In order for the stewards to be satisfied that any such driver has complied with these requirements it must be clear that he has not attempted to set a meaningful lap time, for practical purposes this means the driver should abandon the lap (this does not necessarily mean he has to pit as the track could well be clear the following lap).7.2 Single waved: Drivers should reduce their speed and be prepared to change direction. It must beclear that a driver has reduced speed and, in order for this to be clear, a driver would be expected to have braked earlier and/or discernibly reduced speed in the relevant marshalling sector.Drivers should not overtake any car in a single waved yellow marshalling sector unless it is clear thata car is slowing with a completely obvious problem, e.g. obvious accident damage or a deflated tyre.8) In laps during qualifying and reconnaissance laps8.1 In order to ensure that cars are not driven unnecessarily slowly on in laps during and after the endof qualifying or during reconnaissance laps when the pit exit is opened for the race, drivers must stay below the maximum time set by the FIA between the Safety Car lines shown on the pit lane map.You will be informed of the maximum time after free practice 3.9) Parc Fermé Cameras9.1 To assist with the revised FIA Event procedures, the Parc Fermé cameras must be uncovered andoperational at all times during the Event.10) Operational personnel curfew10.1 Boards warning anyone attempting to enter the paddock that the curfew is in operation will be placedimmediately before the turnstiles at the appropriate times.10.2 At this Event, Personnel will be permitted to enter the Paddock 30 minutes prior to the curfew toassist social distancing. No work is permitted to be undertaken until the curfew has ended.11) Tyre Blanket Usage during Pit Stops in the Race11.1 For reasons of safety, tyre blankets are not permitted in the Pit Lane at any time during the race.12) Lapping during the race12.1 The ISC requires drivers who are caught by another car about to lap him to allow the faster driverpast at the first available opportunity. The F1 Marshalling System has been developed in order to ensure that the point at which a driver is shown blue flags is consistent, rather than trusting the ability of marshals to identify situations that require blue flags.As it was at the end of last season the system will be set to give a pre-warning when the faster car is within 3.0s of the car about to be lapped, this should be used by the team of the slower car to warn their driver he is soon going to be lapped and that allowing the faster car through should be considered a priority. When the faster car is within 1.2s of the car about to be lapped blue flags will be shown to the slower car (in addition to blue light panels, blue cockpit lights and a message on the timing monitors) and the driver must allow the following driver to overtake at the first available opportunity.It should be noted that the aim of using F1MS is ensure consistent application of the rules, additional instructions may also be given by race control when necessary.Event Specific Instructions13) Formula 1 Sporting Regulations Article 21.613.1 In accordance with the provisions of Article 21.6a) i), this Event is a Closed Event.14) Changes to the circuit14.1 This is a new event.15) Specific Technical Procedures for Closed Events15.1 The provisions of Technical Directive Ref: TD/039-20 C and the “Pirelli HSE procedures” must becomplied with at all times during the Event.15.2 Any tyres that are removed from a car and could be re-used during a session should be presentedfor scanning before being rewrapped and reheated. If time constraints do not permit this then all tyres used during a session must be presented to the tyre checker at the front of the garage the end of any session. This applies to dry, wet and intermediate tyres.15.3 Both TD/039-20 C and the “Pirelli HSE procedures” will be amended after the Event to reflect anyadditional operational requirements as required.16) Weighing and weighing platform16.1 The FIA weighing platform will be available for teams to use at the following times, however, no morethan 8 team personnel may be present during any visit. Each visit should last no more than 10 minutes unless no other team is waiting in the pit lane:a) From 11:00 on Thursday until 10:00 on Friday.b) From 12:30 on Friday until 14:30 on Saturday (between 13:00 and 14:30 each visit will berestricted to five minutes).c) From when the cars are returned to the teams after qualifying until 19:30 on Saturday.d) From 09:00 until 10:00 and 12:00 until 13:30 on Sunday.Any team found to be abusing the time limits set out above, which we will be enforced by FIA security personnel and our own CCTV, will not be permitted to use the weighbridge again during the Event.16.2 When queuing for the weighing platform, tyre blankets, which use resistive heating elements, maybe used at ambient temperatures below 15 °C. The reference for this is the temperature published on Page 3 of the Official Messaging System. The blankets must be properly fastened around the tyre and done up tightly and may not cover any car components other than the wheel.17) Support Races17.1 Team Barrier placementa) Team barrier placement prior to and during all support category practice sessions and races:No more than three metres from the garages.b) It is not permitted to push cars to the weighing area at any time a support category is in pitlane.17.2 Support Category Movementsa) Support Crews and Trolleys will be released into Pit Lane no earlier than 20 minutes prior tothe opening of Pit Exit for their respective sessions.b) Support Category competition vehicles will be release from the marshalling area no earlierthan 15 minutes prior to the opening of Pit Exit for their respective sessions.18) Practice starts18.1 During each practice session, practice starts may only be carried out on the right-hand side prior tothe derestriction line indicated by the white grid marking. Drivers wishing to carry out a practice start should stop on the right in order to allow other cars to pass on their left. See attached image 1. 