1.0 目的
制定方法以測量化妝品里含有的微生物并規定此類污染可接受的最高極限。

此規格适合以或可能以擦、潑、灑、噴、或噴于、圖抹或以其它方式用于人身体(或玩具)的化妝品(即清潔、美化、增加吸引力或改變形象,而不會影響身體、結構或功能)。

关于SVHC候选清单中硼化合物测试方法的说明
尊敬的客户:
欧盟第1907/2006(EC)号法规,即化学品的注册、评估、授权和限制(REACH)法规,要求在成品、配置品或物质中含有浓度大于0.1%的高关注物质(SVHC)的信息必须在供应链中传递。
截至2014年12月17号,硼酸、无水四硼酸钠、水合硼酸钠、三氧化二硼、四氟硼酸铅、过硼酸钠和水合过硼酸钠被列入SVHC候选清单。
因其被鉴定为致癌、致突变和生殖毒性物质。
由于现有检测手段仅能够检测硼元素和铅元素的含量,对其来源并不能被直接鉴定,目前没有标准化的国际方法可用于鉴定和定量检测以上这些SVHC在消费品中的含量。
SGS 依据ECHA的要求和专业研究,开发了检测这些SVHC物质的筛分方法,即通过检测硼元素和铅元素的含量,然后通过换算得出这些SVHC物质在样品中可能存在的最大浓度。
根据ECHA的推荐,此方法确认有效。
基于实验研究,有两种检测硼元素的方法可供选择:
□根据ICP-OES测试水提取的硼元素的结果换算「候选清单」中之硼化合物,
(非粉末/液体/膏体样品默认选择此方法)。
□根据ICP-OES测试的硼元素的结果换算「候选清单」中之硼化合物,
(粉末/液体/膏体类样品默认选择此方法)。
当检测结果为阳性时,建议客户通过检查化学配方和产品生产过程以进一步确认样品中是否存在上述化合物。
在欧盟成员国出售含有大于0.1%的SVHC的物品,关于REACH可能有进一步的义务需要遵循。
