九、办理形式：窗口、网上办理十、验核标准：（一）常驻机构首次进境公用物品前，应当向主管海关办理备案手续。
（二）常驻机构申请进出境公用物品应当以本机构自用、合理数量为限。
（三）非居民长期旅客是指经公安部门批准进境并在境内连续居留一年以上（含一年），期满后仍回到境外定居地的外国公民、台港澳地区人员、华侨。
非居民长期旅客进出境自用物品应当以个人自用、合理数量为限。
（四）常驻人员是指非居民长期旅客中的下列人员：.境外企业、新闻机构、经贸机构、文化团体及其他境外法人经中华人民共和国主管部门批准，在境内设立的并在海关备案的常设机构内的工作人员；.在海关注册登记的外商投资企业内的人员；.入境长期工作的专家。

有下列特殊情况之一，且申请人有正当理由，经直属海关批准，可以在货物拟进出口前3个月内提出预裁定申请：因不可抗力或政策调整原因造成申请时间距实际进出口时间少于3个月的；申请企业在海关注册时间少于3个月的。

九、办理流程：
（一）馆员应当自本人入境后年内向其国内居住地的直属海关或者经直属海关授权的隶属海关提交书面申请；
（二）主管海关审核批准后，进境地海关凭主管海关的审批单证和其他相关单证办理验放手续，并将车辆放行结果批注于《申报单》，退主管海关备核；聞創沟燴鐺險爱氇谴净祸測樅。
（三）馆员应当自进境地海关放行车辆之日起个工作日内，向主管海关申领《中华人民共和国海关监管车辆进出境领销牌照通知书》，依法在公安机关交通管理部门办理机动车注册登记手续，公安机关交通管理部门核发小型汽车号牌。

（一）仅适用于参加车辆管理制度改革试点驻外使领馆（附件）中享受常驻人员待遇的工作人员（简称馆员），不包括驻港澳地区内派机构的工作人员和其他我常驻境外机构的工作人员。
