第二大开发区是伏尔加—乌拉尔油区,位于伏尔加河流域和乌拉尔山之间,油区面积约100万平方千米,年产原油2亿吨。

此外,俄罗斯的铁矿资源在世界上也居重要地位,乌拉尔山地区在丰富的铁矿资源和煤炭资源的基础上,发展成俄罗斯最大的钢铁工业基地和特种钢、优质钢的主要产区。

马格尼托哥尔斯克是这里的核心,还有下塔吉尔、车里雅宾斯克等。
