百姓安居乐业和外商投资都必须仰赖一个稳定和较少犯罪的环境。

第三段介绍为什么在犯罪面前无能为力:往往所谓犯罪,一定是已经发生的事情,等警方赶到的时候已经来不及。

另外法律对犯罪的惩罚往往大于预防,最后是社会上对监狱释放人员的歧视很难消除,容易再次引发犯罪。

As extremely violent crimes become increasingly rampant in many cities worldwide, a strong sense of insecurity and panic has been stirred up among people, leading to a pervasive hesitation to leave homes for activities such as shopping or sight-seeing. Amid such anxiety, it is not surprising that heated debates regarding to the extent to which actions can be taken to stop the embarrassing situation from deteriorating further have been aroused.Some of optimists, not surprisingly, stick to the view that the government and its law enforcement bodies are obliged to take more determined and precautionary efforts to prevent people from committing crimes in the first place and thus restore people’s confidence toward social stability. After all, it would be virtually impossible for people to live in normal lives when being swamped in constant fear of being robed on the street or attacked by gangsters having vicious intention to cause chaos. Moreover, with violence plaguing everywhere, few business investors would tend to put their money in countries where the safety of property and staff would be jeopardized, causing extreme poverty which would in turn further exacerbate the situation and ultimately creating a vicious circle. Given reasons presented above, government must do its utmost to minimize the risk of a society being totally disrupted by criminals.Others, however, believe that contributors leading to crimes are generally beyond the control of individuals or even the government. It would generally be too late for the police force to prevent some tragic murders from happening primarily due to the fact they are reactive rather than proactive. In other words, laws and regulations can be used, more often than not, as responses to crimes rather than clauses with the potential to deter people from engaging in illegal acts.