18.2 During the time the pit exit is open for the race, practice starts may be carried out after the end ofthe pit wall and adjacent to the orange band on the right-hand side barrier. Drivers wishing to carry out a practice start should stop on the right in order to allow other cars to pass on their left. See attached image 2.During this time any driver passing a car which has stopped to carry out a practice start may cross the white line that is referred to in 19.1 below. Any driver crossing this line must move back to the right of it as quickly as possible.18.3 For reasons of safety and sporting equity, cars may not stop in the fast lane at any time the pit exitis open without a justifiable reason (a practice start is not considered a justifiable reason).19) Lines or bollards at the Pit Entry and Pit Exit19.1 In accordance with Chapter 4 (Section 5) of Appendix L to the ISC drivers must keep to the right ofthe solid white line at the pit exit when leaving the pits. No part of any car leaving the pits may cross this line.19.2 For safety reasons drivers must keep to the right of the first bollard at the pit entry when they areentering the pits.19.3 Except in the cases of force majeure (accepted as such by the Stewards), the crossing by any partof the car, in any direction, of the white line and/or the red and white painted area, between the pit entry and the track, by a driver who, in the opinion of the Stewards, had committed to entering the pit lane is prohibited.19.4 The dotted white line across the pit entry and across the pit exit are the track edge line.20) DRS20.1 DRS Detection will be automatically disabled in each individual zone if any of the light panels in thatparticular zone are displaying yellow. The zone and corresponding light panels are as follows:a) Zone 1: Panels 14, 15, 16b) Zone 2: Panels 1, 2, 1821) Track Limits21.1 Turn 4 - Exita) A lap time achieved during any practice session or the race by leaving the track (all four wheelsover the white track edge line) on the exit of Turn 4, will result in that lap time being invalidatedby the stewards. All cars must comply with these 2022FIA Motorsport Games Formula 4 Cup TechnicalRegulations (“Technical Regulations”) in their entirety at all times during the Event.1.2. It is the duty of each competitor to satisfy the Technical Delegate and the Stewards of theMeeting that his car complies with these Technical Regulations in their entirety at all timesduring the Event.1.3. All cars must be built and operated in accordance with the relevant sections of the appointedsupplier’s user manual, the spare parts catalogue and the MSG F4 Cup Set-Up Manual.Once supplied, the components may not be modified in any way whatsoever except wherespecifically permitted by the Technical Regulations, Technical Bulletins, MSG F4 Cup Set-upManual, the appointed supplier’s spare parts catalogue and user manual or with the writtenpermission of the FIA after consultation with the manufacturer.1.4. All measurements must be made while the car is stationary on a flat horizontal surface.1.5. The FIA may issue Technical bulletins that modify and/or supplement the TechnicalRegulations to apply at the Event. Each such Bulletin has to be countersigned by the Chairmanof the Stewards.2.ELIGIBLE CARS2.1. The only rolling chassis permitted are those manufactured by the appointed supplier underthe defined specification in 2022 FIA Formula 4 Motorsport Games configuration. Oncesupplied, no parts may be modified in any way whatsoever except where specifically permittedby these Technical Regulations or by a Technical Bulletin as defined in Article 1.5. Any suchmodifications will only be permitted if they are deemed absolutely necessary after a problemhas been clearly identified.2.2. Unless permitted under these Technical Regulations or otherwise specifically authorised noelement may be added to nor removed from the car specification in its 2022 FIA Formula 4Motorsport Games configuration. The original design and construction of the car must bepreserved at all times.2.3. The action of adding / applying a surface treatment (i.e. shot peening, anodization, any kindof plasma coating, superfinishing) other than painting or adhesive film to a genuine componentis considered as a modification of the component itself.2.4. The complete car is divided into three types of parts. The parts are classified in the relevantspare parts catalogue.Type 1: These parts must be used exactly as supplied. Repairs may be carried out onlyby the manufacturer.Type 2: These parts mare Type 1 parts with specific restrictions. Only modificationsindicated in the homologation may be carried out. Repairs are allowed only inthe range described in the homologation.Type 3: T hese parts are unrestricted, provided that they are used as designed by themanufacturer and do not fulfil any additional function.The adding of colour or thin adhesive film up to a thickness of 0.5 mm is not considered as amodification, provided that the colour or film fulfils only an optical function.2.5. Standard mounting parts, such as screws, nuts, bolts, washers and lock washers, areconsidered as Type 3 parts unless specifically mentioned