北京地区成人本科学士学位英语统一考试考生守则及违规处理规则一、考生守则1、按照北京教育考试院的要求签署《诚信考试承诺书》。

2、必须按规定的时间(上午8:30开始)入场,考试开始30分钟(即上午9:30)后,禁止入场。

考试全过程中,即9:00至11:00,考生不得中途离场。

入场时必须主动出示准考证、有效身份证件(考生要出示的有效身份证件为下列证件之一:居民身份证、公安户籍部门开具的贴有本人近期免冠照片的身份证号码证明、军人及武警人员证件、护照等)及学生证,接受考试工作人员核验。

3、只准携带必要的文具入场,如铅笔(涂答题卡用)、黑色签字笔(钢笔)、直尺、橡皮。

禁止携带任何书籍、笔记本、资料、报刊、草稿纸以及各种无线通信工具(如手机、移动电话)、录放音机、电子记事本等物品。

考场内不得擅自相互借用文具。

4、入场后,要对号入座,将本人准考证以及有效身份证件放在课桌左上角,以便核验。

5、答题前应认真填写答题卡中的姓名、准考证号等栏目。

凡答题卡中该栏目漏填涂、错填涂或字迹不清、无法辩认的,答题卡一律无效。

6、必须严格按要求做答题目。

书写部分一律用黑色签字笔(钢笔)做答,填涂信息点时只能用铅笔(2B)涂黑。

只能在规定考生做答的位置书写或填涂信息点,不得更改题号。

不按规定要求填涂和做答的,一律无效。

在答题过程中,请注意维护自己的权益,防止他人抄袭自己的答案。

如被人抄袭,后果自负。

7、遇试卷分发错误或试题字迹不清等情况应及时要求更换。

8、在考场内必须严格遵守考场纪律,对于违反考场规定和不服从考试工作人员管理者,取消考试成绩并按校纪校规处理。

9、考试结束铃声响时,要立即停止答题,将试卷扣放在桌面上,待监考员允许后方可离开考场。

离开考场时必须交卷,不准携带试卷、答题卡(纸)离开考场。

10、自觉服从考试工作人员的管理,不得以任何理由妨碍监考人员进行正常工作。

监考人员有权对考场内发生的问题,按规定作出相应处理。

对扰乱考场秩序,恐吓、威胁考试工作人员的将移交公安机关追究其责任。

二、违规处理规则(参照教育部《国家教育考试违规处理办法》制定)1、考生有下列违规行为之一的,取消考试成绩:(1)携带规定以外的物品进入考场或者未放在指定位置的;(2)未在规定的座位参加考试的;(3)考试开始信号发出前答题或者考试结束信号发出后继续答题的;(4)在考试过程中旁窥、交头接耳、互打暗号或者手势的;(5)在考场或者教育考试机构禁止的范围内,喧哗、吸烟或者实施其他影响考场秩序的行为的;(6)未经考试工作人员同意在考试过程中擅自离开考场的;(7)将试卷、答卷(含答题卡下同)、草稿纸等考试用纸带出考场的;(8)用规定以外的笔或者纸答题或者在试卷规定以外的地方书写姓名、考号或者以其他方式在答卷上标记信息的;(9)携带与考试内容相关的文字材料或者存储有与考试内容相关资料的电子设备参加考试的;(10)抄袭或者协助他人抄袭试题答案或者与考试内容相关的资料的;(11)抢夺、窃取他人试卷、答卷或者强迫他人为自己抄袭提供方便的;(12)在考试过程中使用通讯设备的;(13)由他人冒名代替参加考试的;(14)故意销毁试卷、答卷或者考试材料的;(15)在答卷上填写与本人身份不符的姓名、考号等信息的;(16)传、接物品或者交换试卷、答卷、草稿纸的;(17)故意扰乱考点、考场、评卷场所等考试工作场所秩序的;(18)拒绝、妨碍考试工作人员履行管理职责的;(19)威胁、侮辱、诽谤、诬陷考试工作人员或其他考生的;(20)通过伪造证件、证明、档案及其它材料获得考试资格或考试成绩的。

2、在考试结束后发现下列行为之一的,应当认定相关的考生实施了考试作弊行为,取消考试成绩;(1)评卷过程中被发现同一科目同一考场有两份以上(含两份)答卷答案雷同的;(2)考场纪律混乱、考试秩序失控,出现大面积考试作弊现象的;(3)考试工作人员协助实施作弊行为,事后查实的;(4)其他应认定为作弊的行为。

