煤炭工业露天矿设计规1 总则1.0.1 为贯彻执行国家发展煤炭工业的各项法律、法规和方针政策,推广应用露天煤矿行之有效的先进技术和管理经验,推动科技进步,保持煤炭工业可持续发展,提高露天煤矿经济效益,实现安全生产和合理开采煤炭资源,特制定本规。

1.0.2 本规适用于新建、改建、扩建大、中型露天煤矿的预可行性研究、可行性研究和工程设计。

小型露天煤矿预可行性研究、可行性研究及工程设计可参照执行。

1.0.3 露天煤矿建设工程项目构成,应精干主业并坚持专业化协作和社会化服务的原则。

1.0.4 露天煤矿工程设计,应以经济效益为中心,并贯彻可持续发展的原则,以高产高效为目标,采用现代化的技术装备,实行信息化管理,贯彻集中生产、减轻环境负担的方针。

处理好近期与远期、以近期为主体的工程关系。

1.0.5 露天煤矿预可行性研究及可行性研究,应根据矿田资源条件、外部建设条件、可能采用的开采工艺、技术装备、地下水控制方法及市场需求、资金筹措、投资效果等全面分析研究露天煤矿建设的必要性,可行性及合理性。

1.0.6 露天煤矿工程设计,必须贯彻综合利用的方针,有效地利用资源和保护资源。

对其共生、伴生矿产资源应加以回收利用或保护。

1.0.7 露天煤矿工程设计,对环保工程、水土保持工程和土地复垦工程,必须做到与主体工程同时设计。

1.0.8 露天煤矿预可行性研究、可行性研究和工程设计,除应符合本规外,尚应符合国家现行的有关标准的规定。

2 基本规定2.1 开采境界2.1.1露天煤矿的经济剥采比,应根据煤层赋存条件、剥离物特性、煤质、技术装备、资源回收率、生产成本、产品售价等条件确定,并应符合下列规定:1 褐煤、非焦煤、焦煤的经济剥采比分别不宜大于6m3/t、10m3/t、15m3/t;2 开采经济价值较低的低热值煤,应按其产品售价计算经济剥采比;3 开采多种有用矿物的露天煤矿,应按其综合价值计算经济剥采比。

2.1.2露天采掘场境界,应按境界剥采比小于或等于经济剥采比确定。

露天煤矿施工组织设计规范GB 51114-2015Code for construction organization plan of surface coal mine主编部门:中国煤炭建设协会批准部门:中华人民共和国住房和城乡建设部施行日期:2016年3月1日中华人民共和国住房和城乡建设部公告第860号住房城乡建设部关于发布国家标准《露天煤矿施工组织设计规范》的公告现批准《露天煤矿施工组织设计规范》为国家标准,编号为GB 51114-2015,自2016年3月1日起实施。

其中,第10.1.8、10.1.10条为强制性条文,必须严格执行。

本规范由我部标准定额研究所组织中国计划出版社出版发行。

中华人民共和国住房和城乡建设部2015年6月26日前言本规范是根据原建设部《关于印发<2006年工程建设标准规范制订、修订计划(第二批)>的通知》(建标[2006]136号)的要求,由中国煤炭建设协会勘察设计委员会和中煤科工集团沈阳设计研究院有限公司会同有关单位共同编制完成的。

本规范在编制过程中,编制组经广泛深入的调查研究,认真总结了我国露天煤矿建设的实践经验,并在广泛征求意见的基础上,最后经审查定稿。

本规范共分11章和2个附录,主要技术内容包括:总则,术语和符号,基本规定,工程项目管理,施工准备,施工部署,主体工程施工,施工进度计划,资源需求计划,安全、职业卫生和环境保护,施工组织设计的审批和修改等。

本规范中以黑体字标志的条文为强制性条文,必须严格执行。

本规范由住房城乡建设部负责管理和对强制性条文的解释,由中国煤炭建设协会负责日常管理,由中煤科工集团沈阳设计研究院有限公司负责具体技术内容的解释。

本规范在执行过程中,各单位如发现有需要修改补充之处,或需要解释的具体技术问题,请将意见或建议寄交中煤科工集团沈阳设计研究院有限公司(地址:沈阳市沈河区先农坛路12号;邮政编码:110015)。

(3)井巷排水方式设计,应符合现行国家标准《煤炭工业矿井设计规范》GB50215的有关规定。

(4)采掘场排水设计应符合下列规定:①计算正常降雨量应为10a或以上的多年雨季月平均降雨量;②采掘场的径流量应采用长历时暴雨量;③排水沟的径流量应采用短历时暴雨量。

(5)采掘场排水计算的设计暴雨重现期,大型露天煤矿不应小于50a,中型露天煤矿不应小于20a。

(6)采掘场排水设备应根据排水分期选择,并应符合下列规定:①排水泵工作时间应按每天20h计算;②暴雨排水量较小的露天矿,设在同一水平上的暴雨排水泵和正常降雨排水泵,宜选择同型号的水泵;③当暴雨排水量为正常降雨排水量的3倍及以上时,暴雨排水泵和正常降雨排水泵可选用不同型号的水泵;④正常降雨排水泵应设备用泵和检修泵,其数量应为工作水泵数量的50%;⑤暴雨排水泵可不设备用。

(7)采掘场排水泵站水池容积不宜小于正常降雨排水泵0.5h的排水量。

(8)排水管选择应符合下列规定:①应满足工作压力的要求;②正常降雨排水管径宜按经济流速1.5m/s~2.2m/s确定,暴雨排水管径应按流速不大于3.5m/s确定;③排水管数量不应少于2条,每一条应能满足正常降雨排水要求,全部排水管应能满足暴雨排水要求。
