初赛：1、命题演讲：选手按照规定的主题进行3分钟的命题演讲。

（演讲主题的规定到时采用向全系学生征集，尽可能的采用大家最关注的话题，真正的达到从学生中来到学生中去的原则。

2、回答问题：选手回答两位评委分别就命题演讲的内容提出2个问题，答题时间为2分钟。

决赛：1、即兴演讲：把所有的话题之前告知各选手，让他们有个准备，选手按照比赛当场抽取的题目进行即兴演讲，时限为2分钟。

总分及其分布
1、总分：100分
2、命题演讲占70%，回答问题占30%。
