲变换,“想官就官、想民就民”,或变成寻常百姓车牌,或变成普通公车号牌。
C省一些市、州的官员及省级部门的官员坐骑中有不少安装了这种变换号牌的装置。
资料二:2014年7月,某市纪委副书记驾驶套牌纪委公车发生交通事故后,拎着真车牌一路狂奔躲避跟踪拍摄。
官方随后回应,这是一起受雇于人,有预谋、策划的交通事故,并抓捕了相关涉案人员5名,该纪委副书记也被停职。
此事在网上掀起轩然大波,质疑声四起。

事发第二天,甘肃省几名民警大闹宝鸡市公安局交警支队西宝中队。
陕西三秦都市报报道称,记者电话采访崆峒公安分局一朱姓局长时,遭到对方恐吓。
12月1日,遭到恐吓的三秦都市报记者程风向澎湃新闻称,他是在几名甘肃民警赶到西宝中队大闹时,有群众拨打新闻热线后,赶到现场参与采访的,“了解情况后,我曾致电平凉市公安局崆峒分局局长朱某,想要了解涉事民警的情况,以及该局对事件如何处理。
朱某却威胁我‘你敢报道这个,把孙某(开套牌车的民警)日塌(祸害)了,他杀你全家’。
”12月1日13时28分,甘肃省平凉市公安局官方微博@平凉公安发布消息,12月1日,陕西《三秦都市报》报道“甘肃民警开套牌车被宝鸡交警查处,记者采访遭恐吓”的文章后,平凉市公安局非常重视,立即成立由局领导任组长,纪检、督察等部门负责人参加的工作组,对网上反映崆峒公安分局的有关问题,已开展调查核实工作。

六、案例分析题(本大题共1小题,10分)海尔集团组织结构的变革20世纪80年代,海尔同其他企业一样,实行的是“工厂制”。
随着企业做大做强,业务不断发展,其组织结构经历了从直线职能型结构到矩阵型结构再到市场链结构的三次大变迁:第一阶段是:“直线职能型”组织管理。
直线职能型结构就像一个金管塔,下面是最普通的员工,最上面是厂长、总经理。
它的好处就是容易控制终端。
直线职能在企业小的时候,“一竿子到底”,反应非常快。
但企业大了这样就不行了。
最大的弱点就是对市场反应太慢。
第二阶段是进入产品多元化战略阶段以后,实行“矩阵型”管理、事业部的管理。
横坐标是职能部门,如财务、计划、供应等,纵坐标是项目,如洗衣机、空调等项目。
以项目为中心,很多项目可同时展开。
对职能部门来讲,横、纵坐标相互的连接点就是要抓的工作。
这种组织形式的企业发展多元化的阶段可以比较迅速地动员所有的力量一来推进新项目。
海尔1996年开始实行事业部制这是在组织领导方式上由集权向分权制转化的一种改革,最初首创于20世纪20年货美国通用公司和杜邦公司。
事业部制高度分权,对市场销售具有有效刺激。
但是,这种个体户式的拼杀,会造成各专业部之间的盲目竞争,不利于集团内部重点使用力量,去支持有发展前途的产业。
因此,海尔对分权大小有自己的考虑。
对“夕阳型”的产品尽可能分权划小经营单位,让其随行就市;对“朝阳型”的产业,则要集中人力、财力,做大规模,确保竞争力。
经过第二阶段的调整,海尔集团的组织结构可以描述为:海尔的集团总部是决策的发源地,管辖一些职能中心,边是事业部,事业部是一个利润中心,是市场竞争的主体。
第三阶段性是“市场链”管理模式。
1999年8月,为适应国际化发展,海尔对企业内部组织机构进行了重大调查,成立了物流、商流、资金流三个推进本部以及海外推进本部。
物流与商流是把原来各事业部的职能部门剥离出来:物流,使海尔实现在全球范围内采购零部件和原材料,为全球生产线配送物资,为销售中心配送成品,降低了成本,提高了产品的竞争力;商流,通过整合资源降低费用提高效益;资金流,保证资金流转顺畅。
海尔本部物流、商流、资金流的建立,使整个企业管理与国际接轨。
三流推动,是海尔创业以来组织结构调整幅度最大的一次。
这种模式已列入欧盟高等学院的管理案例。
在企业承包的运作方式上,海尔集团采取“联合舰队”的运行机制。
集团总部作为“旗舰”以“计划经济”的方式协调下属企业。
下属企业承包在集团内部是事业本部,对外则是独立法人,独立进入市场经营,发展“市场经济”,但在企业文化、人事调配、项目投资、财务预决算、技术开发、质量认证及管理、市场网络及服务等方面须听从集团的统一协调。
用海尔人人都熟悉的话说,各公司可以“各自为战”,不能“各自为政”。
张瑞敏说,集团所要求的,你必须执行,有问题我来负责、我来订正。
你可以提出建议,但绝不许阳奉阴违。
在论述海尔组织结构的变迁时,海尔的领导人强调了“有序的非平衡结构”:整个组织结构的变化缘自组织创新的观点,就是企业要建立一个有序的非平衡结构。
