进口关税
（2）最惠国税率(Most-favored-nation tariff rate) ：对签有最惠国待遇条款的贸易协定国 家实行的税率 。
最惠国待遇(Most—favored—nation treatment, MFNT)是指缔约国各方实行互惠，一成员方对 于原产于或运往其他成员方的产品所给予的利 益、优惠、特权或豁免都应当立即无条件地给 予原产于或运往所有任一成员方的相同产品。
进口附加税(Import surtax)是指进口国海关对进口的外国 商品除征收进口正税之外额外加征的关税以达到某种特 定的目的。
进口附加税不同于进口税，其区别主要在于在一国的海 关税则中规定了进口税，但是没有规定进口附加税，而 且进口税受到世界贸易组织的严格约束，只能降不能升， 但是进口附加税可以视征收的具体目的确定税率高低。
虽然世界贸易组织制定了《反倾销协议》，但反倾销法 的执行主要依赖各签字国的国内立法规定，因而具有很 大的随意性。随着关税壁垒作用的降低，各国越来越趋 向于利用反倾销手段，对进口产品进行旷日持久的倾销 调查及征收高额反倾销税来限制商品进口。
反补贴税
反补贴税(Countervailing Duty)又称反津贴税、抵消税 或补偿税，是指进口国为了抵消某种进口商品在生产、 制造、加工、买卖及输出过程中接受的来自于政府或 任何公共机构的直接或间接的奖金或补贴而征收的一 种进口附加税。

一、关税的定义
关税(Customs duty; Tariff)是指进出口货物经 过一国关境时，由政府设置的海关向其本国 进出口商课征的一种税收。

Export duty, it’s levied on the exported commodities by the export country. Currently, most of countries don’t levy export duty on the exported commodities in general. Export duty will raise the cost of exported commodities and its price in foreign market, weakening its competition in the market abroad, discouraging the expansion of export. Yet there are few countries (especially the less developed countries) levying export duty.

⼀、关税的概念 关税是进出⼝商品通过⼀国关境时，由该国的海关对进出⼝商品所征收的⼀种税。
关税的纳税⼈虽然是进出⼝企业，但是他们可⽤增加货价的⽅法，将关税负担转嫁到消费者⾝上，因此它是⼀种间接税。
海关是设在关境上的国家⾏政管理机构，负责贯彻执⾏本国有关进出⼝的政策、法令和规章。
关境或称关税领域，是海关征收关税的领域，也是海关所管辖并执⾏海关各项有关法令和规章的区域。
⼀般来说，关境和国境是⼀致的。
征收关税的⽬的有⼆：⼀是财政的⽬的，⼆是保护的⽬的。
⼆、⼏种主要的关税 （⼀）进⼝税 进⼝税是进⼝国的海关对进⼝的对外国商品所征收的关税。
进⼝税⼀般由进⼝商缴纳。
关税壁垒通常指的是⾼额的进⼝税。
（⼆）出⼝税 出⼝税是出⼝国的海关对输往国外的本国商品所征收的关税，⽬前资本主义国家⼀般不征收出⼝税。
以增加财政收⼊为⽬的的出⼝税，它的税率⼀般不⾼，以保护本国⽣产为⽬的的出⼝税，通常是对于出⼝的原料征税。
（三）过境税 过境税⼜称通过税，是⼀国对于通过其关境的外国货物所征收的关税。
第⼆次世界⼤战后，⼤多数资本主义国家都不征收过境税，仅仅在外国商品通过其领⼟时征收少量的准许费、印花费、登记费和统计费等。
（四）附加税 对进出⼝商品按所规定的税率征收的关税称为正常关税，或称正税。
在正税外再额外加征的关税称为附加税。
附加税通常是⼀种特定的临时性应急措施，对个别国家的个别商品征收的附加税主要有反倾销税和反补贴税两种。
（五）差价税 差价税⼜称差额税。
当某种本国产品的国内价格⾼于同类的进⼝商品的价格时，为了削弱进⼝商品的竞争能⼒，保护国内⽣产和国内市场，按国内价格和进⼝价格间的差额征收关税，这种关税就叫差价税。
由于差价税是随着国内外价格差额的变动⽽变动，所以它是⼀种滑动关税。
（六）特惠税 特惠税⼜称优惠税，是⼀种特别优惠的低关税，只对特定国家提供这种优惠，第三国不提享受。
特惠税最初在宗主国和殖民地之间的贸易中实⾏。

4．1 关税的含义与作用关税的含义关税（Customs Duty or Tariff）进退场门商品经过一国关境时，由政府所设定的海关向进退场门商徵收的税收。
一个国家根据其政治经济等状况和需要，由设定在边境、沿海口岸或境内的水陆空国际交往通道上的海关机构，按照国家制定的关税税法、税则，对其进出关境的商品徵收关税，是一国关税政策的具体体现。
关境（Customs Territory）又称税境或海关境域，一国关税法令完全实施的境域。
商品进退场门关税时才作为进退场门商品徵收关税。
在一般情况下，一个国家的关境与其国境是致的，但在一国存在关税同盟、自由港（区）、保税区等自由域时，关境与国境就不一致。
自由港（区）虽在国境之内，但从徵收关税的角度关税壁垒措施来看，看在关境之外，因为进口自由港、区的商品可不征关税，此时，该国关境小於国境；当几国结成关税同盟，组成一个共同关境实施统一关税法邻和对外税则，彼此之间商品进出国境不徵收关税，只对来自和运往非同盟成员国的商品进出共同关境时，才徵收关税，此时，和、关境大於成员国的各自国境。
关税的特点 1. 关税徵收对象是进退场门的商品，不管是什麼类型，也不管其售后是否获利，必须按规定徵收关税 2. 关税的执行者是海关 3. 关税具有涉外性关税的作用 1. 关税的积极作用1) 可增加一国的财政收入2) 可保护国内生产和国内市场3) 可调节国内生产、市场、物价和财政关税壁垒措施（1）调节生产。
利用税率的高低影响企业的利润，国家有意识地引导各类商吕的生产，改变产业架构（2）调节市场供求。
