International Journal of Technology Management1 IntroductionWith the continuous improvement of the people’s living standard in our country, people’s demand for food is a new step, not only request product fresh, delivery timely, quickly demand also presents many varieties, less number of the features. But in the current logistics situation of China’s food industry, especially in terms of the status of the cold chain logistics, there are a lot of worries. Around the face tension of land resources, the status quo of many ordinary warehouse, cold-chain logistics distribution center construction plan wants to do good, should be combined with impact evaluation indexes for the construction of cold chain logistics distribution center, analysis across different situations, adopt the method of science put forward specifi c solutions [1-2].According to the literature review, the characteristics of the effective logistics can be summarized as follows. (1) Improve the utilization rate of vehicle weight and volume. According to the prediction of traffic and different attributes of the fresh food requirements, configuration of refrigerated vehicles, as well as considering the number of need to meet specifications, varieties, such as requirement. Load technology, and constantly improve the packing method of packaging standardization. (2) Reasonable arrangement of the goods flow. The systematically comprehensively and organize the goods transport vehicle transportation, round-trip transportation to minimize the empty vehicle mileage. (3) The use of general advanced technology, to speed up the handling operation to reduce vehicle retention time, accelerate the turnover, reduce vehicle stay standing time, improve the utilization rate of vehicles and to reduce the number of vehicle confi guration [3-4].Fresh food cold chain circulation, refers to the cold after the harvest through commercialization processing, while maintaining the required by the new requirements under conditions of temperature, humidity and oxygen content, storage, transportation, sales and after sales to consumers in the whole process of, say, cold fresh food from the production or processing to complete the moment, until the customer table that belong to cold chain circulation. At present, logistics talent shortage is still the main reason for the development of industry.
