南亚国家概况
南亚国家概况南亚区域合作联盟（South Asian Association for Regional Cooperation），简称南盟（SAARC）。
1980年5月，孟加拉国时任总统齐亚·拉赫曼最先提出开展南亚区域合作的倡议。
1981年4月，孟加拉国、不丹、印度、马尔代夫、尼泊尔、巴基斯坦和斯里兰卡7国外交秘书在斯里兰卡首都科伦坡举行首次会晤，具体磋商成立南盟的有关事宜。
1983年8月，7国外交部长在印度首都新德里举行首次会晤，并通过了《南亚区域合作联盟声明》。
1985年12月，7国领导人在孟加拉国首都达卡举行第一届首脑会议。
会议发表了《达卡宣言》，制定了《南亚区域合作联盟宪章》，并宣布南亚区域合作联盟正式成立。
常设秘书处在尼泊尔首都加德满都。
南盟包括不丹、孟加拉国、印度、马尔代夫、斯里兰卡、尼泊尔、巴基斯坦和阿富汗（2005年11月召开的第13届南盟首脑会议同意吸收其为新成员）8国，印度居于主导地位。
截至2005年底，南盟各成员国总人口达16.5亿，其中有大约5亿贫困人口，总面积约500万平方公里，各国的国内生产总值总和达6万亿美元。
2005年11月召开的第13届南盟首脑会议宣布，2006年至2015年为“南盟减轻贫困10年”，会议通过了内容丰富的《达卡宣言》，同时决定接纳中国和日本为南盟观察员。
2006年8月，第27届南亚区域合作联盟部长理事会会议举行，与会的南盟8国外长在开幕式之前举行的非正式会议上原则性同意给予美国、韩国和欧盟观察员资格。
2007年4月，接纳伊朗为观察员。
南盟主要机构有成员国首脑会议、由各国外长组成的部长理事会、由各国外交秘书组成的常务委员会等。
南盟首脑会议原则上每年举行一次，但根据《南盟宪章》，如果成员国中任何一国拒绝参加，会议将不能举行。
《南亚区域合作联盟宪章》特别规定了指导南盟工作的几项基本原则：各级的决议应在协商一致的基础上做出；不审议双边和有争议的问题；联盟框架内的合作应基于尊重主权平等、领土完整、政治独立、不干涉别国内政和互利的原则；此类合作不应取代双边和多边合作，而是对它们的补充；此类合作不应与双边和多边义务相抵触。

Contribution In 1993, SAARC countries signed an agreement to gradually lower tariffs within the region, in Dhaka. Eleven years later, at the 12th SAARC Summit at Islamabad, SAARC countries devised the South Asia Free Trade Agreement which created a framework for the establishment of a free trade area covering 1.6 billion people. This agreement went into force on January 1, 2006. Under this agreement, SAARC members will bring their duties down to 20 per cent by 2009.

The concept of SAARC was first adopted by Bangladesh during 1977, under the Rahman. administration of President Ziaur Rahman. In the late 1970s, SAARC nations agreed upon the creation of a trade bloc consisting of South Asian countries. The idea of regional cooperation in South Asia was again mooted in May 1980. The foreign secretaries of the seven countries met for the first time in Colombo in April 1981. Objectives
The objectives of the Association as defined in the Charter are: to promote the welfare of the people of South Asia and to improve their quality of life; to accelerate economic growth, social progress and cultural development in the region and to provide all individuals the opportunity to live in dignity and to realize their full potential; to promote and strengthen collective self-reliance among the selfcountries of South Asia; to contribute to mutual trust, understanding and appreciation of one another's problems; to promote active collaboration and mutual assistance in the economic, social, cultural, technical and scientific fields; to strengthen cooperation with other developing countries; to strengthen cooperation among themselves in international forums on matters of common interest; to cooperate with international and regional organizations with similar aims and purposes.
