For instrument requirements not coveredby this specification, the ISA Standards and Recommended Practices forInstrumentation and Control, API RP-550,RP-551,RP-552, RP-554 and 555 shall beused as a guide.1.4 RepresentationThe method for representing and numbering instrument equipment on Piping andInstrument Flow Diagrams and Utility Flow Diagrams shall be in accordance with"Instrument Symbols and Identification for Piping and Instrument Flow Diagrams".1.5 RegulationsThis specification requires compliance with all national, government decree andregulations which may be applicable.1.6 Vendor Assembled Units in Process Service1.6.1 Instrumentation furnished by "package" shall conform to this standard aspossible.1.6.2 Local control panels for vendor assembled and skid mounted units, orother purchased units requiring panels, shall ordinarily be furnished by theXH11-0000-001equipment vendor. The panel, with the instrumentation therein, and theequipment to be controlled shall be tested as a unit wherever possible.1.6.3 Control panels for vendor assembled and skid mounted units shall be ingeneral accordance with this and "specification for instrument controlpanels"(document no.: XH11-0000-003). Where the panels are a " vendorstandard" such as machinery lube consoles or gage panels, or packagecompressure field panels, they shall be furnished by the vendor, fullytested as part of the vendor's package. Where the panels are "special"and/ or include instrumentation not normally a part of the vendor's supply,they shall be provided by the instrument design engineering group.─ GENERAL2.0 DESIGNREQUIREMENTS2.1 TaggingAll instruments shall be tagged for identification. The tags shall be substantially ofstainless steel, stamped with the tag number, and permanently attached to theinstrument with stainless steel screws or drive pins.2.2 PaintingThe manufacturer's standard colors shall be used for all devices, including visibleportions of control panel instruments.2.3 Electrical Equipment and EnclosuresElectrical or electronic instrument devices and their enclosures shall conform to therequirements of the electrical classification assigned to the area in which they aremounted. Housing shall be suitable for outdoor installation wherever required.Instrumentation shall be certified for use in the specified hazardous areas, asshown on project approved documentation. In hazardous zone 2 area, if the fieldelectrical instruments are only certified for intrinsic safety circuit but not for non-incendive circuit, the field electrical instruments are not allowably connected to aDCS with non-incendive circuit certification ,except for the DCS are equipped withproper safety barriers for the loops.2.4 TransmissionNo process fluids of any type shall be piped into the control room. Transmission ofthe process variable shall be by means of electrical, pneumatic, ResistanceTemperature Detector or thermocouple type instruments.2.5 TransmittersXH11-0000-0012.5.1 Transmitters shall be used for all process indication, control, alarm andshutdown services. Measurement elements of process transmitter shall beof the minimum displacement type (i.e., force balance, strain gage orcapacitance detector type, etc.). Where such devices are not available, orwhere another type is of proven superiority for the service, other types maybe used.2.5.2 All transmitters shall be provided with an integral output meter.2.5.3 Transmitters shall be provided with a remote output indicator or gage onlywhere required for manual operation of a control or bypass valve, andwhere shown on the P&ID's.Manifolds2.6 ValveDifferential pressure instruments shall be provided with 3-valve manifolds.2.7 FieldSwitchesSet point adjustments shall be made by a tamperproof screw or a knob that isinternally installed or covered for field pressure switches, field temperature switches,and field level switches, etc.2.8 Specifications for PurchaseDetailed specifications for purchase shall identify the instrument components bytype and general model number and shall indicate the necessary data formanufacture and supply.2.9 AirSupplyEach air consumer (transmitters, controllers, positioners, etc.) shall be providedwith an air filter regulator complete with a regulator output pressure gage.2.10 Electrical Power SupplyThe following electrical power supplies shall be applied:a. 220 VAC / 50 HZ 1 phase UPS.