Form: RWPRR401-B C C S通 函Circular 中国船级社总工办(2007年)通函第002号总第237号2007年1月11 日(共54页)发:本社船舶验船师、船舶审图中心、有关船厂、船舶设计单位、船东、油漆商关于实施IACS PR34的通知国际船级社协会(IACS)散货船和双壳油船结构共同规范(CSR)对压载舱保护涂层规定:对于建造合同签订日期在国际海事组织(IMO)通过的SOLAS公约第II-1/3-2条修正案【该修正案将使IMO“压载舱和空舱保护涂层性能标准(PSPC)”成为IMO 的强制要求】所规定的日期或以后建造的CSR船舶,其上受SOLAS条款限定的内部处所的涂层应满足IMO PSPC要求。

刚结束的IMO海安会第82届会议于2006年12月8日以MSC.215(82)号决议通过了PSPC,并以MSC.216(82)号决议通过了相关的SOLAS公约第II-1/3-2条修正案。

为帮助实施上述共同规范中对PSPC的要求,IACS为此制定了强制性程序要求PR34-“关于在IACS散货船和油船结构共同规范中实施MSC.215(82)决议通过的IMO 保护涂层性能标准(PSPC)的IACS程序要求”。

该程序要求对涂层系统认可、检验员资格评估、检验协议、PSPC遵守(执行)情况验证和涂层技术案卷审查等做出了等效和相关规定。

现将有关文件散发,请在对入我社共同规范船级的船舶执行检验中遵照执行。

在执行中,请注意以下几点:1该PR34的适用日期和范围为:2006年12月8日或以后、并在经MSC.216(82)决议通过的SOLAS 第II-1 / 3-2.1条要求的适用日期①之前签订建造合同的,按IACS 散货船和油船结构共同规范建造的船舶(船长等于或大于90米的散货船和船长等于① SOLAS 第II-1/ 3-2.1条的适用为500总吨及以上且为:1、2008年7月1日及以后签订建造合同的船舶;或2、2009年1月1日及以后铺放龙骨或处于类似建造阶段的船舶;或3、2012年7月1日或以后交船的船舶。
