目的本手册为确定供应商与XXX客车股份有限公司、XXX集团有限公司(以下通称“XXX 公司”)之间关系的原则性文件,是作为每一个XXX公司供应商所必须遵守的。

为保证产品具有稳定的质量,本手册阐明了在产品开发初期至批量生产的整个过程中供应商必须开展并完成的各项工作。

此外,本手册明确了供应商需通过过程控制的方法来实现产品质量的一致性和可靠性。

供应商必须完全理解本要求的全部内容,并严格遵照执行。

XXX公司各有关部门将按照本手册的内容对供应商产品各阶段的工作进行检查和认可。

XXX公司对本手册有最终解释权。

未经XXX公司的书面同意,供应商不得将本手册转发第三方。

准入:为满足产品和供应商管理需求,开发认证供应商和产品的过程。

主要操作有:a、开发需求的提出:XXX公司各部门都可以根据产品需求和供应商管理需求,按照XXX公司的采购战略和采购政策规范,提出产品或供应商的开发需求。

采购部进行物料标准化的判断、目标确认(成本、质量、交付)。

b、供应商的选择确定:采购部根据采购战略首选体系内供应商进行产品的开发,当体系内供应商无法满足时,从市场寻找可提供该产品的供应商,比较优劣势,进行综合分析,由各部门评定后确定要开发的供应商。

c、供应商的认证:对供应商进行能力评估,是否具备持续满足XXX公司要求的能力。

主要措施包括:资格审核(对基本资料、资质进行初步评估)、产品试用(对按照XXX公司技术要求、交付要求、包装要求提供的产品按照XXX公司的产品试用方案进行验证评估)、符合性认证(对工厂的物流、技术、生产、财务等进行能力评估)、准供应商审核(XXX公司各部门对供应商的能力进行综合评估)。

次不少于三件合格的委托开发产品的样件,并随附 全尺寸检验报告和相关的检测、试验报告(资格实 验室)。 • 1.3.9.2 本公司品质部对样品按级别进行相应的物 理、理化、性能试验和尺寸检验,并填写样件评价 报告相应内容,对其做出初步评价。并有生产部排 专人进行试装,并填写样件评价报告。 • 1.3.9.3 本公司技术部根据品质部出具的检验和试 验报告,对样品的合格与否进行判定,并对其工艺 水平、外观、关键尺寸等进行综合评价,填写样件 评价报告的相应内容。 • 1.3.9.4 样品评价完成,由本公司供方管理部,同 时向潜在供方通报评价结论。 • 1.3.9.5 样品评价结论为不合格者,备选供方应按 本公司的整改要求,重新组织送样,并由本公司进 行再评价。对同一产品提供的样品连续三次评价不 合格者,取消其备选资格。必要时我公司进行指导 。

八、检查和纠正措施
贵司应保存所有相关文件记录以证明贵司符合《ABB供应商 行为准则》,并应根据ABB的要求提供所需的证明文件。为 了验证供应商的合规情况,ABB有权在发出合理通知的情况 下,依靠或不依靠第三方支持,自付费用审核和检查供应 商的业务和设施。如果ABB的审核或检查的结果表明贵司未 能遵守《ABB供应商行为准则》,贵司应及时按ABB的意见 采取必要的纠正措施。若贵司无法达到《ABB供应商行为准 则》的要求,则ABB可能会采取相应行动,包括暂停或取消 贵司作为ABB供应商的资格。
二、公平的劳动条件和禁止童工
贵司应确保提供公平的劳动条件。特别是,贵司应当: 避免基于性别、年龄、种族、国籍、宗教、残障、工会 会员、政治派别或性取向等原因的就业歧视; 尊重员工自由结社和集体谈判的权利; 即使遵守所有适用法律法规的要求,也不得在商业活动 的任何阶段容忍或使用童工; 禁止使用任何形式的强迫劳工或者非自愿的监狱劳工, 并且允许所有员工在给出合理的通知后自由离职; 向员工提供公平的报酬,并且遵守当地的工资规定和/ 或集体协议,如果没有适用的工资规定和/或集体协 议,则应向员工提供至少能够满足其基本需求的报酬; 确保工作时间,包括加班时间在内,不超过适用的法律 要求,当不存在这样的法规要求时,建议工作时间(包 括加班时间)不应超过每星期六十(60)小时;和 确保允许员工每星期至少有一(1)整天休息时间。
