调查工作方案
根据市政府办公厅《关于开展重庆市2018年全国1%人口抽样调查的通知》(渝府办发〔2018〕110号)精神,扎实推进我县2018年全国1%人口抽样调查工作,确保调查质量,特制定本方案。
一、开展1%人口抽样调查的意义
(一)是制定发展规划的前提条件。
2018年是“十二五”规划完成、“十三五”规划开启的承上启下之年,也是全市2018年实现全面建成小康社会宏伟目标的关键时间节点。
开展好这次1%人口抽样调查,对于摸清2018年第六次人口普查以来全市人口在数量、素质、结构、分布以及居住等方面的变化情况,为制定经济社会发展规划提供科学准确的统计信息支持。
(二)是认清人口形势的客观需要。
一是了解全县劳动力供给变化情况,为完善就业政策提供依据;二是摸清老年人口规模,了解人口老龄化的发展程度,对完善养老保障制度、推进健康养老服务业发展具有重要意义;三是掌握流动人口变化情况,了解由此带来的流动儿童、流动家庭和农村留守儿童及留守老人的规模;四是反映城镇化发展情况;五是查清人口生育情况,了解随着生育政策的调整完善,人口增长产生的变化情况。
二、调查对象和范围
此次调查将在全县境内抽取约52个调查小区,调查对象为小
区内的全部人口(不包括港澳台居民和外国人),共约1.3万人。
三、调查内容和时间
调查内容为人口和住房的基本情况,主要包括姓名、性别、年龄、民族、受教育程度、行业、职业、迁移流动、社会保障、婚姻、生育、死亡、住房情况等。
调查时点为2018年11月1日零时。
四、调查方式
本次调查将采用住户通过互联网自主填报和调查员手持电子终端设备PDA入户登记相结合的调查方式。
五、调查工作实施步骤
根据国家统一部署,我县1%人口抽样调查工作拟分为三个阶段进行:
(一)准备阶段(2018年10月至2018年10月)
1.成立调查机构。
县人民政府成立1%人口抽样调查工作协调小组及其办公室,落实人员,明确职责分工;
2.编制调查经费预算。
本次调查所需经费按照分级负担原则,县财政将调查经费列入相应年度预算;
3.制定工作计划,召开全县1%人口抽样调查工作会议;
4.开展宣传动员;
5.选聘、培训调查指导员和调查员;
6.核实调查小区,绘制小区地图;
7.整理行政记录资料,开展调查摸底,完成后勤物资保障和数据处理准备等工作。
(二)调查登记及质量抽查阶段(2018年11月至12月)
1.调查登记。
组织调查指导员和调查员对全县抽中小区的调。