--- DCS--- Gas detection & Monitor System--- ESDs--- Field instrument(four-wire)--- Other instrument device if necessaryXH11-0000-001b. 24 VDC--- Solenoid Valve3.0 PROCESS VARIABLE DISPLAY ─ ENGINEERING UNITS3.1 Conventional Instrument Systems3.1.1 Scales shall be direct reading for all variables except level, which will bedisplayed as "0-100%".3.1.2 In general, chart ranges shall be 0-10 square root for head-type flow, or 0-100 uniform for other variables. Flows may also be 0-100 uniform if thetransmission system includes a square root extractor.3.2 Digital Control Systems3.2.1 Scale shall be direct reading for all variables except level, which will bedisplayed as "0-100%".3.2.2 Dedicated strip chart recorders shall have 0-100 uniform charts. Multiplepen recorders may have two zone 0-100 uniform/0-10 sq.rt. charts, ifrequired.3.2.3 Strip chart trend recorders for selectable variables shall have 0-100uniform charts, unless dedicated to "flows only", in which case 0-10 sq.rt.charts will be used.Units3.3 EngineeringThe units of measurement shall be used on Metric system, except for pipe size,flanges and valves, which shall be in inches, or compliant with project engineeringspecified. Where such instruments are notavailable, purge/pressurize protection to appropriate coderequirements shall be used.e. For (GB or IEC) Zone 2 locations, instruments approved or certifiedfor use in such areas shall be used. In the absence of a suitableinstrument, purge/pressurize protection shall be used.4.3.2 Generala. Electronic panel instruments shall be compatible with each other, withfield instruments and other devices used on YSDP TA project, withoutthe use of signal converters. It is desirable that electronic panelinstruments, signal amplifiers, converters, function modules, etc., besupplied by the same vendor.b. Except for Foundation Fieldbus System, the transmission forelectronic instruments shall be 4-20 mA DC for two wire system withcommon negative.5.0 CONTROL SYSTEMS IN CENTRAL CONTROL ROOM5.1 GeneralControl Systems in central control room shall employ digital control systemsdepending on the requirements of YSDP TA project. Foundation Fieldbus Systemwill be applied for the project.The digital control systems shall be funished in accordance with the "specificationfor Distributed Control System"(doument no.: XH31A-0000-001), and theEmergency Shut Down system shall be furnished in accordance with the "specification for Emergency Shut Down system " ( document no. : XH31B-0000-001 ).5.2 Digital Control Systems5.2.1 In general, the control systems shall be located in a central control building.A control room, and if required a rack room or computer room, capable ofhousing all operator interface stations, rack mounted equipment, powersupplies, and peripheral devices shall be provided, pressure ventilatedand/or climate controlled as necessary.5.2.2 Operator interface stations shall be furnished, each station consisting ofone or more display LCD's and a keyboard for operational manipulation.The number of operator stations will depend upon the nature of the project,number and size of the process units, and on requirements of the projectdocuments. The loading of the operator station shall be predicted upon theactivity expected for the process. In general, individual station loading willXH11-0000-001not exceed 100 control loops, 200 points analog displays (processvariables including temperature) and 200 points alarms.5.2.3 A printer or printers shall be provided, linked to the system, to provide ahard copy of alarm reports, other standard reports, and such additionalinformation as may be retrieved from the operating system without specialprogramming.5.2.4 Dedicated miniature strip chart recorders, annunciators, pushbottons, etc.shall be furnished only where shown on the P&ID's.5.2.5 The ESDs (Emergency Shut Down System) furnished shall have a level ofsecurity suitable to the requirements of the process. As a minimum, theESDs shall "fail safe" (i.e. de-energize to safe position and latch) on loss ofsystem power , or on failure/malfunction of the ESDs hardware and/orsoftware.5.2.6 Power shall be furnished to the system power supplies from a dedicatedcontrol room UPS (uninterruptable power supply) which includes a batterysystem of sufficient capacity and duration for safe shutdown of the processunit.5.3 Foundation Fieldbus SystemDigital communication of fieldbus system should conform to Foundation Fieldbusprotocol and IEC 61158 and ISA 50.02 standard. The Foundation Fieldbusengineering should conform to " engineering specification for Foundation Fieldbus "( document no : XH31A-0000-001 Attachment 1) based on the "Foundation TMFieldbus System Engineering Guidelines" ( AG-181) for the latest revisionPANELS6.0 LOCALCONTROL6.1 The local control panels shall be furnished in accordance with the "specification forlnstrument control panels " ( document no : XH11-0000-003 ).6.2 Field mounted local panels shall be suitable for their operating environment andHazardous area. The panels may be