各省、自治区、直辖市人民政府办公厅，国务院各部委、各直属机构办公厅(室)：根据国务院机构的调整和国务院领导同志的指导精神，经外交部审核并征求各部门意见，我们对《国务院各部委、各直属机构英文译名》(国办秘函〔1998〕337号)作了修订。
此次修订的英文译名，本着“尊重历史、照顾现实、注重本部门意见、参考英语国家相应用法”的原则，尽可能兼顾了译法统一和政府职能的转变。
此外，对中文名称未冠以“中华人民共和国”或“中国”字样的单位在对外交往中如何把握的问题在附注中作了说明。
