2Notes注意事项2.1Helium is lighter than air and can cause choking. The operator should pay attention to self-protection.氦气比空气轻且能令人窒息,操作人员应注意自我防护。

Hydrostatic Test Control Procedure□Controlled□UncontrolledDalian Deep Blue Pump Co., Ltd.1.PurposeThis procedure is to control the process of hydrostatic test and provide hydrostatic test sequence and requirements making the hydrostatic test conform to requirements of ASME Section Ⅲ, Division 1, NB and QA Manual (DBP/NQA-SC-10)2.ScopeThis procedure is applicable to all the pressure retaining items, appurtenance and material to be hydrostatic tested.3.Terms3.1 Hydrostatic test: apply test pressure to the item under prescribed condition.水3.2 Holding time: the time of hydrostatic test pressure maintained4.Responsibility4.1 Technical department shall be responsible for preparing of hydrostatic test instruction anddesigning of test clamping fixture.4.2 Fabrication department shall be responsible for preparing technical requirements , performinghydrostatic test in accordance with requirements of drawing, Technical Procedure, traveler and instructions and recording test results on the test report.4.3 QA Departmenta) organize to train, examine and qualify the hydrostatic test operator and examiner.b) analyze the test water and record the water analysis results on the analysis report.c) supervise and notice customer and ANI to come for witness.5. Pre-work of hydrostatic test5.1 The pressure gauge shall be indicating pressure gauge and be connected to the item to betested directly. The pressure gauge shall be installed on the position easy to watch in accordance with technical requirements.5.2 Indicating pressure gaugea) analog type indicating pressure gage used in testing shall be graduated over a range notless than 1.5 times nor more than 4 times the test pressure. It is best to select 2 timestest pressure.b) digital pressure gauge may be also used without range restriction provided the combinederror due to calibration and readability does not exceed 1% of the test pressure..5.3 Calibrate all the pressure gages against standard dead weight tester or a calibrated mastergage. All the pressure gauges shall be calibrated before each test or series test. A series of test is that group of tests using the same pressure test gage or gages which is conducted at the same site within a period not exceeding 2 weeks.5.4 Perform the hydrostatic test after all the inspections finished. For the item need to be heattreatment, perform the hydrostatic test after heat treatment.5.5 The hydrostatic test operator shall be trained and familiar with materials related to item to betested.( such as, drawing and requirements about hydrostatic test operation)5.6 The examiner shall be qualified to verify the pump, piping, valve, pressure gage andclamping fixture used in test.5.7 The test equipment shall be examined before pressure is applied to ensure that it is tight andthat all low pressure filling lines and other items that should not be subjected to the test have been disconnected or isolated.6. Hydrostatic test6.1 The test medium shall be water or other liquid permitted by Design Specification. The testmedium temperature shall conform to requirements of drawing or instruction.6.2 Inject the test medium after the tested item being discharged air to the lest content.6.3 The test pressure, holding time and acceptance criteria shall conform to requirements ofdrawing or customer documents.6.4 Increase the test pressure slowly to 0.8 times test pressure to check test equipment, each areaand pressure value, and then increase the pressure to test pressure if no leakage or abnormalphenomena.6.5 Keep on venting of the test area to prevent overpressure resulting from abnormal testmedium temperature increasing during holding time.6.6 The holding time shall conform to requirements of technical and drawing. Check thepressure within prescribed time to ensure the pressure stable.6.7 Examination for leakage after application of pressurea) holding the test pressure at least 10 min before examining leakage.b) examine the leakage under test pressure with the witness of ANIc) the test operator shall not be absent from his position during hydrostatic test.7. After hydrostatic testa) the hydrostatic test operator shall dry the item with clean compressed air or nitrogenafter hydrostatic test.b) the test result shall be recorded on 《Hydrostatic Test Report》by hydrostatic testoperator, signed by examiner and reviewed by ANI..8. 1 General1.1 Brief Introduction of Project:➢Project Location: Shanghai Chemical Industry Park (SCIP)➢Project Name: SCIP IIP Project➢Client: SBPC➢Main Contractor: Fluor Corporation, Daelim Corporation➢Design Company: Chengda Engineering Corporation of China➢Supervision Company: Shanghai Xietong Construction Consulting Co.,Ltd.➢Construction Company: The Third Chemical Engineering Construction Company of China1.2 Work ScopeThe project includes three parts, HON3, DNT and TDI. The process pipe in HON3 area is about 11,922m in all, DNT 40,601m and TDI 56,614m. In efficient period, accuracy of thegauge will be not below 1.5 grades. The full scale of testing pressure gauge shall be1.5~2 times than testing pressure. 