办文包括办发文、办收文以及文件管理。办发 文是指由单位起草,发往外单位的文件,包括牛皋、 审核、发文登记、打印、校对、装订、装封、发出、 注发等一系列程序;办收文是指办理外单位发往本 单位的文件,包括签收、拆封、登记、传阅、批办 等一系列程序;文件管理即把办理完毕的收文、发 文科学地存放起来,以备领导随时查询,并定期向 档案部门移交工作。
秘书学的产生
