报后尚未接受申报的报关单。 预录入编号由接受申报的海关决定编号规则。报关单录入凭单的编号规 则由申报单位自行决定。 海关编号指海关接受申报时给予报关单的编号，应标识在报关单的每一 联上。H2000通关系统下报关单海关编号为18位数字，其中第1－4位为接 受申报海关的编号（《关区代码表》中相应海关代码），第5－8位为海 关接受申报的公历年份，第9位为进出口标志（“1”为进口，“0”为出 口），后9位为顺序编号。
