2G同CELLID导致无法添加4-2邻区
1、首先添加ADJG项，如下制作PLAN后正常激活完成
2、ADJG完成后网管会自动更新EXGCE，再由EXGCE同步更新RELG。
3、于是改完ADJG后，我在NETACT上对网管和基站进行了Update。
4、更新完成后，导出现网最新RELG配置表，并根据需要添加的4-2邻区信息进行制作PLAN。
5、PLAN制作完成后，ImportPLAN时，提示出现错误，意思就是相同的cellId 存在多个目标小区（EXGCE ID）,无法执行PLAN。
6、于是把16个重复的EXGCE-ID提取出来，发现重复的EXGCE-ID对应的2G 侧的CI相同，但LAC不同，核查数据库，其中1个CI为扬州2G的，另外1个为泰州或者盐城的。
于是对CI是泰州盐城的EXGCE-ID进行删除验证操作。
7、询问其他诺基亚项目人员，步骤与我相同，但他们同一个省份不存在2G的CI相同的情况，如果存在相同的，同一厂家相邻地市会产生EXGCE重复的问题，导致无法大批量添加RELG。
华为4G-2G重选重定向互操作
激活基于低优先级的L2G重选1.执行MML命令ADD CELLRESELGERAN，配置GERAN小区重选的数据记录。
该MO是L2G的重选开关，根据实际情况设置“本地小区标识（Local cell ID）”，其它参数可以采用缺省值。
默认设置有TreselectionRAT = 1s。
MML 实例如下：ADD CELLRESELGERAN: LocalCellId=0, SpeedStateSfCfgInd=NOT_CFG;1.执行MML命令MOD CELLRESEL，配置小区重选参数，根据实际情况配置异频测量门限值配置指示、异频/异系统测量启动门限（异频异系统是同一个值，该值的配置需要优先满足异频需求，建议取值10）、服务频点低优先级重选门限（异频异系统是同一个值，该值的配置需要优先满足异频需求，建议取值6）、小区重选优先级（根据每个本地网的LTE频段（F/D/E）优先级进行配置，一般配置5～7。
）等参数，其他参数可以采用缺省值。
MML 实例如下：MOD CELLRESEL: LocalCellId=0, SNonIntraSearchCfgInd=CFG,SNonIntraSearch=10, ThrshServLow=6, CellReselPriority=5;1.执行MML命令ADD GERANNFREQGROUP，配置GERAN重选优先级。
将异系统GERAN重选优先级配置指示（Cell reselection priority configure indicator）设置为 CFG。
开始频点根据网规结果进行配置，建议取值频点组最低的一个频点。
低优先级重选门限值建议取10。
本地小区标识（Local cell ID）、BCCH组标识（BCCH group ID）则根据实际情况进行设置。
GERAN重选优先级配置（Cell reselection priority）低于LTE小区的重选优先级（配置GSM频点组的重选优先级，建议在1～2之间取值）。

VoLTE 参数及邻区配置原则一、VoLTE 互操作邻区配置方法VoLTE 商用后，由于语音业务需求或由于4G 覆盖原因，终端需要通过SRVCC 方式互操作至2G 系统。
因此，制定4G 至2G 邻区配置方法如下：1、 4G 至 2G 邻区配置原则（用于 VoLTE 业务）➢如果4G与2G小区共站，4G首先需要配置所有共站的2G小区;同时需要继承配置其中同方向角的2G共站小区(系统实现时可考虑一定的角度放宽,暂定60度内)的2G邻区。
➢如果4G仅与3G小区共站，4G需要配置所有3G共站小区的2G邻区。
➢如果4G站点为新建站，优先添加第一圈2G邻区。
应重点检查以下两类2G小区：-距离4G站点最近的N个2G站址中, 如果存在室外小区,则选择天线方向指向本小区的2G小区（）；如果存在建议是法线正负60°之内室分小区，则无需考虑方向角，上述室内、外小区共M个（N建议小于9个；建议距离在2km范围内）-4G小区天线法向方向正面对打小区且两小区天线相对方向角度在60°之内最近的2个候选邻区（该邻区距本小区不超过1000m），如该2小区被包含于前述M个小区，则需配邻区个数为M，否则为M+2个。
➢如果4G与2G共室分，4G需要配置该2G室分小区，及该2G室分小区的邻区。