2 gauges are necessary.5) The testing fluid and/or gas is ready.6) The following documents shall be checked and accepted by the Owner or theContractor:a) Testing Records and Inspection Records of the fittings and their QualityCertificates;b) Files required by Pressure Test Package, including Piping Welding Records, WorkQuantity Unfinished, Blind List, Pressure Test Flow Chart etc.;➢Piping systems that are not to be tested shall be isolated by blinds or other measures;➢Safety valves and on-line instruments to be tested shall be demolished or isolated;➢High discharge and low drainage shall be adopted in the Pressure Test Package;➢Accepted Method Statement for Pressure Test prior to carrying out test and trained staff on Safety;4.2 Process➢The following regulation shall be strictly followed during the test:A Pure water shall be adopted; the content of shall be measured according to therequirement of the Main Contractor if the test of austenitic stainless steel pipes isnecessary;B Before testing, air shall be thoroughly discharged prior to pouring;C The testing pressure to the piping shall be according to the approved Pressure testingpackage Statement;D The pressure tested on the highest point of the liquid piping shall be recorded, andthe pressure tested at the lowest point shall not exceed the standing pressure of thefittings;➢Hydraulic pressure shall be ascended gradually, hold on for 10 min when the testing pressure is reached, then descend to the designing pressure, hold on 30 min. Thetest result shall be accepted if there is no pressure descending and/or leakage;➢Whenever leakage occurs, disadvantages shall be eliminated without pressure, then re-test;➢Prior to gas pressure test, air to be used shall be pre-tested, testingpressure0.2Mpa;➢During the gas pressure test, the pressure shall be ascended gradually. If noleakage and/or other abnormity is found when 50% of the testing pressure isreached, continue to ascend in a step of 10% of the testing pressure with holding on3 min every step up to the testing pressure, hold on 10 min, then descend to thedesigning pressure. To check leakage, soap bubble method shall be adopted. Thetest result shall be accepted if there is no leakage of soap bubble.➢The following points shall be strictly expected: valve stuffing, joints of flange or screws , drainage valve, discharge valve, etc.;➢Blinds and expansion restricts shall be immediately removed, fluid shall be drained.The piping system shall be opened to the atmosphere, avoiding negative pressure.It is forbidden to drain somewhere no applicable, when draining in-door withoutgroove rubber pipes shall be used to drain.5 Construction ScheduleConstruction schedule reference to “General Pressure Testing Plan” provided by TP 6、Quality Guarantee System:7 manning schedule and technique requirement8、Construction equipment ,measure instrument and Material plan of project 8.1、Construction Equipment8.2、Measure Instrument8.3、Material plan of project9 HSE ManagementWe associate the regulation of site safety, environmental protection, and civilized construction control with TCC’s HSE control policy, target, responsibility and the character of the project and establish the following HSE rules:9.1 Safety Control Policy➢TCC is always coherent with the safety policy of “Safety first, precaution Essential” and “Project control must emphasize safety control” during the whole course of construction.Worker also be required form the concepts of “Safety work is everyone’s responsibility”.➢It is duty of all employees to comply with the Governmental HSE laws, codes, standards and regulations, etc.➢Source of grievous danger shall be controlled and efficient measures will be adopted to prevent accident such as falling damage, electric shock, object hit, collapse, poison, fire, etc.till the target of zero accident be achieved.➢Environment inspection system shall be established and efficient anti-pollution measures shall be adopted to reduce the negative effect of noise, powder and solid waste onenvironment.➢It is necessary to adhere to modify and perfect the HSE management system and related standards, codes and regulations, etc. to satisfy the owner’s need and expectation.9.2 Safety Target➢Zero lost-time without any accident and occupational disease➢Injury rate <0.04 ‰➢Without any fire or poison accident➢Without over-standard in sewage and powder disposal➢100%solid waste treatment➢Reduce noise pollution9.3 Site Safety Rules➢A restricted zone is necessary when the pressure testing is beginning, and it is strictly forbidden for people unconcerned come near.➢All personnel at the job site must complete safety training course given by the main contractors before their assignment to the site and equipped with personnel protective equipment such as working garment, safety helmets, and safety shows etc. safetygoggles is necessary to the workers who is doing lancing work or using snagginggrinder.➢Safety caution signs shall be set at the testing area of the job site, and hung distinctly and easy to be identified.➢Electric power at site adopts 3-phase and 5-wire system. All electric equipment shall equip electric leakage protector. Each equipment a switch. Earth-fault protection and protective connecting neutral are in good condition. Electric welding line and main lead need regular checking, and any incipient fault should be eliminated immediately.➢Smoking, drinking and playing at job site is not permitted .work at heights (higher than 2m), worker must hang a valid safety belts. Persons who work on the pipe gallery must hang a safety net or lay some wood foot planks below it.➢Person work at heights must put the tools in tool bag and is not permitted to throw the tools liberty. Work at heights, worker must hang with valid safety belts, and the safety belts must be close in any situation.➢Fire extinguisher shall be provided at pressure testing area.➢Inspector’s body must not face to sealing surface when pressure testing is under way. ➢Work on pipe gallery outside in rainy period shall take some antiskid measures➢Obey the site management of owners, main contractors, supervisors and safety personnel of branch office。

4.2 Test Apparatus Valves which have a split body design must not be tested on equipment which subjects the valve to externally applied loads which may affect the body joint sealing performance. Single piece bodied valves may be clamped.

