2009年1月11日，美国国家科学委员会(National Science Board，以下简称委员会) 代表NSF发布致美国当选总统奥巴马的一封公开信，其主题是《改善所有美国学生的 科学、技术、工程和数学(以下简称STEM教育)》。 明确指出：国家的经济繁荣和安 全要求美国保持科学和技术的世界领先和指导地位。大学前的STEM教育是建立领导 地位的基础，而且应当是国家最重要的任务之一。委员会敦促新政府抓住这个特殊的 历史时刻，并动员全国力量支持所有的美国学生发展高水平的STEM知识和技能。

STEM是科学（Science），技术（Technology），工程（ Engineering），数学（Mathematics）四门学科英文首字母 的缩写，其中科学在于认识世界、解释自然界的客观规律；技 术和工程则是在尊重自然规律的基础上改造世界、实现对自然 界的控制和利用、解决社会发展过程中遇到的难题；数学则作 为技术与工程学科的基础工具。由此可见，生活中发生的大多 数问题需要应用多种学科的知识来共同解决。

在STEM的基础上，韩国最早提出了STEAM，美国提出了STEMx，中 国上海在2014年率先提出了STEM+的构想。从2014年开始，上海市 教委通过推进“长周期实证教育研究项目”在15区，200所幼儿园、 小学、初中和高中实验学校开始了STEM+教育的实证研究。这个 “+”包含了科学、技术、工程、数学与人文精神、艺术素养和社会 价值观的结合，其中特别强调科学与人文精神和社会价值观的养成。 这个“+”不仅仅是内容的增加，更重要的是育人理念的提升。
