It has long been recognised that GDP – the standard measure of national income, relied on by politicians and commentators to assess the progress of nations – fails as a meaningful measure of social progress. It values only crude increases in income and takes no account of how fairly resources are distributed or the social and environmental damage caused by growth. A growing range of academics, commentators and politicians have been calling for new measures of progress.

二、中国认真履行国际公约和国际合作 1.我国先后批准了一系列国际环境公约和议定书,如《关于消耗 臭氧层物质的蒙特利尔议定书》《气候变化框架公约》《生物多 样性公约》《关于控制危险废物越境转移及其处置的巴塞尔公约》 《京都议定书》等。 2.我国是历届联合国环境署理事国。 3.截至2003年3月,我国已与32个国家签署了有关环境保护的备 忘录、行动计划、公报、声明、议定书等文件53份。 4.合作项目:与挪威、德国、加拿大等10个国家和地区在环保领 域开展了百余个合作项目。包括水资源研究与保护、大气质量研 究与保护、有害废弃物研究与管理、动植物研究与保护、环境宣 传教育、环保技术合作等。
答案:(1)气候变化会对地球生态系统和人类产生不良影响,应对 气候变化是全人类共同的责任;根据公平性原则,造成全球污染份 额大的国家应当承担更大的责任,到目前为止,绝大部分污染是由 已完成工业化的发达国家造成的,在应对气候变化上,发达国家应 比发展中国家承担更大的责任。
(2)发达国家应该严格履行《京都议定书》规定的减排目标,发展 中国家应该根据自身能力积极采取有效措施减少污染物排放,国际 社会要增加资金投入,扩大信息交流,加强节能、环保、低碳能源 等的研究和合作,加强技术的推广和利用;发达国家应积极为发展 中国家适应气候变化提供资金支持。
在地球上,绝大部分污染是已完成工业化的发达国家造成的,而广大 发展中国家在很大程度上是受害者。到目前为止,发达国家仍是世界 不可再生资源的主要消费者和重要污染源。因此,国际环保合作必须 遵循公平的原则,发达国家有义务率先采取环保措施,承担污染治理费 用,并将环保技术无偿或以优惠条件转让给发展中国家,这是发达国家 应承担的责任。

Christian Dworak表示欧盟《WEEE指令》规定了与废弃物管理有关的基本概念和定义。
第一个WEEE指令于2003年2月生效。
新的WEEE指令于2012年8月13日发布,并于2014年2月14日生效。
该指令明确了废弃物管理的基本原则,同时引入了“生产者责任延伸”,EPR是支持产品设计和生产的方法之一,在这些产品整个生命周期中充分考虑资源的有效利用,包括其修理、再利用、拆卸和回收。
2012年,欧盟委员会要求欧洲标准组织CENELEC为WEEE制定欧洲标准(WEEE指令2012/19/EU第8.5条)。
欧洲标准使生产者能够证明WEEE以符合法律的方式处理,并使用“生产者责任延伸”来履行自身责任。