3、代替他人或由他人代替参加考试,是在校生的,由所在学校按有关规定严肃处理,直至开除学籍;其他人员,建议其所在单位给予行政处分,直至开除或解聘。

除此之外,考试机构按照作弊人员的行为记录,向有关单位及社会公开其有关信息。

附件十七:中华人民共和国教育部令(第18号令)《国家教育考试违规处理办法》第一章总则第一条为规范对国家教育考试违规行为的认定与处理,维护国家教育考试的公平、公正,保障参加国家教育考试的人员(以下简称考生)、从事和参与国家教育考试工作的人员(以下简称考试工作人员)的合法权益,根据《中华人民共和国教育法》及相关法律、行政法规,制定本办法。

第二条本办法所称国家教育考试是指普通和成人高等学校招生考试、全国硕士研究生招生考试、高等教育自学考试等,由国务院教育行政部门确定实施,由经批准的教育考试机构承办,在全国范围内统一举行的教育考试。

第三条对参加国家教育考试的考生以及考试工作人员、其他相关人员,违反考试管理规定和考场纪律,影响考试公平、公正行为的认定与处理,适用本办法。

对国家教育考试违规行为的认定与处理应当公开公平、合法适当。

第四条国务院教育行政部门及地方各级人民政府教育行政部门负责全国或者本地区国家教育考试组织工作的管理与监督。

承办国家教育考试的各级教育考试机构负责有关考试的具体实施,依据本办法,负责对考试违规行为的认定与处理。

第二章违规行为的认定与处理第五条考生不遵守考场纪律,不服从考试工作人员的安排与要求,有下列行为之一的,应当认定为考试违纪:(一)携带规定以外的物品进入考场或者未放在指定位置的;(二)未在规定的座位参加考试的;(三)考试开始信号发出前答题或者考试结束信号发出后继续答题的;(四)在考试过程中旁窥、交头接耳、互打暗号或者手势的;(五)在考场或者教育考试机构禁止的范围内,喧哗、吸烟或者实施其他影响考场秩序的行为的;(六)未经考试工作人员同意在考试过程中擅自离开考场的;(七)将试卷、答卷(含答题卡、答题纸等,下同)、草稿纸等考试用纸带出考场的;(八)用规定以外的笔或者纸答题或者在试卷规定以外的地方书写姓名、考号或者以其他方式在答卷上标记信息的;(九)其他违反考场规则但尚未构成作弊的行为。

第六条考生违背考试公平、公正原则,以不正当手段获得或者试图获得试题答案、考试成绩,有下列行为之一的,应当认定为考试作弊:(一)携带与考试内容相关的文字材料或者存储有与考试内容相关资料的电子设备参加考试的;(二)抄袭或者协助他人抄袭试题答案或者与考试内容相关的资料的;(三)抢夺、窃取他人试卷、答卷或者强迫他人为自己抄袭提供方便的;(四)在考试过程中使用通讯设备的;(五)由他人冒名代替参加考试的;(六)故意销毁试卷、答卷或者考试材料的;(七)在答卷上填写与本人身份不符的姓名、考号等信息的;(八)传、接物品或者交换试卷、答卷、草稿纸的;(九)其他作弊行为。

第七条教育考试机构、考试工作人员在考试过程中或者在考试结束后发现下列行为之一的,应当认定相关的考生实施了考试作弊行为:(一)通过伪造证件、证明、档案及其他材料获得考试资格和考试成绩的;(二)评卷过程中被发现同一科目同一考场有两份以上(含两份)答卷答案雷同的;(三)考场纪律混乱、考试秩序失控,出现大面积考试作弊现象的;(四)考试工作人员协助实施作弊行为,事后查实的;(五)其他应认定为作弊的行为。

第八条考生及其他人员应当自觉维护考试工作场所的秩序,服从考试工作人员的管理,不得有下列扰乱考场及考试工作场所秩序的行为:(一)故意扰乱考点、考场、评卷场所等考试工作场所秩序;(二)拒绝、妨碍考试工作人员履行管理职责;(三)威胁、侮辱、诽谤、诬陷考试工作人员或其他考生;(四)其他扰乱考试管理秩序的行为。

第九条考生有第五条所列考试违纪行为之一的,取消该科目的考试成绩。

考生有第六条、第七条所列考试作弊行为之一的,其当次报名参加考试的各科成绩无效;参加高等教育自学考试考生,视情节轻重,可同时给予停考一至三年,或者延迟毕业时间一至三年的处理,停考期间考试成绩无效。

第十条考生有第八条所列行为之一的,应当终止其继续参加本科目考试,其当次报名参加考试的各科成绩无效;考生及其他人员的行为违反《治安管理处罚条例》的,由公安机关进行处理;构成犯罪的,由司法机关依法追究刑事责任。

第十一条考生以作弊行为获得的考试成绩并由此取得相应的学位证书、学历证书及其他学业证书、资格资质证书或者入学资格的,由证书颁发机关宣布证书无效,责令收回证书或者予以没收;已经被录取或者入学的,由录取学校取消录取资格或者其学籍。

