IMF世界经济展望(2011年2月中、英文版)

发布之前，严格保密发布时间南非（南非时间）：2011年1月25日上午10: 00华盛顿（东部时区）：2011年1月25日上午3: 00全球复苏继续向前推进，但仍不均衡双速复苏仍在继续。

在先进经济体，经济活动放缓幅度小于预期，但增长仍然疲弱，失业率仍居高不下，欧元区边缘国家压力再现正在造成下行风险。

在许多新兴经济体，经济活动仍然活跃，通货膨胀压力正在显现，目前还有一些过热迹象，其一部分原因是资本流入十分强劲。

大多数发展中国家，特别是撒哈拉以南非洲国家的增长也越来越强劲。

预计2011年的全球产出将增长4.5%（见表1和图1），相对2010年10月期《世界经济展望》上调了约0.25个百分点。

这反映了2010年下半年的经济活动强于预期以及美国采取的刺激今年经济活动的新政策举措。

但是，恢复仍面临较高的下行风险。

要实现强劲复苏，最紧迫的任务是采取全面和迅速的行动，克服欧元区的主权和金融困难，以及采取政策措施普遍解决先进经济体的财政失衡，修复和改革它们的金融体系。

这些措施还需辅之以主要新兴经济体采取缓解过热压力和促进外部再平衡的政策。

全球经济正在复苏2010年第三季度，按年率计算，全球经济活动仅扩张了3.5%。

第三季度慢于第二季度5%的增长率是意料之中的，但由于美国和日本的消费强于预期，第三季度的增长率仍好于2010年10月期《世界经济展望》的预测。

较好的结果部分地要归因于经济刺激措施，特别是日本的政策。

更普遍地，有越来越多的迹象表明，在危机期间大幅下滑的主要先进经济体的私人消费正开始巩固（图2）。

在新兴经济体和发展中经济体，在业已稳定的私人需求、仍旧宽松的政策态势以及重新高涨的资本流入的推动下，第三季度的增长仍然强劲。

尽管2010年的世界经济焦点迭起，但国际金融市场依然相对稳定。

然而，未来国际金融市场却充满不确定风险压力，金融危机担忧将会再次成为现实，金融危机冲击将在所难免，个别地区和国家将会出现金融危机的严重局面。

当前及未来的世界经济复苏以及发达国家复苏或发展中国家增长强劲并非乐观，因为这是在全球付出巨大代价的前提下得到的结果，不仅没有完全摆脱危机，相反酝酿另外一场新的危机，全球未来前景难以预料甚至超出预料。

然而，国际金融发展态势突出相对稳定的经济扶持和支撑，进而市场在震荡中渡过难关和险情，全年基本稳定态势较为明显，国际金融市场的特点集中为以下三点：特点一：舆论混乱性突出。

全年国际形势特点十分突出舆论先导，运用舆论主导和指引作用，既有利于舆论制造者、政策规划者目标和战略的有效实施，也有利于货币主导国家的政策前瞻性和对未来的设计，给予主导国家未来战略设计带来充实的基础和有效的配置，新型金融危机的损害和冲击已经完全超出传统意义的破坏和打击。

目前处于新型金融危机源头的国家已经转变为脱离风险和逐渐走向收益阶段，不仅国家战略性收益贴近目标，而且国际技术性收获更加充实，具有强大的指引性和垄断力。

2010年国际金融突出舆论先导的作用与影响，进而诸多问题的表面性和表象论十分明显，主次不分、优劣不分以及强弱不分则进一步扩大，并且直接影响对风险的判断和评估。

2010年国际金融市场舆论喧嚣迭起，无论是二次探底、欧债危机、货币操纵、全球再平衡等，始终是围绕发达国家有问题，发展中国家，尤其是新兴市场国家应该尽义务给予援助为焦点。

2010年世界经济形势回顾与2011年展望文 / 王静文2010年世界经济形势回顾（一）全球经济触底反弹，贸易投资逐渐恢复世界经济继2009年经历了二战以来的首次负增长之后，2010年出现触底反弹。

国际货币基金组织（IMF）在最新一期《世界经济展望》中预测，2010年全球实际GDP增长率为4.8%，其中发达经济体为2.7%，新兴和发展中经济体为7.1%。

世界银行、OECD和联合国经社理事会对2010年全球经济增长率的预测分别为2.9%、4.6%和3.6%，较2009年均有较大回升。

国际贸易同样在2010年实现了触底反弹。

世界贸易组织（WTO）和OECD分别预测，2010年全球贸易额将同比增长13.5%和12.3%。

IMF预测为增长11.4%，并预计在贸易复苏的同时，个别国家经常项目失衡状况将出现反复。

其中，美国经常项目逆差占GDP的比重将从2009年的2.7%略升至3.2%，英国从1.1%上升至2.2%，而德国顺差占GDP的比重将从4.9%升至6.1%，日本从2.8%升至3.1%，石油输出国从4.6%上升至6.7%。

