(二)常驻机构申请进出境公用物品应当以本机构自用、合理数量为限。
(三)非居民长期旅客是指经公安部门批准进境并在境内连续居留一年以上(含一年),期满后仍回到境外定居地的外国公民、台港澳地区人员、华侨。
非居民长期旅客进出境自用物品应当以个人自用、合理数量为限。
(四)常驻人员是指非居民长期旅客中的下列人员:.境外企业、新闻机构、经贸机构、文化团体及其他境外法人经中华人民共和国主管部门批准,在境内设立的并在海关备案的常设机构内的工作人员;.在海关注册登记的外商投资企业内的人员;.入境长期工作的专家。

二、适用范围:本项目适用于进境(过境)动植物及其产品检疫审批事项的申请和办理,具体包括以下品种:(一)进境活动物(含动物,胚胎、精液、受精卵、种蛋及其他动物遗传物质)、生物材料、非食用动物产品、饲料及饲料添加剂、果蔬类、烟草类、粮谷类、豆类、薯类等;(二)过境动物;(三)特许审批范围包括:动植物病原体(包括菌种、毒种等)、害虫以及其他有害生物,动植物疫情流行国家和地区的有关动植物、动植物产品和其他检疫物,动物尸体,土壤。

(五)《中华人民共和国海关进出境自用物品申报单》(见附件)。
九、办理流程:
(一)馆员应当自本人入境后年内向其国内居住地的直属海关或者经直属海关授权的隶属海关提交书面申请;
(二)主管海关审核批准后,进境地海关凭主管海关的审批单证和其他相关单证办理验放手续,并将车辆放行结果批注于《申报单》,退主管海关备核;聞創沟燴鐺險爱氇谴净祸測樅。
(三)馆员应当自进境地海关放行车辆之日起个工作日内,向主管海关申领《中华人民共和国海关监管车辆进出境领销牌照通知书》,依法在公安机关交通管理部门办理机动车注册登记手续,公安机关交通管理部门核发小型汽车号牌。

十一、审核标准:
(一)仅适用于参加车辆管理制度改革试点驻外使领馆(附件)中享受常驻人员待遇的工作人员(简称馆员),不包括驻港澳地区内派机构的工作人员和其他我常驻境外机构的工作人员。
