最高层玉清境居住着元始天尊，也称天宝君。
第二层上清境居住着灵宝天尊，也称太上道君。

三位天尊是道教地位最高的教主，所以道教用“三清”作为宫、观、阁、殿的名称，三清阁的名称也是由此而来。

殿前有蛇龟石雕，叫“青蛇缠龟”，龟蛇代表长寿，据说用手摸一摸就能延年益寿，你看整个石雕已被摸得光亮如镜了。
平台上建有真武传奇堂，里面有真武大帝从出家到得到的配图故事，大家如有兴趣可进屋参观。
绕过真武殿我们能看到一眼泉，这眼泉叫“孝牛泉”。
关于此泉还有一个传说：昆明有个姓赵的屠夫，买了一头母牛和一条牛犊。
赵屠夫绑了母牛要杀时，听见有人在外面叫，于是放下刀子出门去看，不想回来时刀子却不见了，只见牛犊俯卧在地上。
屠夫很有怀疑，把牛犊打起来一看，刀子果然藏在其腹下。
赵屠夫拿起刀子就要杀牛，不想牛犊双眼流泪，望着母牛哀鸣。
这泪水和哀鸣声深深触动了赵屠夫：牛犊尚有孝母之心，何况人呢？于是赵屠夫放下屠刀，牵着母牛和牛犊到了三清阁出家。
由于三清阁建于悬崖峭壁之上，取饮用的水极不方便。
牛犊为报恩，用牛角穿石，引出甘泉。
这个传说情节动人，反映
了儒家“百善孝为先”和道家“善心有善报”的观念。
揽海处
从孝牛泉再往上走就可看见有石洞若门，穿过石门眼前豁然开朗，这里就到了“揽海处”。
在走过了一段狭小石道后，到了如此宽敞的地方，使人豁然开朗。
若从平台望出去，海天相连，更使人感受到天地的广阔和自然的博大，“天人合一”之感油然而生。
而且从山门经过艰苦的攀登到了这里，气喘吁吁的游人们可稍微休息一下了，在观赏湖光山色的同时也可以品读一下石壁上众多的摩崖石刻。
石壁南侧有明代傅宗龙的一副对联：“一径飞红雨，千林散绿荫。
”书法苍劲雄奇，联语意境优美。
对联所在的石室洞顶雕有彩凤衔书一函。
传说黄帝在洛水，有凤衔书，大禹受而天下大治。
这浮雕表现“洛献书”的传说。
大家请看在石壁上刻有“普陀胜景”四个字，我们知道普陀是佛教名山，那么在道教的胜地中为何出现佛教词语？这其中体现了一种存在于我过宗教中的普遍性象：儒、释、道三教是互相渗透、互相包容的，这种现象在明、清时期比较明显。
如刚才我们参观过的孝牛泉，其中就有儒家思想和道家思想的融合，而此处则是佛教和道家思想的共处，在后面的景点慈云洞我们还能看到观音像，更能体现出这一特点。
石隧道
从这里开始我们走进石隧道，大家请注意安全，人在屋檐下，不得不低头了。
请看隧道石壁上的五个红色大字：“长歌怀采薇”，它出自初唐诗人王继的五言律诗《野望》，说的是周武王伐纣，商朝灭亡，忠于商朝的伯夷、叔齐不愿意吃周食，隐于首阳山中采薇而食，终至饿。