1.0 PurposeThis procedure defines the minimum requirements and guidelines for the hydrostatic testing of pipelines or piping system to ensure the integrity of welds and strength of piping components.2.0 ScopeApplicable to all pipespools or pipelines that requires hydrostatic testing on shop or after installations.3.0 Reference3.1 ASME B31.3 , Section 345.44.0 Preparation for Hydrostatic Testing4.1 Pre-test checklist for piping work shall be carried out to confirmed thatwelding, material traceability, non-destructive testing and post-weld heattreatment and punchlists have been completed, and that the pipe spoolsand pipe support is in accordance with the relevant isometric and pipesupport drawings respectively.4.2 Water flushing of pipe internal shall be carried out to dislodge any debrisand foreign materials prior to testing. For details, please refer to FlushingProcedure.4.3 A test package indicating the limit of testing shall be prepared. The testpackage shall be reviewed and approved by Owner Rep and ClassSurveyor. The test package shall be specific to the lines to be tested andshall include the following documents:∙Test Pack Index (with test pack no.)∙Marked up P&ID∙Isometric Drawings∙Traceabilty Record∙Punch list Report∙Hydrostatic Test Report∙Flushing Report∙Re-instatement Report∙Calibration Certificates4.5 All joints and welds excepts those previously tested shall not be insulatedor painted to allow for examination during test.4.6 All control valves complete with actuator and instrument, safety reliefvalves, bursting discs and other fragile items shall be removed or isolatedand re-installed later. Dummy spool pieces may be used to replace valvesduring testing.4.7 Expansion joints and bellows shall be protected from excessive pressureof the hydrostatic testing.4.8 Gaskets to be used during hydrostatic testing shall be the same type andquality that to be installed during normal service. All gaskets shall bereplaced with new gaskets after hydrostatic testing, except RTJ joint andclamp lock type joints that could be re-used if found in good condition.4.9 The range of pressure gauges shall be 1.5 to 2 times the specified testpressure. Gauges to be used for pressure testing shall be calibrated every6 months.4.10 Pipe support anchors and guides, clamps and load pins for spring unitshall be installed as detailed in the drawings prior to testing.5.0 Safety Precaution5.1 Any hydrostatic testing activities shall be highlighted in the VSCC meetingto forewarned personnel that might be working near to the testing area.5.2 Areas where hydrostatic testing are taking place shall be roped off andwarning notices displayed forbidding entry to unauthorised personnel. Thewarning notice shall indicate test pressure, date and time of test.6.0 Notification for Testing6.1 Notification for testing shall be sent to Owner Rep and Class Surveyor one(1) day prior to the scheduled test time. If either party didn’t show up withinone (1) hour of the appointed time, then testing shall commence.7.0 Test Equipment7.1 Provisions shall be made by Keppel Shipyard or Appointed Sub-Contractor to supply, install, maintain all test equipment required carryingout the pressure testing. Equipment supplied shall include but not limitedto the following:∙Pressure / Temperature Recorder (if required)∙Pressure Gauges∙Oil Free Air Compressor∙Medium volume, low pressure centrifugal pump for line filling∙Low volume, high pressure positive displacement pump∙Test manifold with suitable connections∙Safety relief valve to prevent over pressure of system,9.0 Hydrostatic Testing Procedures9.1 All in-line valves included in the testing shall be in the open position.9.2 Check location of high point and low point vent. Gauges have to beinstalled at the highest system point.9.3 Water to be used for hydrostatic testing shall be clean and fresh. The airshall be vented by controlling filling of the system and measures shall betaken prevent any air to remain in the high point vent.9.4 Upon completion of filling with the test medium, the test pressure shall begradually increased normally up to the specified test pressure. After thepressure reached the specified level and stable, the required test pressureshall be maintained for at least one (1) hour to confirm the absence of anyabnormalities.9.5 Visual inspection of all weld joints and components during thepressurisation period shall be performed.9.6 After completion of testing no welding or hot works shall be permitted onthe pipes. Should any repair work be necessary as a result of the pressuretest, the piping affected shall be re-tested.10.0 Drying and Draining of Lines10.1 After hydrostatic testing is completed, all lines and equipment shall becompletely drained and dried. The system shall be vented while drainingto avoid a vacuum. Special attention shall be given to points where watermay be trapped, such as valve or low points. Air blowing to assist dryingshall be performed when necessary.11.0 Re-Instatement of Piping Components11.1 On completion of hydrostatic testing and draining of piping systems alltemporary supports, blinds, spades, spools and spacers shall be removed.Any orifice plates or other fittings, which have been removed for testing,shall be refitted.11.2 All gaskets that have been disturbed shall be replaced with new ones aftertesting.11.3 The re-instatement checklist shall be completed and sign off by OwnerRep.13.0 Documentation13.1 Prepare and submit hydrotest package to Owner Rep and Class Surveyorfor acceptance.。
