主持人：D部长，现在自然灾害和疾病发生越来越频繁，政府是否应把建立突发事件的应对机制列为考核政府能力的指标？D部长：首先，我们要理清什么是“突发公共事件”。
它不是一般的事故，有人把它混为一般的事故，不是太准确。
当然，如果由于政府本身的执政能力而发生问题，使一般事故扩大为突发公共事件，就是政府的公共能力问题。
一般情况下，政府对于一般情况下的各种自然、人为的相关事故都有一套处理程序，比如交通事故，公安局有一整套的处理程序，一般情况下不会变成突发公共事件。
另外，在工业化初期，火灾曾经是突发公共事件一个重要的隐患和诱因。
但是在建立了消防队和联防机制之后，火灾就不再成为一个突发公共事件的主要诱因了。
实际上，在整个人类和自然界的发展过程中，总会遇到一些原来没有遇到过，或者原来遇过但影响没有这么大的事件，比如自然灾害。
