摘要

可持续发展概念与生态文明理念，是20世纪以来人类为解决威胁自身持久健康发展的资源和生态环境问题，在对其产生的经济、社会、政治、文化根源的认识过程中，形成的理论成果与战略思想。

国家在20世纪90年代中期明确提出，在现代化建设进程中必须把实施可持续发展作为一项重大战略。党的十七大第一次把建设生态文明作为实现全面建设小康社会奋斗目标的新要求提出来。党的十七届四中全会进一步将生态文明建设提升到与经济建设、政治建设、文化建设、社会建设并列的战略高度，作为建设中国特色社会主义伟大事业总体布局的有机组成部分，标志着生态文明建设在中国特色社会主义全局中的地位更加突出。党的十七届五中全会强调，要提高生态文明水平，增强可持续发展能力。建设生态文明和实现可持续发展既是科学发展观的基本要义，又是深人落实科学发展观的重要任务。我国坚持推进可持续发展战略，积极探索和建设生态文明，为解决生态环境问题、创新发展观念、转变发展方式、提升发展质量、推动社会进步、实现中华民族的伟大复兴指明了方向和途径，也将为全球可持续发展与人类文明进步做出贡献。

to global sustainable development and the progress of human civilization.

1、绪论

1.1 研究的背景

自20世纪末以来，由于人类面临日益严重的各种“生态问题”，因而可持续发展问题成为备受人类关注的热门话题。可持续发展作为一种新的发展模式和发展观，也日益深入人心，并被越来越多的国家作为一种社会发展战略付诸实践，这是人类社会文明进程中的质的飞跃。但就目前情况看，对可持续发展内涵的理解仍不尽一致，甚至在一些基本问题上尚未形成共识，如人在可持续发展中的地位问题。这就直接关涉到如何把握可持续发展观的本质以至能否真正实现可持续发展的根本性问题。

1.2 研究的目的和意义

1.2.1 研究目的

通过自然观发展史,我们可看到：人类经过反复的探索和长期的反思，已逐步认识到:人既是生产者是消费者，在制造产品的同时也制造了污染，并消耗了大量的资源，而资源具有稀缺性或有限性，人与自然具有辩证统一性，人与自然的关系是相辅相成的，人作为自然的产物，必须是自然的耕耘者，而不是剥削者，人类有责任保持自然的生态平衡及有序循环，改变过去单纯征服自然的粗放方式而走向善待自然。

1.2.2 研究意义

我国是人口众多，资源相对不足的国家，在现代化建设中必须实施可持续发展战略.它是社会主义初级阶段的客观要求，也是中国国情所决定的，中国人口规模大而素质较低，资源人均量贫乏而浪费大，生态环境脆弱，承载力有限，经济技术水平不高，只有走可持续发展之路，才能使我国经济持续、快速、健康发展。不能再像以前那样只管不断的去生产而不顾破坏我们的生活环境和地球，让我们的后代就没有了美丽和舒适的生活环境，所以我们要走可持续发展的道路，在不断前进的道路中也要保护好我们的地球。让我们与大地共同生存下去，建造美好的家园。
