随着广大残疾人维权意识的不断提高和覆盖城乡社会保障制度的逐步建立、完善与落实,残疾人证的功能与作用日益突出,第一代残疾人证已不能完全适应现实需要。
为进一步做好残疾人证管理工作,更好地实现残疾人共享改革发展成果,中国残联经过深入调研和反复论证,决定自2008年起,在全国统一制发第二代残疾人证。
现将有关事项通知如下:一、自本通知下发之日起,残疾人证按照新修订的《〈中华人民共和国残疾人证〉管理办法》实行管理,残疾评定标准确定为国务院批准的《第二次全国残疾人抽样调查残疾标准》。
中国残联〔1995〕残联组联字第61号文件颁布的管理办法和《中国残疾人实用评定标准》作废。
二、残疾人证是认定残疾人及残疾类别、等级的合法证件,是残疾人享受国家和地方政府优惠政策的重要凭证。
统一制发第二代残疾人证是残疾人事业发展的需要,核发和管理残疾人证是党和政府委托各级残联的一项重要管理职能,各级残联务必高度重视,加强领导,精心组织,科学管理,抓好落实。
三、核发和管理残疾人证要与残疾人状况调查,建立残疾人人口基础数据库,制定落实残疾人优惠政策,保障各项残疾人合法权益等工作结合进行,保证残疾人证的实际效用。
四、各级残联尤其是承担具体核发和管理任务的各市(地)、县(市、区)级残联要确定专人负责核发、管理。
