CE标志在欧盟市场上属于法律强制性标志。
不论在欧盟内部企业生产的产品，还是其他国家生产的产品，要想在欧盟市场上自由流通，就必须加贴CE标志，以表明产品符合欧盟《技术协调与标准化新方法》（The New Approach to technical harmonization and standardization）指令的基本要求。
根据欧盟的法律，生产商和进口商负责验证其产品符合相关的欧盟指令的要求。
这意味着生产商（或是进口商，如果生产商不在欧盟的话）必须通过各种测试去确保该产品符合相关的要求。
生产商或进口商必须保存一份技术文件档案，技术文件包括对设备的详细描述、图纸、测试报告等。
当生产厂商或是他的授权代表认为该产品已经符合相关的要求后，他们需要签署一份符合性声明（Declaration of Conformity），然后就可以在产品上打上CE标志。
每个欧盟成员国的政府负责监督在市场上销售的产品是否符合相关的产品安全标准。
产品一旦被抽查到，生产商必须立刻向海关或者其他审查部门提供相关的证据或者技术档案来证明该产品是如何符合要求的。
如果该产品不符合相关指令的要求或者生产商不能提供所要求的文件的话，产品将会被禁止销售，甚至市场上的产品都会被要求全部收回。
需要CE标志的范围涵盖了欧盟以及欧洲自由贸易协定所属的会员国。
须符合CE指令要求的主要产品类别共有21类，例如：低电压设备Low Voltage (LVD)电磁兼容性产品Electromagnetic Compatibility (EMC)医疗器械Medical Device (MDD)机械类产品Machinery (MD)压力容器Pressure Equipment (PED)通信终端设备Radio and Telecommunication Terminal Equipment (R&TTE)所有在这些指令范围内的产品，都需要通过CE检验。
与认证标志不同，CE标志是一个自我宣称的标志，由供应商贴在产品上面，一般不需要经过第三方的产品测试。
CQC颁发和认可CB测试证书的规则程序
CQC颁发和认可CB测试证书的规则程序(CQC/PD004-2004)(2007-01-11)1．适用范围适用于中国质量认证中心对外声明所采用的IEC标准范围内的电工产品颁发和认可CB测试证书的活动。
2. 定义CB测试证书：由发证和认可的国家认证机构颁发的文件，与所附的测试报告一起用来通知其他国家认证机构，某种电工产品的一个或多个样品已经按照IECEE所采用的某个标准进行了测试，并证明该样品符合该标准。
CB测试证书只有在附有有关测试报告时，才有效。
测试报告应包括按有关标准进行测试的结果，有要求时，还可包括已声明的国家差异的测试结果。
3. 颁发和认可CB 测试证书的规则3.1 颁发CB测试证书的规则3.1.1 申请人可以向CQC提出获得CB测试证书的申请。
申请人是CB测试证书的持有者。
3.1.2 申请人应是能承担法律责任的独立实体。
3.1.3 申请人若委托代理人办理获得CB测试证书事宜时，应向CQC 提交委托书。
3.1.4 申请可以覆盖制造该产品的一个或几个国家中的一个或多个工厂。
如果申请包含多个工厂时，申请人应标明每个工厂的地址，且应提交保证来自不同工厂的产品都是相同的证明（声明）。
3.1.5 每个申请单元中只能包含一个商标品牌（brand name），如有多个品牌，应分别提交申请。
自2006年1月1日起，每张CB证书只能对应一个商标品牌。
3.1.6 申请人可以要求对其他CB成员国的国家标准差异进行测试。
3.1.7 申请人/制造商/生产厂中有任一地址所在地，为非IECEE成员国时，申请人应对每份颁发的CB测试证书向IECEE交纳附加费。
附加费的数额由IECEE确定并由CQC代收、汇寄IECEE帐户。
3.1.8申请人如果同意将证书内容作为公共信息发布在IECEE网站上，应在《CB测试认证申请书》（CQC/QPCP09.04）备注栏目中选择“同意”。
如果申请人没有选择，则按不同意处理，CB证书的内容将不会作为公共信息发布在IECEE网站上。

The IECEE-CB Scheme, as unique bridge between different conformity assessment scheme, plays more and more important role in international trade. In this issue of QULITY AND CERTIFICATION we will introduce general knowledge of CB Scheme, procedure of obtaining CB Test Certificate and the CB Testing capability of GTIHEA. An international Scheme is operated by the IECEE, known as the CB Scheme (Mutual Recognition of Test Certificates for Electrical Equipment). Test results, viz. CB Test Certificate and CB Test Report, about the safety performance of certain electrical products and tested on the basis of IEC standards, can be mutually recognized by the National Certification Bodies of IECEE. The Scheme is intended to reduce obstacles to international trade which arise from having to meet different national certification or approval criteria.
