可以,不过要扩展内容,一般要求至少30%不一样

第一是要看会议版权协议里作者保留的权利(除非以杂志增刊或书籍出版的文集,投杂志一般都没问题),第二是文章里要说明,初稿在会议上宣读发表了。

满足这两点,修改多少都没什么问题,我们有会后发的IEEE杂志文章就没要求改什么。

不过好的杂志都是要重新审稿,不审的话,可能也不值得发那个杂志。