in the homologation. They may bereplaced with equivalent or superior standard parts.The thread type, size, length and pitch must remain the same.The use of locking wire is permitted.Any type of standard mounting part which has an influence on the car set-up is considered asa Type 1 part unless specifically mentioned in the homologation.Only Type 3 washers may be removed. Washers may be added only for facilitating andimproving mechanical installation. They may influence the set-up of the car only whenspecifically mentioned in the homologation.2.6. Heat protections, mechanical protections (such as abrasion protection or tape) and protectionsfor driver comfort may be added, provided that their sole function is the protection of therelevant element.3.ENGINE3.1. The only engines permitted are the Abarth engines as type414-F4H. Once supplied, theengine and ancillaries supplied with it are considered as Type 1 parts and may not be modifiedin any way whatsoever except where specifically permitted by a Technical Bulletin as definedin Article 1.8.3.2. Any revision, repair or change to the engine can only be carried out by Autotecnica.3.3. The engine will be delivered with security seals in place and it is the responsibility of eachcompetitor to ensure that these seals remain intact until the engine is returned to Autotecnica.3.4. For safety reasons, at any time, it is not permitted to run the engine without anybody on-boardwhile car’s rear wheels are laying on the ground.4.BODYWORK AND DIMENSIONS4.1. The reference plane is the plane passing through the three contact pads of the scrutineeringplatform when the car is lying on these three contact pads through the three correspondingholes in its underneath skid block.4.2. The front and central parts of the skid block fitted under the bodywork facing the ground musthave at all time a thickness of 5mm +/- 1mm. In order to establish the conformity of the skidblock after use, its thickness will only be measured in a single position around the peripheryof each of the original skid block scrutineering holes.4.3. The bodywork minimum and maximum heights have to be in accordance to the dimensionsdescribed in the MSG F4 Cup Set-Up Manual.4.4. It is permitted to grind marginally Type 2 or Type 3 components to prevent chafing.4.5. The side pod air ducts may be partially covered with adhesive tape on the stone guard or withtape or a flat plate on the forward face of the radiators for the sole purpose of optimisingtemperature.5.WEIGHT5.1. The weight of the car with the driver aboard wearing his complete racing apparel will be definedafter the weight of all driver’s has been checked. However, the minimum weight must berespected at all times during the Event.5.2. Ballast can be used provided it is secured in such a way that tools are required for its removal.It must be possible to fix seals if deemed necessary by the scrutineers.5.3. The adding to the car during the race of any liquid or other material whatsoever or thereplacement during the race of any part with another that is materially heavier is forbidden. 6.GEARBOX - TRANSMISSION TO THE WHEELS8.1Only the gear ratios defined in the MSG F4 Cup Set-Up Manual must be used for the wholeEvent.8.2All cars must have a reverse gear operable any time during the Event by the driver when theengine is running.7.COCKPIT7.1. Permitted changes to the original specification :7.1.5.Pedal position, pedal pads, master cylinder pushrod length and the relative workingangles may be changed for driver comfort. The original pedal arms as supplied by thecar manufacturer must not be modified.7.1.6.The type and position of the driver's heel or foot rest are free.7.1.7.Equipment for supplying the driver with drinks may be fitted within the cockpit.7.1.8.The position of the rear view mirrors may be changed provided the original parts andfixing points to bodywork are used.8.SAFETY EQUIPMENT AND DRIVER INSTALLATION8.1. The safety equipment of the car has to be installed following the requirements of theappointed supplier’s user manual without any modifications and must be complying withthe relevant FIA Homologation and FIA Standard which is mentioned in the appointedsupplier’s user manual, at any time during the Event.8.2. Fire extinguisher:The driver must be able to trigger the extinguishing system manually when seated normallywith his safety belts fastened and the steering wheel in place.Furthermore, a means of triggering from the outside must be combined with the circuitbreaker switch. It must be marked with a letter "E" in red inside a white circle of at least50mm diameter with a red edge.Extinguisher nozzles be installed in such a way that they are not directly pointed at thedriver’s face.8.3. Master switch:The driver, when seated normally with the safety belts fastened and the steering wheel inplace, must be able to cut off the electrical circuits to the ignition, all fuel pumps and the rearlight by means of a spark proof circuit breaker switch.This switch must be located on the dashboard and must be clearly marked by a symbolshowing a red spark in a white edged blue triangle.There must also be two exterior horizontal handles which are capable of being operatedfrom a distance by a hook. These handles must be situated at the base of the main roll overstructure on both sides of the car and have the same function as the switch described above.8.4. Rear view mirrors:All cars must have two mirrors mounted so that the driver has visibility to the rear and both sides of the car.The FIA technical delegate must be satisfied by a practical demonstration that the driver, when seated normally, can clearly define following vehicles.For this