of vertical free standing type or totallyenclosed cubicle, depending on service or location.7.0 GAS DETECTION AND MONITOR SYSTEM7.1 The Gas detection and Monitor System shall be functionally independent from DCS.7.2 The system shall interface with the plant communication system. The interface shallbe defined during detailed engineering phrase.XH11-0000-0018.0 CONTROL MODES ─ CONVENTIONAL INSTRUMENTThe control modes to be used shall be selected on the basic of loop function andestimation of the dynamics of the process. The following guidelines are not to beconsidered restrictive:8.1 ProportionalOnly─Local level controllers.8.2 Proportional plus Fast Reset─Panel mounted and local flow controllers.8.3 Proportional plus Reset─Panel mounted controllers, except on loops with long time constants or lags.─Local temperature controllers.8.4 Proportional plus Reset Derivative─Panel mounted loops with long time constants, such as some temperature loops.Functions8.5 SpecialControllers used for intermittent services such as anti-surge, minimum flow by-pass,or batch control shall be furnished with an anti-reset windup feature. Externalfeedfack connections shall be provided for controllers in auto-selector or selectivecontrol systems.9.0 ANNUNCIATORSAn annunciator system shall be furnished to provide audible and visual alarm to alertoperating personnel to abnormal process or equipment condition. The annunciatorfunction may be provided by a system or circuity, light box, and horn, by an equivalentfunction in the Digital Control System (DCS), or by a combination of both.9.1 Where an alarm system independent of the DCS is furnished, it shall utilize a solid-state electronic circuit, back-lighted windows for each point, horn or buzzer audibledevice, test, acknowledge and (where required) reset buttons. Approximately 20%spare alarm windows shall be provided. Annunciators of this type, or utilizingXH11-0000-001bullseye lights instead of back-lighted windows, may be used on local processpanels or equipment control panels.9.2 Annunciators on local panels shall be arranged to provide a trouble alarm in themain control room, indicating an abnormal condition not otherwise alarmed in themain annunciator system.9.3 Conventional alarm systems (as in 9.1) shall be actuated by pneumatic or electronicsignal trips or switches located in the control room if the signal is brought in for usein the main control system, or by field mounted switches associated with fieldinstruments. If no transmitter exists for that signal, direct connected (primaryinstrument) switches shall be used.9.4 For DCS or ESDs alarms, the signal shall be initiated by software functions in thesystem. Where a local (or non-transmitted) function requires an alarm, the initiatingswitch shall be located in the field and the contact (closure) status transmitted to thecontrol room.9.5 In order to provide a "fail safe" system, alarm initiating contacts shall be closedduring normal operation and shall open to alarm.9.6 Where an abnormal condition starts a sequence of events which result in severalalarms nearly simultaneously, a "first-out" alarm sequence shall be furnished. Inthis sequence, the first alarm is generally distinguished from subsequent events bya different flashing rate of the visual function.9.7 Alarm functions are provided to alert operating personnel to upsets requiringcorrective action or intervention. Where possible, pre-alarm functions will beprovided to permit manipulation to prevent dangerous excursion from acceptableoperating values.9.8 Annunciator auxiliary contacts shall not be used for shutdown services.10.0 EMERGENCY AND SHUTDOWN SYSTEMS (TRIP SYSTEMS)This designation is applied to systems which involve personnel safety or protection ofequipment from catastrophic damage. Systems of this type shall utilize electro-mechanicalor solid-state relays, hardwired to achieve the circuitry function, or PLC depending on theProject Requirements.10.1 Trip systems shall be designed to be, so far as possible, "fail-safe". The followingrequirements shall be followed:XH11-0000-00110.1.1 Pneumatically operated shutdown valves shall move to a safe position onair failure.10.1.2 Solenoid valves shall be energized in normal operation, and de-energizedto trip.10.1.3 Initiating contacts shall be closed in normal operation, and shall open whentrip point is reached.10.1.4 Where possible, relay and contact action within the shutdown circuits shallfollow 10.1.2 and 10.1.3.10.1.5 Failure of air or power supply to measuring instrument used in a tripsystem shall cause the instrument output to move toward the trip condition.Where this can not be achieved, an alarm shall be provided to indicate lossof supply