2018年1月11日,欧盟公报(Official Journal of the European Union)公布欧盟委员会(EU)2018/35号修订案,正式对(EC)No 1907/2006(即REACH法规)附录XVII 进行修订-新增第70项限制物质,规定水洗化妆品中八甲基环四硅氧烷(D4)和十甲基环五硅氧烷(D5)的含量须小于0.1%。

该法规将于法规发布后20天,即1月31日起生效。

来源:国家质检总局此次限用限于水洗化妆品,对纺织品和纺织助剂没有影响。

一、事件回顾:
▪2015年,英国向欧洲化学名管理局(European Chemicals Agency)提交“关于在常规使用条件下、能被洗去的化妆品中,限用八甲基环四硅氧烷(D4)和十甲基环五硅氧烷(D5)”的提议,原因是D4与D5排入废水中而引起的环境问题需要得到整个欧盟的关注。

随后,欧盟成员国委员会采纳了一项意见:D4和D5满足(EC) No 1907/2006附录XIII强持久性(vP)和强生物积累性(vB)物质的鉴定标准。

▪2016年3月和6月,欧洲化学名管理局下属风险评估委员会(RAC)和社会经济评估委员会(SEAC)分别采纳以下意见并提出建议,并在同年向欧盟委员会提交。