第十二条代替他人或由他人代替参加国家教育考试,是在校生的,由所在学校按有关规定严肃处理,直至开除学籍;其他人员,由教育考试机构建议其所在单位给予行政处分,直至开除或解聘,教育考试机构按照作弊行为记录并向有关单位公开其个人基本信息。

第十三条考试工作人员应当认真履行工作职责,在考试管理、组织及评卷等工作过程中,有下列行为之一的,应当停止其参加当年及下一年度的国家教育考试工作,并由教育考试机构或者建议其所在单位视情节轻重分别给予相应的行政处分:(一)应回避考试工作却隐瞒不报的;(二)擅自变更考试时间、地点或者考试安排的;(三)提示或暗示考生答题的;(四)擅自将试题、答卷或者有关内容带出考场或者传递给他人的;(五)在评卷、统分中严重失职,造成明显的错评、漏评或者积分误差的;(六)在评卷中擅自更改评分细则或者不按评分细则进行评卷的;(七)因未认真履行职责,造成所负责考场出现雷同卷的;(八)擅自泄露评卷、统分等应予保密的情况的;(九)其他违反监考、评卷等管理规定的行为。

第十四条考试工作人员有下列作弊行为之一的,应当停止其参加国家教育考试工作,由教育考试机构或者其所在单位视情节轻重分别给予相应的行政处分,并调离考试工作岗位;情节严重,构成犯罪的,由司法机关依法追究刑事责任:(一)为不具备参加国家教育考试条件的人员提供假证明、证件、档案,使其取得考试资格或者考试工作人员资格的;(二)因玩忽职守,致使考生未能如期参加考试的或者使考试工作遭受重大损失的;(三)利用监考或者从事考试工作之便,为考生作弊提供条件的;(四)伪造、变造考生档案(含电子档案)的;(五)在场外组织答卷、为考生提供答案的;(六)指使、纵容或者伙同他人作弊的;(七)偷换、涂改考生答卷、考试成绩或者考场原始记录材料的;(八)擅自更改或者编造、虚报考试数据、信息的;(九)利用考试工作便利,索贿、受贿、以权徇私的;(十)诬陷、打击报复考生的。

第十五条因教育考试机构管理混乱、考试工作人员玩忽职守,造成考点或者考场纪律混乱,作弊现象严重;或者同一考点同一时间的考试有五分之一(含五分之一)以上考场存在雷同卷的,由教育行政部门取消该考点当年及下一年度承办国家教育考试的资格;高等教育自学考试考区内一个或者一个以上专业考试纪律混乱,作弊现象严重,由高等教育自学考试管理机构给予该考区警告或者停考该考区相应专业一至三年的处理。

江西广播电视大学赣电大教字〔2009〕118号关于组织2009年秋季京外地区学生参加北京地区成人本科学士学位英语统一考试的通知各市级电大(分校):北京教育综合服务中心组织的北京地区成人本科学士学位英语统一考试定于2009年11月21日(星期六)上午9:00-11:00举行。

开放教育本科(专科起点)法学、计算机科学与技术、公共事业管理(卫生事业管理)、汉语言文学、行政管理、小学教育、数学与应用数学、公共事业管理(教育管理)、经济学(经济分析方向)、机械设计制造及其自动化、广告学、土木工程、物流管理等13个专业学位考试的学生可参加该考试。

土木工程专业只允许2005秋(含)以后入学的考生报考。

另受北京市教育综合服务中心的委托,全国电大还将承担北京市高校网院外埠学生(以下称非电大考生)参加此项考试的组考工作。

现将有关事项通知如下:一、考点设置经中央广播电视大学和北京教育综合服务中心批准,设置“北京地区成人本科学士学位英语统一考试京外考点”。

我省共设有5个考点:省校直属考点、赣州电大考点、抚州电大考点、九江分校考点、吉安分校考点。

二、考试组织由北京教育综合服务中心和中央电大考试中心共同组织,由地方电大具体实施。

三、考务工作(一)报名1.报名采用“北京地区成人本科学士学位英语统一考试系统”3.1版本来完成。

2.电大考生的报名工作由各考点负责,非电大考生的报名工作由其他高校负责。

报考信息必填项为:姓名、性别、专业简称、专业代码(见附件1)、学制、年级、学号、身份证号。

专业简称与专业代码必须相对应。

3.考生报名时使用电子照片,文件名格式为:身份证号.jpg,大小不超过15K。

4.报考条件:申请学位前两年的考生。

(二)数据传输1.9月16日前,各市级电大(分校)汇总各考点报名系统数据(含照片),压缩后(文件名为:市电大名+人数)挂省校教务论坛。

未按时上报数据导致考生无法报考的,责任自负。

2.10月14日前,省电大考务科通过教务论坛下发各考点考场编排数据。
