Customs and Excise pulls together a host of anti-drugs initiatives set up to:Help young people resist drug misuse andachieve their full potential;Protect their communities from drug related anti-social and criminal behavior;Enable people with drug problems to overcome them and live healthy and crime-free lives; Stifle the availability of illegal drugs on streets.2. The various lots may be cleared from the bonded warehouse and duty paid on them when the company is in a position to begin erecting the entire plant.6．It was recognized that such a new classification system would produce a number of major advantages such as:（1）Reducing the cost of describing, classifying and coding goods for different purposes within any one international trade transaction;（2）Facilitating the collection, comparison and analysis of international trade statistics, for the purpose of trade negotiations, economic analysis or other reasons。

精讲课程第一讲本讲内容提要：一、有关考试二、有关教材三、精讲课时的编排四、第一章第一节内容精讲一、有关考试报关员资格考试是由海关总署统一组织的全国性考试，是执业资格的认定考试！从1997年开考到现在，已历经13年的时间！要想成为报关员，首先就要参加考试并获得报关员资格证书。
为了保证整个报关行业从业人员的整体素质，海关总署将每年报关员考试的通过率控制在10%左右！（历年通过率图一）也就是说，每年都有平均90%的考生没能通过考试。
那么没有通过的90%的考生，他们没有通过考试的原因又是什么呢？原因是多方面的！这里既有客观的原因，也有主观的原因！比方说：1、时间紧，（报名和统考时间相隔很近，考试准备时间不充分；报考的同时考生要兼顾本职工作和学习；可自由支配的学习时间很少）；2、考试涉及的内容多、范围广，且一部分内容还具有一定的专业技术水平要求；3、可供练习的专业资料少；4、考生如仅通过自学，很难发现自身学习的薄弱点和盲点，因而学习的针对性不强，学习效率不高。
等等！而在这众多的原因中最最根本的原因就是没有吃透考试教材，没有把握住教材的特点和核心内容，即没有抓住考试的关键点！当我们第一次拿到这本厚厚的教材时，我们似乎感觉无从下手!尤其是那些没有外贸从业经验和学习过外贸相关知识的考生！其实这本教材的编写有他自身的规律，每一部分的内容，按照它们各自的特点都可以用不同的方法来学习！二、有关教材接下来，我们就以06年的教材为例,来分析一下这套教材。
报关员资格考试的教材共有三本——（三副图），其中最主要的是——###（以下简称教材）！教材的内容由四个部分组成，包括：报关专业知识、报关专业技能、与报关工作相关的海关法律制度、报关相关知识，这四部分内容共分7章！而每章都有各自的特点，不同的特点有不同的学习方法：教材各章的特点及学习方法：第一章和第二章是一些概念性的东西，属于报关专业知识的范畴。
占的分值大概在30分左右。
这部分内容主要要求大家理解并记忆。
