摘要：中小企业作为我国国民经济中的重要组成部分，在扩大就业、促进经济增长、推进科技创新、保证社会稳定等国民经济和社会稳定方面有着不可替代的作用。但是，由于中小企业的规模、资金、人才、组织管理等方面的限制，导致中小企业在市场竞争中也诸多问题，尤其是营运资金管理问题，亟需解决。众所周知，营运资金作为企业财务管理的关键组成，对于企业而言举足轻重，它与企业的采购、生产、销售息息相关，一定程度上决定了企业能够承担的风险能力。营运资金是否有效运转，直接影响着企业的生存与发展，如果管理不善可能会直接导致企业破产。中小企业能否进行正确有效的营运资金管理，直接决定了企业未来的经营发展能否成功。本文将以中小企业营运资金管理着手，

以内蒙古自治区A中小企业与北京市B中小企业营运资金为例，通过数据对比，针对性地分析内蒙古自治区A中小企业营运资金管理中存在的问题，从而完善中小企业的营运资金管理，在理论上提出解决的对策和可行性措施。在这篇论文中，笔者以内蒙古自治区A中小企业与北京市B中小企业营运资金为例，重点分析了内蒙古自治区A中小企业营运资金管理中存在的问题，及在理论上提出解决的措

施。而实际情况中，中小企业的管理有着自己特殊的环境背景，存在着差异性，具体操作需结合实际情况，具体问题具体分析，有针对性的寻找适合自己企业发展的管理方式和解决途径。