and function.10.2 Trip systems shall be initiated from independent (dedicated) primary instruments,except as follows:10.2.1 Flow trips may use a common primary element (orifice plate, venturi, etc.).10.2.2 Analyzers used for function other than control may also be used to providetrip signals.10.3 When required for start-up, test, or maintenance of the system, the output shall beprovided with a key-locked, spring return bypass switch so that the initiatingdevices and the circuit itself may be tested, or start-up accomplished. Operation ofthe bypass switch shall be indicated by a dedicated alarm function.10.4 Operation of the trip system shall be indicated by a dedicated alarm function.11.0 FLOW INSTRUMENTS11.1 Primary Element SelectionFor flow measurement, a variable head type flowmeter system shall normally beemployed.11.1.1 The thin plate concentric sharp edge orifice shall normally be used as theprimary differential head producing device.11.1.2 Segmental or eccentric orifice plates may be used in slurry and wet gasservices on horizontal pipelines.11.1.3 The use of quadrant-edged orifices shall be considered where viscosity orlow Reynolds number conditions indicate.XH11-0000-00111.1.4 Differential producers such as averaging pitot tubes (Annubar), venturis,flow nozzles, or wedge elements may be used where low permanent headloss, liquids with suspended solids, high velocity gases, vapors or steam,special installation requirements, or other considerations indicate.11.1.5 Integral orifice meters, in which the orifice is physically combined with thedifferential pressure transmitter, shall be considered where line size is lessthan NPS 2" or where flow is too low for NPS 2".11.1.6 Metal tube rotameters may be used where applicable.11.1.7 Vortex shedding meters may be considered where suitable for applicationsrequiring wide rangeability.11.1.8 Magnetic flowmeters may be used to measure the flow of electricallyconductive fluids which present very difficult handling problems, such ascorrosive acids, sewage, rock-and-acid slurries, paper pulp stock, etc.11.1.9 Turbine, positive displacement, or mass flow meter shall be used whererate of flow and integrated flowing quantity are desired to a high accuracywithin a considerably wide range for the purpose of accounting.11.2 Metering Orifices11.2.1 In general, calculation shall be as per "ISO 5167-1" (The InternationalOrganization for Standardization)11.2.2 Orifice calculations suitable for differential transmitter selection andspecification, and for meter run sizing shall be made by design contractor.Precise calculation of dimension for the differential producing element, orof the precise differential produced by geometrically fixed devices such aspitot tubes, venturis, flow nozzles, etc., shall be performed by themanufacturer of the element.11.2.3 Orifice differential range and meter run size shall be selected so that thebeta ratio shall be kept between 0.25 to 0.75. With 2" pipe and 500 mmwater column meter differential range, beta ratios smaller than 0.25 may beused. In any case, actual orifice diameter shall not be less than 6 mm.11.2.4 The selected orifice meter differentials shall preferably be 500, 1250, 2500,4000, 5000, 10000 mm of water, and wherever pratical will be 2500 mm.For special cases, other ranges shall be considered. Where compressiblefluids are metered, the selected differential in mm of water shall preferablynot numerically exceed 360 times the upstream static pressure in kg/cm2absolute; for exhaust steam (approx. 1.06 kg/cm2g) a range of 1250 mmmay be used.11.2.5 The meter maximum reading shall be selected for optimal coverage ofprocess flow range; usually "process normal" flow is placed at about 70%of meter maximum. The anticipated minimum and maximum flow ratesshall be between 30% and 95% of full scale reading. If larger rangeabilityXH11-0000-001is required, two differential pressure instruments connected to the sameorifice taps, or other type of element shall be considered.11.2.6 In general, type 316SS paddle type orifice plates shall be used. Where thenature of the fluid is such as to require a higher alloy, or other material, itshall be consistent with the line specification.11.2.7 Orifice flange taps shall generally be used for line sizes 2" to and including12". The minimum flange rating shall be based on the piping class. Orificeflange taps shall be 1/2" NPT up to 600#, and 3/4" NPT above 600#. Forline sizes 14" and larger, radius taps (one pipe diameter upstream and 1/2pipe diameter downstream from upstream face of orifice) shall be used.11.2.8 Orifice plate thickness shall be 3mm nominal for sizes 12" and smaller,6mm nominal for sizes 14" and larger.11.2.9 Where