摘要

在市场竞争和技术进步两大力量的共同作用下,电信业正在经历百年未遇的深刻变化,以固话业务为收入主要来源的中国电信面临着传统业务萎缩的危机,企业的持续发展能力受到异常严峻的挑战,迫切需要寻求新的业务增长点。本论文以中国电信的发展历程和现状为出发点,从理论上阐述了业务的发展特点,并从宏观环境、信息产业发展阶段、产业链演变规律、电信市场发展趋势、电信业务发展趋势以及电信技术进步规律等多方面探讨了中国电信业务下滑的原因、业务转型的必要性和可行性,提出了中国电信业务转型的发展目标,即应在继续发挥固网业务优势的基础上,积极拓展移动通信、信息通信和内容应用等新业务领域,为客户提供便捷、丰富、个性化、高性能价格比的综合信息服务,成为全电信业务的提供者、内容应用的聚合者、信息通信服务专项领域的领先者,争取利用5-6年的时间,实现从以固网话音业务为主向以互联网应用为主的增值业务、系统集成、移动通信及国际通信等四个百亿级业务群的转型。最后详细分析了中国电信业务收入结构的特点,并通过SWOT模型,系统分析了中国电信业务发展的优劣势,指出业务发展策略、企业信息化、R&D战略、网络发展、价值链的主导、技术创新和企业文化建设、企业品牌建设等八个方面是中国电信业务转型实施过程中应关注的重点。

Abstract

Aprofound change,caused by the co-effectof market competition and technical development,occurs through out in telecommunication industri -es all over the world once in a blue moon.Under this condition,China Telecom Corp.encountered a rough situation that its telephone services revenues are shrinking gradually,which are mainly fetched from fixed-l -inetelephone services.As its continuous development is sternly hallen -ged,China Telecom Corp.has to struggle to find new growth point.This project is based on the China Telecom's footprint and current conditio -nand expounds the key points during the service development in theory; besides,in this project,we discuss the reasons which caused the busine -ss decline of China Telecom,the necessity and feasibility of service transformation from several aspects,such as macroscopic nvironment,sta -ge ofinformation industry development,evolution rules of evolution ru -les ofindustrial chain,trend in telecom market development,trend in t -elecom service development and rules in telecom technology developmen -t.Then,itpresents the goal of China Telecom service transformation,co -nsistingofactively developing new services,such as mobile communicati -on,information communication and content application,based on the pre -ponderance of fixed-line services;providing swift,versatile,customize -d,high cost-effective integrated information services for the custome -rs; becoming total services provider,content application integrator a -nd informationcommunications vanguard;achieve the transformation from fixed-line telephone services to four types of dozens-of-billions-valu -ed services including value-added services most of Internet applicati -on,system integration,mobile communications and internationalcommunic -ations.At the end of this article, we discuss the advantages and disa -dvantages of China Telecom by using SWOT analysis method,and figure o -uteight key elements in the course of services transformation for Chi -na telecom,including Service development strategies,enterprise in for -malization,R&D strategic plan,network development,dominant status in value chain,technical innovation&enterprise culture.
