从主播辩论看-宣-外-2019年6月1日杨丹旭两个多星期前到纽约出席国际新闻媒体行销协会（INMA）的年会，会场附近的时代广场上，中国官方通讯社新华社的大荧幕广告格外引人瞩目。
红蓝更替的底色，加上白色的“新华通讯社”文字和标志，简单、严谨并略显沉闷，虽然占据最显眼的广告位，但在嵌满消费和娱乐广告的时代广场，显得稍有些格格不入。
新华社自2011年就在这个世界上最繁忙的十字路口租下了广告位，多年来24小时不间断播放。
不过，这个大荧幕广告在传播中国媒体积极形象、抵消外界对中国媒体人刻板印象上的作用，可能比不上中国官媒女主播刘欣在美国电视台的16分钟亮相。
中国环球电视网（CGTN）主持人刘欣与美国福克斯（Fox）商业频道主持人翠西·里根（Trish Regan）的“主播之战”前天和气收官。
熟悉中国官方一贯立场的人不难发现，刘欣在节目中面对里根抛出的有关中美贸易谈判、中国盗取知识产权、发展中国家地位、国家资本主义等问题，几乎全盘重复官方论述，在回应内容上乏善可陈。
但不得不说，刘欣的这次亮相，对中国媒体人的国际形象是有加分的。

以刘欣所在的CGTN为例，这个2016年正式开播、前身为央视外语国际频道的官媒，就以六个不同频道，把触角伸向170多个国家，仅在美国就进入3000万户家庭。
然而，驻点广、报道多、声音大并不自然换得更高的接受度，相反的，一些中国官媒习惯性对外“喊话”，中国媒体人在外国犀利“亮剑”，还加深了外界对中国媒体是宣传机器和喉舌的刻板印象。
去年9月，同样来自CGTN的中国媒体人孔琳琳在英国保守党年会上踢馆，以大声喊叫的方式表达观点，之后还因与现场工作人员发生肢体冲突，陷入一场官司。
这番示威式的闹场，不管其初衷再有理，都让她本人和她所代表的机构、国家显得失礼，更无助于传达她要传达的立场。
有人在事后还批评，这类事件频发折射出中国“新时代的外交官”越来越“不讲外交”。
中央广播电视总台网红矩阵的实践与研究
82媒介观察一、引言党的十九大报告对加强国际传播能力建设作了专门的部署，要求“推进国际传播能力建设，讲好中国故事，展现真实、立体、全面的中国，提高国家文化软实力”。
国际舆论场中“西强我弱”的格局一直没有改变。
近年来，中央广播电视总台深刻领会中央精神，奋力打造国际一流新型主流媒体，利用总台多语种频道、频率，海外总站、海外各站点以及多语种网红工作室向全球讲述中国故事，引导国际舆论走向，使中央广播电视总台的国际地位节节攀升。
在中央媒体中孵化面向海外的网红工作室，是总台近年来的一大创举，也是在国际传播能力建设中实现“弯道超车”的秘密武器。
从实践效果来看，中央广播电视总台的网红矩阵策略在一定程度上改变了中国“有理说不出、说了传不开”的局面。
本文分析当前的国际舆论环境，以及总台多语种网红矩阵在国际传播中的实践，阐述多语种网红矩阵在对外传播中的意义和挑战。
二、当前中国外宣媒体面临的国际舆论环境2018年7月，“中央广播电视总台决定打造国际传播多语种网红工作室，围绕时政、文化等不同主题推出多种形式的新媒体产品”［1］。
打造多语种网红工作室是中央广播电视总台审时度势，顺应国际传播新态势，打破“西强我弱”舆论格局的创新尝试。
（一）西方国家持续打压中国外宣媒体近年来，意识形态偏见在西方国家愈演愈烈，中国的外宣媒体被不断政治化，以美国为首的西方国家持续打压中国媒体，使这些外宣媒体的海外运营陷入困境。
2020年2月，美国国务院将新华社、中国国际广播电台、中国环球电视网CGTN、中国日报和人民日报这五家中国新闻机构在美国的分支列为外交使团，旨在将这些媒体机构置于美国政府的全面监管之下。
2020年3月，美国国务院又下令限制这五家中国媒体的在美记者人数，变相驱逐中国记者。
2021年2月，英国通信管理局撤销了CGTN 在英国的落地许可，CGTN 在英国被迫停播。
以上例子只是西方国家打压中国外宣媒体的冰山一角，这对急于“走出去”增强国际传播能力的中国外宣媒体无疑是沉重的打击。

For instance, since the inception of the outbreak, Japanese aid has been prompt and ample. A million face masks donated by people in Japan were among the first batch of foreign aid to arrive in China. By the7th of Feb. it's reported that at least 6.3 million masks, 180,000 protective gears, over one million pairs of gloves and other materials have been gifted to China from people in Japan.

The cacophony of opinions expressed over the last few weeks leaves much for the Chinese to ponder. We shall quietly and resolutely guard ourselves against those who chose to exploit the circumstances and attack us as a people. But, to those who have shown us such warmth and kindness in one of our darkest chapters, we say loudly and with the utmost gratitude, thank you!