但是，东亚“四小龙”顺差占比将从8.5%降至7.1%，中农村金融研究 23 January 2011封|面|文|章January 2011国将从6.0%降至4.7%（IMF，2010a）。

FDI方面，联合国贸易和发展会议（UNCTAD）发布的《世界投资报告2010》认为，全球外国直接投资流入量将从2009年的1.1万亿增至2010年的1.2万亿，2011年将进一步增至1.3万亿～1.5万亿，2012年则将达到1.6万亿～2万亿，初步恢复到2008年的水平。

由于跨国公司的财务状况持续改善、股票市值提高以及产业结构微调等因素，跨国并购比绿地投资增长速度更快，新兴和转轨经济体成为跨国并购的主要目的地。

（二）通胀通缩全球并存，货币政策出现分化2009年世界各国在救市过程中向市场释放出了大量流动性，随着世界经济的复苏，这些流动性首先在物价上体现出来，但由于各国经济基本面不同及处于产业链的不同阶段，物价相应表现出不同的走势。

该行预计，随着通胀率逐步向目标水平回归，美联储可能从今年年底开始退出刺激性货币政策。

对于中国，德银认为，中国今年上半年的通胀率将继续走高，但到下半年会出现下降。

全年经济增长可能略低于去年，因为受到西方经济体增长放缓的拖累。

世界经济双轨增长“在出现有史以来最严重的经济下滑以后，全球经济已经开始出现反弹，2010年的增长略高于趋势水平。

”德银的经济学家在报告中写道。

“我们预计全球经济将继续保持这种增长态势，在2011年实现4%左右的增长，2012年的增速还会略快一些。

”报告预计，全球经济今年的增速将从去年的4.7%降至3.9%。

但与此同时，全球经济不大可能出现二次探底，只是今年大部分地区的经济增速都将处于历史较低水平，低于2010年。

尽管总体的增长下降，但具体到各个经济体，全球经济今年的总体增长格局却可能呈现两种截然不同的景象。

一方面，美国和大部分欧洲国家受到房地产泡沫破裂和主权债务危机的沉重打击，其经济总量相比历史水平出现了大幅下降，需要很长时间来缓慢填补这之间的差距；另一方面，新兴经济体间接受到全球经济放缓的外溢效应影响，其经济增速可能较以往出现温和放缓，但在未来会高于全球平均水平。

眼下，全球经济增长需要依靠个人消费需求的复苏，因为此前支持经济增长的政府投资已经难以为继。

很多国家都面临创纪录的财政赤字，迫使政府削减开支，修复遭受经济衰退重创后的公共财政。

总体上，2011年对全球经济和各国政策制定者来说都将是极具挑战性的一年。

在经历了2009全年和2010年初的空前衰退后，世界经济在巨量货币和财政刺激政策下强劲复苏。

但进入2011年，对全球大部分地区尤其是美日欧等发达经济体，经济增长将会放缓，困难会更大。

（三）宏观经济分析1、全球经济分析2011年世界经济复苏步伐放缓，但发达国家工业仍然保持相对较快的增长；新兴市场经济体通胀持续高企，发达国家通胀压力逐步显现；除德国之外的发达国家失业率居高不下，新兴市场国家就业状况有所改善；发达国家主权债务危机严重，但企业和银行资金相对充裕。

预计2012年世界经济将延续低速增长局面，继续在周期底部徘徊，但全球经济二次探底的可能性很小。

巴西前两个季度GDP同比分别增长4.2%和3.1%；印度则延续去年初以来增速逐季放缓的态势，二季度经济增速降至7.7%；俄罗斯二季度GDP同比仅增长3.5%，比一季度下降0.8个百分点；中国GDP增速也逐季回落。

但是，从工业生产数据来看，发达国家工业生产仍然保持旺盛的增长势头。

以美国为例，2011年前9个月，工业生产同比增长均在3.2%之上，是2001年至2008年从未出现过的现象；从制造业新增订单来看，同比增长都在10%以上，这也远远超过危机爆发前的水平。

另外，美国权威行业研究机构供应管理协会（ISM）的数据显示，2011年9月，美国制造业活动连续第26个月扩张，增速比上月略有提高。

欧元区情况与此类似，2011年8月份，欧元区工业生产继续7月份的回升势头，环比增长1.2%，同比增长5.3%，前8个月平均水平也同美国一样超过历史同期，显示欧元区实体经济基本面尚好。

出现这一现象的主要原因有三：一是国际金融危机后各国更加注重实体经济发展；二是国际金融危机和主权债务危机直接冲击的是居民、金融机构和国家财政，对企业影响是间接的，发达国家企业的现金流仍然充足，技术水平仍然领先；三是新兴市场国家的发展对发达国家的投资品依然具有较大的需求。

2011年国际国内经济形势预测一、国际经济及主要货币走势预测2011年全球经济复苏分化，发达经济体增速放缓，新兴经济体复苏强劲，预计2011年全球经济增长率为4.2%左右。
