根据河南省国有煤矿生产矿井和地面厂(处)《安全质量标准化标准及考核评级办法》规定以及《“五优”矿井创建标准及考核评级办法(试行)》,进一步提升我矿质量标准化的整体水平,狠抓规范管理,规范操作提高技术素质,创建精品工程,不断促进质量标准化的全面健康发展,确保我矿安全质量标准化工作的顺利开展。

三、职责划分:组长是矿井安全质量标准化的总负责人,副组长对分管单位的安全质量标准化达标工作总负责;各单位是安全质量标准化的责任主体,单位负责人对本单位各专业的安全质量标准化工作负责;科室负责相关专业安全质量化的监督、检查和指导。
1、安全科是安全质量标准化各专业内部检查结果汇总,上报和上级安全质量标准化检查的牵头以及奖罚的落实单位,负责文明施工责任区的划分单位。
2、生产技术科是采煤、掘进、灾害防治质量标准化的规划、设计、监督、检查、验收和指导单位,是相关专业安全质量标准化的管理责任主体,对相关专业的安全质量标准化达标负责。
3、机电科是全矿机电、运输安全质量标准化的规划、设计、监督、检查、验收和指导单位,是相关专业安全质量标准化的管理责任主体,对相关专业的安全质量标准化达标负责。

T o accelerate standards development, serving the quality upgrading and efficiency improvement.We must promote the agricultural modernization and rural reform & development. We should complete the agricultural and rural standards system, organize to develop the evaluation standards for well-facilitied farmland construction, approving the release of national standard – Rules of well-facilitied farmland construction; strengthen the planning of standards matching system, standards development and revision; reinforce the standards development in key sectors, e.g. agricultural infrastructure, agricultural inputs, security control, quality of agricultural products, circulation of agricultural products, animal and plant disease control standards, modern forestry, etc., promoting the comprehensive rural reform standardization work in the aspects of the beautiful countryside construction, operation and maintenance of public services in rural area, agricultural social services and so forth.W e must support industrial restructuring and upgrading. Focusingon the general safety standards and matchingtesting methods, we must carry out thedevelopment and revision of consumer goodsstandards, such as children products, textilesand clothing, electronics, etc., and developthe standards in sectors of cosmetics, paints,adhesives, etc.; make the plan of informationsafety standardization, adjust and improve thestandard system, and speed up the progress ofstandards development, centering on the actualrequirements in different levels of nationalsecurity, government security, personalinformation protection, etc.; systematicallypromote the standards development related tothe large-scale application of new technologies,e.g. coding and decoding of video surveillance,biometric features recognition, supportingthe construction of crime prevention andcontrol system; focus on the developmentand revision of much-needed standards in thefield of special equipment safety, for instance,standards for boilers, cylinders, cable rides,elevators, cranes, and so on.2. T o improve the standards level,serving the innovation-drivendevelopment.We must complete the integrated andinteractive mechanism of standardization andtechnology. W e should complete the guiding technical document system of national standardization, better meeting the demands of technological innovative achievement transformation; build up the rapid working procedure of developing standards in technological planning, accelerating the industrialization of innovation results; start the industrial alliance standards pilot, providing support for the development, application and internationalization of industrial alliance standards; open the service platform of national technical standards resources; accelerate the transformation of technological results into standards and put into practice in the key sectors, such as the excess capacity defusing, strategic emerging industries, equipment manufacturing, e-commerce, and so on.We must accelerate to enhance enterprises’ standardization ability. Enterprises are the main subject of innovation, so we must further strengthen the dominant position of enterprises in standards development and application; support the central enterprises, industry leaders and innovative companies to host or participate in important technical standards development; encourage SMEs and micro enterprises to carry out the activity of standardization good conducts, continuously increasing the standardization awareness and ability; absorb the backbone enterprises to participate in national and regional standardization technology collaboration platform; promote the organic integration of intellectual property and standards, integrating the independent technology into standards; encourage enterprises to adopt advanced standards, building enterprise technology system with standards as the carrier .3. W e should sign the workingprocedures of China-UK mutual recognitionand identify the first batch of mutualrecognition standards; explore the standardsmutual recognition with France, ASEAN,etc.; strengthen the translation and publishingwork of Chinese standards, promoting theapplication of Chinese standards overseas;reinforce the tracking assessment and timelytransformation of international standards,steadily improving the adoption rate ofinternational standards; support qualifiedenterprises to select experts to participate ininternational standardization activities.We must broaden foreign exchangesand cooperation. T o strengthen standardsmanagement, enhancing theeffectiveness of standardization work.We must strengthen the management ofstandards development. W e should strengthenthe organization, coordination and auditof standards approval, to ensure the timelyapproval project of important standards;optimize the examination and release processof national standards, shortening overhalf of the original cycle; use informationtechnology tools to disclose the information ofstandards development and revision process,improving the transparency and facilitatingthe participation of all sectors of society;strengthen the evaluation and informationfeedback of standards implementation,completing the standards review and speedup the standards update; intensify the recordmanagement of industrial and local standardsto improve the standards coordination,and meanwhile speed up the informationconstruction of recording to facilitate thetimely filing.We must strengthen management ofstandardization technical committees.Efficient management of the standardsdevelopers is the precondition of effectivemanagement of standards projects. Weshould reinforce the process supervision ofprojects in development, improving the projectcompletion rate; implement the committeemember voting system of the project reporting,standards review and important matters;extensively absorb the industrial, local andindustry alliance representatives, increasingthe number of consumer organizationrepresentatives and improving the breadth andrepresentativeness of technical committees;continue the inspection work of professionaland technical committees, expand the pilotscope of professional technical committeeChina National Standardization Working Conference 2014assessment, and establish the incentive and complaint mechanisms for specialized technical committees; strictly regulate the raising and use of technical committee funds, increasing the openness and transparency in the use process, and prohibiting the charge of unreasonable fees.We must improve the level of standardization pilot demonstration. W e should allow full play to the industries and local action, vigorously carry out the promotion project of agricultural standardization demonstration zones, the pilots of rural comprehensive reform, trade and logistics standardization, high-tech, recycling economy, services, social management and public services, etc.; constantly sum up experience and success of typical cases, strengthening the popularizing and promotion, and create a number of boutique demonstration projects, promoting the upgrading of standardization pilot demonstration and driving the regional economic, social and industrial development; further improve the level of standardization pilot demonstration projects, strengthening the examination and evaluation of these projects and making overall planning to avoid low-level redundant construction.We must accelerate the integration of military and civilian standards. We should adhere to overall planning and all-round consideration, and complement advantages of both sides, formulating relevant policies and measures to further promote the integration of military and civilian policy of standardization; establish the consultation and coordination mechanism for civil and military standardization work, coordinating and solving important problems; actively promote the mutual recognition standards in common areas, and build the standardization working platform of military and civilian integration, accelerating the resources sharing.W e must strengthen local standardization work.
