Achievements as a result of the application of the new syllabus
A large scale English language teaching and learning investigation led by Professor Zhang Zhengdong et al in 1999 to the first group of senior secondary school leavers that used Junior English for China and Senior English for China:
English teaching should not only focus on developing students’ knowledge about the language, but also developing students’ cognitive ability, positive attitudes as well as personality. As far as pedagogy is concerned, it was stated that teaching should focus more on the use of the language to improve the quality of learning.

• 1978年,教育部制订颁发了《全日制十年制中小学英语教学 大纲(试行草案)》。这部大纲是我国唯一的一部包括小学 和中学两个学段的教学大纲。1980年,该大纲修订为第2版, 基本内容未变。
• 1993年,制订了《全日制高级中学英语教学大纲(初审 稿)》,1996年编订为《全日制普通高级中学英语教学大纲 (供试验用)》。2000年初,颁发了试验修订版。
Some information about TEFL in China:
• The 1st. English class: 1862 年京师同文 馆首次开设英文教育(招生10 人)
• 1923年,制订了《新学制课程纲要初级中学外国语课程纲要(暂以英文为 例)》。同年,颁布《新学制课程纲要高级中学公共必修的外国语课程纲 要》。1929年,制订了《初级中学英语暂行课程标准》和《高级中学普通 科英语暂行课程标准》。1932年,教育部推出了正式的《初级中学英语课 程标准》和《高级中学英语课程标准》。此次的课程标准与1929年的基本 相同,只是有所简化。1941,年教育部根据第三次全国教育会议作出的 “设六年制中学,不分初高中”的决议,于9月公布了《六年制中学英语 课程标准草案》。1941年12月,公布了《修正初级中学英语课程标准》和 《修正高级中学英语课程标准》。

• 新中国建立后,于1951年公布了《普通中学英语科课程标准 草案》,它包括初级中学英语课程标准草案和高级中学英语 课程标准草案。1954年,教育部为减轻学生负担,决定初中 停开外语,并下发了《关于初中不设外国语科的说明的通 知》。1956年,教育部颁布了新中国的第一部《高级中学英 语教学大纲(草案)》。1959年,教育部发布《关于在中学 加强和开设外国语的通知》,其中指出中学设置各种外国语 的比例,“大体上可以规定约有三分之一的学校教俄语,三 分之二的学校教英语及其他外国语”。1962年,教育部就小 学开设外国语课的有关问题,提出了具体意见,同意在试验 新学制的五年一贯制小学的四、五年级开设外国语课,个别 基础较好的六年制小学如有外国语教师,也可以在五、六年 级开设外国语课,但未颁发教学大纲。

• 1904年,《奏定中学堂章程》把“外国语”列为中学堂科目。
• 1912年,教育部公布了《小学校令》,在《教科及编制》一章中提及可加 设英语或别种外国语。外国语安排在高小第三学年,每周3小时,教学 “读法、书法、作法、语法”。同年,教育部公布《中学校令施行规则》, 规定外国语以英语为主。1916年,教育部公布《高等小学校令施行细则》, 在高小开设两个学年的外语,每周2小时,要旨“在使儿童略识外国语文 以供实用”。
• 1986年,国家教委制订颁发了《全日制中学英语教学大纲》, 大纲后附词汇表,这在我国是首次。
• 1988年,国家教委制订了《九年制义务教育全日制初级中学 英语教学大纲(初审稿)》,经过实验,于1992年正式颁发 了《九年义务教育全日制初级中学英语教学大纲(试用)》, 1995年修订为第2版。1990年,国家教委颁发了《全日制中 学英语教学大纲(修订本)》,修订了1986年颁发的《全日 制中学英语教学大纲》。修订后,大纲的教学要求适当降低, 教学内容适当减少。在高中阶段,一、二年级英语为必修课, 三年级为选修课。