LTE邻区添加指导书概述：LTE邻区涉及系统内邻区、到TD邻区、到GSM邻区，本文将通过具体示例进行详细演示，对邻区规划原则以及注意事项做了简要说明。
使用工具：1、添加系统内邻区LTE系统内邻区类型：按频率分为同频、异频邻区，按邻区关系分为同站、异站邻区，本文以添加异站同频邻区为例，其他情况操作方式一致。
添加邻区的方式主要存在两种：MML命令方式、脚本方式：分别对应于单个、多个邻区添加的应用场景。
本文对两种方式均做详细说明。

1．3G添加4G：步骤1.在RNC LMT上执行MML命令LST TCELLSIBSWITCH，查询小区“系统消息开关”是否打开下发“SIB19”系统消息块的开关。
●如果关闭下发“SIB19”系统消息块的开关，转步骤2。
●如果打开下发“SIB19”系统消息块的开关，转步骤3。
步骤2：在RNC LMT上执行MML命令MOD TCELLSIBSWITCH，设置小区“系统消息开关”，打开下发“SIB19”系统消息块的开关（6.0版本在小区激活的状态下无法打开SIB19开关，需要去激活小区（DEA TCELL）后再打开SIB19开关（注：已经升级8.0版本的RNC不存在此问题）。
步骤3：在RNC LMT上执行MML命令MOD TCELLSELRESEL，配置本小区的优先级及重选相关参数。
（选择相应小区后按照如下配置即可）步骤4：在RNC LMT上执行MML命令ADD TLTECELL，配置LTE小区的基本信息。
其中各项信息根据实际填写，LTE小区标识的计算方法是：该参数用于在一个PLMN区中唯一标识一个LTE小区。
是由eNodeb ID+cellID组成，LTE小区标识（十进制）可以配置为 eNnodeB (协议规定为20bit二进制)组合CELLID（协议规定为8bit 二进制,一般cellID都在3以内，不够在数字前加0），比如：eNodeb ID从TD-LTE基站信息表上查出来的是713180，CELLID从界面上查出来的是1，换算成十六进制是AE1DC01,转为十进制是182574081。
在RNC LMT上执行MML命令ADD TLTENCELL，配置TD小区与LTE邻区的关系。
“TD小区标识”和“LTE邻区索引”根据已配置的实际信息填写。
在RNC LMT上执行MML命令ADD TCELLNLTECELLSELRESEL，配置LTE邻区选择重选信息。
--------- 请按照参数的测试参数进行设置（建议高优先级E-UTRA小区重选RSRP信号强度门限设置为9）重选原理终端从TDS重选到LTE邻区时，RNC通过系统消息SIB19下发配置的重选相关参数，从低优先级小区重选到高优先级小区时，只需关注目标小区的门限，要求目标小区的测量值要大于设定的门限值。

2.2、添加邻小区关系3、添加异频载波信息1）频点组起始频点：为规划表中BCCH的值(福州项目向杨建议保持0，不然后续频点等参数无法修改)2）后续频点表示方法：对于当前版本需填写“后续频点等间隔排列”（福州项目向杨建议选择：显示列出后续各个频点，然后依次列出需要的各个频点）3）相邻频点间的间隔：对于当前版本需填写“4”4）其余都为默认值即可。
注：对于3）和4）如此设置是因为其他设置会引起小区建立失败。
由于邻区添加过多，致广播资源不足，引起小区建立失败。
5）GERAN的重选优先级节点位置：小区-小区异频载波信息-GERAN频率信息参数设置：置为“0”（低于LTE重选优先级）4其他参数设置4.1、加密和安全对于当前的高通芯片，加密和完保不能为空算法，所以配置应该如下：1）全局参数配置-全局测试开关-HL全局测试开关2）全局配置参数-全局算法-加密算法3）全局参数配置-全局算法-完整性保护算法4.2、异系统互操作小区-小区算法-异系统互操作红框内部分按照图片填写，其他的都为默认值，且由于本次测试只测回落到2G网络，所以其他开关也是按照图片内容填写。
