什么是ATA单证册ATA单证册，又称为货物免税进口护照，是国际上广泛使用的一种海关文件。
这一国际海关制度自1963年投入实施以来，受到了商务界的普遍欢迎，年度签发量和所涉货物金额不断增长。
根据国际商会的最新统计资料，1999年度全球签发了约20万份ATA单证册，涉及货物金额达到120亿美元。
我国从1998年开始实施ATA单证册制度，成为第52个正式成员国。
目前，接受单证册的国家和地区总数已达到89个。
ATA单证册传统上由各国政府指定的专门商会签发，我国ATA单证册的签发和担保工作，经国务院授权，海关总署批准，由中国贸促会独家承担。
中国国际贸易促进委员会／中国国际商会是经国务院批准，海关总署授权的我国唯一的ATA单证册担保商会。
一、ATA单证册制度的便利1．简化通关手续持证人使用ATA单证册后，可无需填写各国国内报关文件，并免纳货物进口各税的担保，从而极大地简化了货物通关手续。
2．节约通关费用和时间ATA单证册由持证人在本国申请，从而使持证人在出国前就预先安排好去一个或多个国家的海关手续，无需在外国海关办理其它手续或交纳其它费用，并可以确保快捷通关。
3．低持证人风险使用ATA单证册，持证人无需为向外国海关交纳进口各税的担保而携带高额外汇出国。
4．ATA单证册可以重复使用ATA单证册的有效期为一年，其项下的货物可以在有效期内凭同一单证册在本国多次进出口，去多个国家海关办理暂准进口货物的进出口报关，并在多个国家过境通关。
5．应用人员范围广泛从事商务活动人员和各行专业人士均可受益于ATA单证册。
例如，会议代表、销售人员、参展厂家、演艺团体、记者、医生、科研人员、旅游者等各界人士均可为其所使用的货物或设备申办ATA单证册。
