政府支出规模在经济衰退期扩张,在繁荣期却削减不多,导致政府支出呈长期向上趋势。
福利刚性源于公众对公共福利的刚性依赖。
民众期望公共福利越来越高,能升不能降,否则产生不满。
福利刚性抑制了政府灵活调整支出结构、实现经济稳定和增长的能力。
当经济衰退和财政收入下降时,若政府不能削减福利支出,就只能通过加税、缩减公共投资支出或举债来维持。
公共福利刚性的存在最终拖累经济增长,使政府陷入了“两难”:一方面,在财力不足时,满足民众日益增长的福利支出将抑制经济增长,从而抑制财政收入增长和公众长期福利的改善;举债则会加大陷入债务危机的风险,甚至破产或垮台。
另一方面,若削减公共福利支出,则将引发公众不满,也可能导致政府垮台。
此即西方经济学所谓的“公共福利陷阱”。
所有国家都可能落入公共福利陷阱,而发展中国家发展到中等收入阶段后,更易落入这个陷阱。
一方面,发展中国家发展到中等收入阶段,是指人均而非绝大多数人达到中等收入水平。
少数人高收入或超高收入,而多数人低收入或中低收入,还有相当数量的人未摆脱贫困。
主要是发展中国家在进入中等收入阶段前,多为落后农业国,为摆脱普遍贫穷和实现追赶,不得不强调效率优先,收入差距扩大有一定必然性。
另一方面,人均达到中等收入水平,不等于形成了不断扩大的稳定中等收入群体,收入差距扩大会加剧社会矛盾和不稳定。
中等收入群体的基本特征是:中等收入,价值观稳定,遵纪守法,努力向上,重视子女教育,希望社会稳定。
庞大而稳定的中等收入群体是社会稳定器。
若一个社会中多数人为低收入或中低收入,甚至还有不少贫困者,社会就会不稳。
