My name is Shang Fang.Jinlong Lou: In the 1980s, movements of corporate social responsibility started to rise gradually, which involved Environmental Protection, LaborSecurity, Human Rights and so on.Corporate social responsibility is a kind of moralelement beyond economy and law, which at least includestwo aspects of content: on the one hand, in the process ofmanagement the enterprise should take necessaryresponsibility for stakeholders; on the other hand, theenterprise should also consider the public interests andundertake more significant responsibilities for thecountry and even the world.Mingyang Zhen: In fact there are several reasons to explain why Corporate Social Responsibility is becoming more and more important.First and foremost, nowadays an increasingly well—informed breed of public is now demanding factsabout the business community`s social andenvironmental performance．CSR is，at least in part, aresponse of the business community to complaints thatit has failed to create trusting relationships with thepublicWhat is more ,from the point of companiesthemselves, the importance of CSR embodied in that itis an important way to increase the competitiveness ofcompanies. Companies are now expected to formpartnerships with their stakeholders．They must findways to empower stakeholders with information whichneeds to be presented in a way that is accessible, honestand engaging. They also should listen to public`sopinion and involve them in key business decisions．Last but not least ,from the perspective ofwidespread society interest, CSR can help them tocoordinate the economic, social and environmentaldevelopment and competition.Lijie Zhang: In June 2011, a leaking accident happened in Penglai 19-3 oil field in Bohai Bay which is developed by CNOOC andConocoPhillips, the problem about the environment pollution onthe host country caused by foreign Investment enterprises waspushed in the teeth of the storm once again. People have differentopinions on the problem about whether the environmentalpollution on the host country caused by foreign investmententerprises will be worse.Fang Shang: In fact, similar to the environmental pollution caused by foreign direct investment enterprises event has occurred in theinternational arena. It is obvious that efficient actions should betaken to prevent the situation from getting worse. And someinvestigations along with analysis on the causes are necessary tomake improvement.Weiyi Zhang: First, the profit-driven nature of the foreign-funded enterprises lead to the transfer of industry which causes serious pollution andmore resource consumption to other countries, especially inemerging developing countries, thus aggravating the pre-existingproblem of environmental pollution and worsening the ecologicalenvironment in emerging developing countries. For example, dueto the low degree of attention to environmental protection, Chinahas attracted some high-polluting enterprises which lead the trendthat China has become a haven for foreign pollution. The annualreport from the Environmental Protection Administration inChina reveals that there are more than 10 provinces,municipalities and autonomous regions existing environmentalviolations from foreign enterprises. These foreign companies aremostly from Europe, America, Japan and other developedcountries. And they are involved in food, electronics, chemicals,machinery manufacturing, causing serious negative impact onChina's ecological environment.Jinlong Lou: What’s more, between developed and emerging developing countries there is a big difference in the strict environmentalregulations, and in some developing countries the implementationof the environmental standards are not strict enough. Manypollution-intensive enterprise of some developed countries in orderto escape their own strict environmental regulations, reduce thecosts of environmental protection, have transferred theirproduction bases to emerging developing countries, so theseforeign-funded enterprises will cause a tremendous negativeimpact on the environment of the emerging developing countries. Mingyang Zhen: Thirdly, with the help of investment activities of multinational companies across national borders, the developmentof international direct investment made environmental problemswhich always appear in one country become internationalenvironmental issues. Direct investment in countries with lowerenvironmental standards equivalent to the "unfair competition".In order to compete with the low standard opponent, higherenvironmental standards of developed countries will be destroyed.So the global environmental protection standards will also beeffected. And environmental protection in emerging developingcountries will be hindered because of the race toward the lowestpoint competition.Lijie Zhang: The environmental pollution caused by foreign enterprises and the international financial crisis have certain correlation. China，for example, according to statistics, in 2008 when has a financialcrisis hit, the Industrial wastewater emissions is huge, the growthrate of papermaking and paper products industry investmentwhich have a negative impact on the environment reached 11.6percent; In the same year, the investment growth rate of electricity,gas and water production and supply industries which have greatnegative impact on the environment was up to 58.1 percent, muchhigher than 24.5 percent in 2009.Fang Shang: Foreign-funded enterprises have a negative impact on the environment of the emerging developing countries through variouschannels overall. On one hand, the generation of foreign-fundedenvironmental pollution is owing to lower environmentalstandards in emerging developing countries and the legal andregulatory imperfections. On the other hand, the local governmentgives up the concern of long-term costs of resources and theenvironment and overlooks the sustainable economic development,which is also contributed to its generation. Therefore, when callingfor corporate undertaking social responsibility consciously, thegovernment should also have some enforcement measures at thesame time.Weiyi Zhang: Despite some negative examples of corporate social responsibility, we can be sure of that most of the companies dohave a social responsibility, and contribute to the community bytaking advantage of their various strengths. Next, let’s think ofsome positive cases.Jinlong Lou: In 2003, SARS attacked China. According to National Federation of Industry and commerce statistics, more than 3000 ofprivate enterprises donated amounting to 56 billion Yuan toorganizations which were fighting against SARS. Moreover, theactual donations should be much higher than this figure. Mingyang Zhen: Shareholders and investors themselves are exerting pressure on corporations by socially responsible investing to makethem behave responsibly. Non-governmental organizations arealso taking an important role, using the power of the media andthe Internet to increase their scrutiny and collective activismaround corporate behavior.Lijie Zhang: Corporate social responsibility comes from its social power. So enterprises should be a two-way open system that is open to acceptthe information of society, and help public understanding itsoperation. First, enterprises should pay attention to protectworkers’ health and ensure that the rights are not infringed. At thesame time, enterprises should set an example in law-abiding.Second, each activity, product and service of enterprises, mustconsider the social costs and benefits at the same time ofconsidering cost-effectiveness, such as making sure goods are safeand at a fire price, protecting the environment and taking asustainable developing road. Third, all the social costs linked toeach activity, product and service should transfer to consumersultimately. In addition, enterprises, as legal persons, should be thesame as other individuals involved in resolving some of socialproblems beyond their normal range. Then enterprises can choosethe development of philanthropy and assume some responsibilityof ethics.Fang Shang: This oil spill accident can be said to be the symbol of frequent accidents caused by foreign-funded enterprises. Essentially theenvironmental pollution is a threat to public safety. It should beregarded as the first priority when acquiring interests. Only inthat way, can the corporate truly value safety and increase safetyawareness and investment, and effectively take social responsibility.Only companies with social responsibility can truly provide thehigh-quality services and products with the people. This accidentcan be said to be the symbol of frequent accidents caused byforeign-funded enterprises. In recent years, the public security hasbecome a primary issue in the field of public administration. If youwant to "cure", it is necessary to strengthen the enterprise publicduty and improve the safety cost of the enterprise, which meansthat businesses should pay for public safety.Weiyi Zhang: The studies show that self-restraint is difficult for corporations to fulfill their social responsibilities at the primary stage. Only with themandatory involvement of the government and other externaldriving force, CSR can be effectively fulfilled.In order to promote CSR, the government mustimprove the relevant legislative procedures. Only byachieving legalization of CSR, the government can forceCSR fundamentally. Moreover, the functionalcharacteristics of the government have determined theduties which the government should bear in fulfilling theCSR. In other words, strengthen supervision andmanagement by the government is a top priority. Goodincentive mechanisms, such as scientific evaluationmechanism, comprehensive training mechanism andsound correction mechanism, should be built at the sametime so that the corporation will be pleased to undertakethe social responsibility.。
