在行业竞争日益激烈和新经济快速发展的新的时代背景下，航空运输业的竞争与发展相比以往而言，也将愈发残酷，与此同时，新局面也对服务质量的提升提出了更高的要求。为了完善与提高民用航空的企业规模以及市场占有率，需要运用怎样的新方法、新技术、新思想，让客户能够享受到更加方便、快捷的航运服务，从而不断在市场内实现其价值增值，提高企业业绩，扩大企业规模，成为所有航空企业目前所面临的首要问题，而在此过程中，安全风险问题将成为了民用航空进行生存与发展的核心环节。

本论文是以XX航空公司作为研究背景，对其存在的安全风险管理问题进行分析。首先，在文中阐述了风险以及风险管理的基本概念、相关特点以及发展趋势，为下文的研究提供必要的理论基础。其次，对航空企业的安全风险管理现状进行了相应的讨论，例如，安全管理的组织架构、管理的领导体系、安全管理发展规划等，同时，对相关安全问题及其成因的分析进行分析研究与归纳总结，并将论文的重点定为航空公司安全管理制度方面，通过进一步对于XX航空公司的安全组织模式进行描述，从而对安全风险管理运作进行宏观把控。例如，发展规划、领导体系以及安全管理组织构成等。最后，通过调查分析，对问题症结所在进行总结，从而制定与建立适合于XX航空公司的安全管理体系，并最终对实施效果做出相关评估。

ABSTRACT

In the increasingly fierce competition in the industry and new economic rapid development under the background of new era, the competition and development of air transportation industry than ever before, will also be more cruel, at the same time, a new situation and puts forward the higher request to the promotion of service quality. In order to perfect and improve the civil aviation enterprise scale and market share, how to use the new methods, new technology, new ideas, so that customers can enjoy more convenient and fast shipping service, so as to continuously in the market to realize the value of appreciation, improve business performance, expand the scale of enterprise, all become the top issue facing the aviation enterprise are, and in the process, safety risk problem will become the key link in for survival and development of civil aviation.

As research background, this paper takes XX airlines on the analysis of existing security risk management issues. First, in this paper expounds the basic concepts of risk and risk management, the related characteristics and development trend, to provide necessary theoretical basis for study of the below. Second, the safety of the aviation enterprise, we discuss the corresponding risk management present situation, for example, the safety management of organization structure, management, leadership system, safety management, development planning, etc., at the same time, the analysis of the related security problems and their causes analysis and summarized, and the focus of the paper as the airline safety management system, by further to XX airline security organization pattern, thus to macro controls the safety risk management. For example, development planning, leadership and organization form of safety management. Finally, through the investigation and analysis, to summarize the crux problems, so as to develop and build suitable for XX airline's safety management system, and finally make related to the implementation effect evaluation.