purpose, the driver shall be required to identify any letter or number, 150mm high and 100mm wide, placed anywhere on boards behind the car, the positions of which are detailed below:Height: From 400mm to 1000mm from the ground.Width: 4000mm either side of the car centre line.Position: 10m behind the rear wheel centre line.8.5. Safety Belts:It is mandatory to wear two shoulder straps, one abdominal strap and two straps between the legs. These straps must be securely fixed to the car and must comply with FIA standard 8853-2016.The safety belts supplied with the car may be changed for another type.The safety belt fixing system to the monocoque may not be changed or modified.8.6. Seat, seat fixing and removal:In order that an injured driver may be removed from the car in his seat following an accident, all cars must be fitted with a seat complying with the FIA Specification for Extractable Seats in Open Cockpit Cars.The seat shell positioning system must not be modified.Any seat made from foam must be covered with a non-flammable and non-combustible material.Padding and minor modifications of the seat shell are allowed for driver’s comfort providing all the functionality of the seat and its safety equipment is preserved.An extraction test may be requested at any time by the scrutineers. The seat must be removable without the need to cut or remove any of the seat belt.Once the buckle has been released it must be possible to extract the seat from the car without any further adjustment of the harness. The seat must be moved in a direction following the vertical axis of the car.8.7. Driver position:The driver's helmet and steering wheel must be arranged such that they lie below a line drawn between the front fixing axis of the secondary roll structure and a point 75mm vertically below the highest point of the principal roll structure.In order to ensure that the driver’s head is not unduly exposed and for him to maintain good lateral visibility he must, when seated normally and looking straight ahead with his head as far back as possible, have his eye visible when viewed from the side. The centre of gravity of his head must lie below the top of the survival cell at this position. When viewed from the side of the car, the centre o f gravity of the driver’s head will be deemed to be the intersection of a vertical line passing through the centre of his ear and a horizontal line passing through the centre of his eye.8.8. Head and neck supports:No head and neck support worn by the driver may be less than 25mm from any structural part of the car when he is seated in his normal driving position.8.9. Cockpit padding:All cars must be equipped with the headrest and the leg padding as supplied by themanufacturer.The headrest must be located by two horizontal pegs behind the driver's head and two quickrelease fixings, which are clearly indicated and easily removable without tools, at the frontcorners. No tape or similar material may be used to cover the forward fixings of the headrest.Be hind the driver’s helmet, only for driver comfort, an additional piece of padding no greaterthan 10mm thick may be attached to this headrest provided it is made from the samematerial.On each side of the driver’s helmet, only for driver comfort, an additional piece of paddingno greater than 20mm thick may be attached to these headrests provided they are madefrom the same material which incorporates a low friction surface.8.10. The driver, seated normally with his seat belts fastened and with the steering wheel removedmust be able to raise both legs together so that his knees are past the plane of the steeringwheel in the rearward direction. This action must not be obstructed by any part of the car.8.11. From his normal seating position, with all seat belts fastened and whilst wearing his usualdriving equipment the driver must be able to remove the steering wheel and get out of thecar within 7seconds and then replace the steering wheel in a total of 12 seconds. For thistest, the position of the steered wheels will be determined by the scrutineers and after thesteering wheel has been replaced steering control must be maintained.8.12. Each rear light device with more than one LED not working has to be replaced before thebeginning of the following session.9.ON-BOARD TELEVISION CAMERAS9.1. Each competitor must install and maintain in working order (image, data recording andlogging) an incident camera. Details of the system, including installation instructions, will bemade available from the FIA.Nothing may obstruct the camera picture and it is the responsibility of the competitor toensure the functionality of the camera system at all times.The required memory card (Micro SD) will be supplied and installed by the FIA. The memorycard slot will be sealed by the scrutineers before the start of the qualifying practice sessionsand races.It is the competitor’s responsibility to ensure that the seal remains intact and that the card isnot removed until the end of the parc fermé of the relevant session.Competitors may break the seal on the card slot after the end of parc fermé of each session.It is the responsibility of the competitor to ensure that the card and the video data of eachsession are available at any time during the Event. The cards must be returned to thescrutineers at the end of each Event with the video data of all sessions on them.Failure to comply with the above requirements will be reported to the stewards.10.TIMING TRANSPONDERS10.1. All cars must be fitted with a timing transponder supplied by the officially appointedtimekeepers. This transponder must be fitted in strict accordance with the instructions of thetimekeepers.。
