At the bare minimum a smart card ,name ,photo ,date and place of birth .And crucially, a microchip, with an encoded fingerprint and eye scan .He wants it to detail entitlements ,Housing and employment benefits and national insurance number ,It could include health and tax details ,but only if you agree to this .Civil rights groups say it’s leading to a Big Brother state by stealth.JOHN WADHAM: sixty million of us are gonna be forced to go and get an ID card, Perhaps have our fingerprints on it , carry it around with us ,show it to police officers, show it to our GPs before we get services .It’s unacceptable and wrong in principle .T3 MAGARET GILMORE: There is a political incentive for doing it now. It could help resolve the row over Sangatte. France believes the lack of ID cards encourages illegal workers to comer here. Most EU countries already have ID card, the Dutch want them Europe-wide .After September 11th the Interior Minister says there’s a new drive to use then in the fight against terrorism and fraud.ROGER V AN BOWTEL: It will take away a lot of bureaucracy. Police can inform each other much quicker if something is at stake, or, or you want to trace down people who have wrong ideas .And I think that’s what people also want.T4 MARGARET GILMORE: The Dutch are leading a technological revolution, which is making it far harder to fake ID cards .These machine record eye patterns, which are stored in the microchip. This is the type of scheme the British Government’s really interested in .In fact it’s already piloting a similar scheme on a smaller scale at Heathrow .Ministers believe it could be highly effective in fighting fraud .The question is whether the benefits of that outweigh civil liberties concerns.OLIVER LTTWIN: My rear is this Government, which tried to bring forward a snooper’s charter to allow every Government department and agency to look at all our emails for example, mow wants to use this card as a way of having a hugeamount of information about all of us.MARGARET GILMORE: But ministers say such concerns are misplaced and believe the public’s on their side .Margaret Gilmor, BBC News.Margaret Gilmore, 3 July 2002.。