direct reading analog instruments are used, the following standardflow factors or decade multiples shall be used: 1.0, 1.2, 1.5, 1.8, 2.0, 2.5,3.0, 3.5,4.0, 4.5,5.0,6.0,7.0,8.0,9.011.2.10 Lines may be swaged up or down on size in order to provide a meteringsection of a diameter suitable to maintain appropriate beta ratio ormetering differential.11.2.11 Metering runs shall generally be in accordance with ASME Power TestCode or ISO5167-1 for orifice plate and venturi tube.11.2.12 Metering orifices are to be in a horizontal line, if possible; otherwise, flowshall be upward for liquid, and downward for wet gas or steam in a verticalline.11.2.13 Squared edged orifice plate may be used down to pipe Reynolds No. of10,000, based on line inside diameter at normal flow. Below that figurequadrant edge orifice plates shall be used.11.3 Measuring Instruments11.3.1 Minimum displacement differential pressure transmitters shall be used tosense the head produced by the flow element.11.3.2 For local applications, a pneumatic differential pressure transmitter and areceiving indicator or controller shall be used if instrument air is available.Where air supply is not available, bellows type manometers may be used.11.3.3 Differential pressure instruments shall be able to withstand pressure up tothe body rating in either direction without zero shift or calibration change.12.0 PRESSURE INSTRUMENTSXH11-0000-00112.1 Standard pressure instruments and gages shall be furnished with zero based(gauge pressure) ranges such that the normal operating pressure falls near mid-scale. Suppressed range instruments may be furnished where required formeasurement sensitivity. Pressure gages shall not have suppressed ranges.12.2 For services requiring a range between full vacuum and 2 kg/cm2g, differentialpressure instruments may be used as static pressure instruments.12.3 Transmitters12.3.1 Transmitters of the minimum displacement type are the preferred type foruse in pressure and pressure difference measurement.12.3.2 The sensing element (diaphragm, bellows, etc.) shall be 316SS as aminimum; other special materials may be used as required by process fluidconditions.12.3.3 Where it is necessary to exclude process fluid from the transmitter, adiaphragm seal will be used if possible. Where such seals are notapplicable, the installation may be purged using a fluid compatible withprocess or equipped with a fluid seal using a compatible immiscible liquid.12.3.4 The transmitter shall be capable of withstanding overpressure up to thedesign pressure of line, vessel, or equipment, to which it is applied (or tothe set pressure of the protecting pressure relieving device, if lower).12.4 Pressure Gages12.4.1 Locally mounted pressure gages shall be 100 mm nominal diameter. Theyshall be bourdon tube type (other type elements may be used wherebourdon tube gages are not applicable) with blow-out backs or discs.Cases shall be of weatherproof design, and of solid front construction if themaximum operating pressure exceeds 70 kg/cm2g.12.4.2 The pressure element shall be type 316SS as a minimum, except otherhigher alloys are required for the application. Receiver gages shall havebronze elements.12.4.3 Standard gage (stem) connection shall be 1/2" NPT.12.4.4 Very low pressure gages (draft gages, absolute pressure gages, etc.) forwhich 316SS is not available may utilize elements of other material (or type)if such material is compatible with the process fluid requirements.12.4.5 Sockets and tips of pressure gages shall be the same materials as thebourdon tubes.12.4.6 Diaphragm seals may be provided in order to eliminate steam tracing,purging and winterizing where corrosive, viscous, or other fluids that mightplug the impulse piping exist.XH11-0000-00112.4.7 Pressure elements of diaphragm-sealed gages may be of (phospher)bronze if compatible with atmospheric corrosion conditions. The sealdiaphragm shall be 316SS as a minimum.12.4.8 Where diaphragm seals are used, they shall be of a type which permitsseparation of the bottom bowl without loss of fill. This will permit removalof the gage/seal assembly from the bottom bowl (which is left connected tothe piping or vessel) for the purpose of cleaning, calibration, servicing ofthe seal, etc. The gage and seal shall be furnished (filled and calibrated)as a complete assembly, with the gage mounted directly on the seal.12.4.9 Range shall be selected is approximately 200% of operating pressure , butnot less than equipment design pressure. They will be used only with pressure gages andswitches on the suction or discharge of reciprocating pumps and compressors, andon other pulsating services, but not in the installation of "minimum displacement"transmitters.
